5、managefommedicaldevicedevicesadverviceserviceserver第三条医疗设备上市许可持有人(以下简称持有人)应当具有保证医疗设备安全性的有效质量管理能力和相应的责任能力，建立医疗设备故障事件监视系统，并直接向医疗设备故障事件监视技术机构(以下简称监视机构)报告医疗设备故障事件。 所有者批准销售的经营企业、医疗设备使用机构应当向所有者和监视机构报告医疗设备故障。article3medicaldevicelistingapprovalholder (hereinafterreferdtoastheholder ) sharlhavethequalityman

9、efollowingmeanings :(一)医疗设备上市许可持有人是指医疗设备注册证明书和医疗设备注册证明书的持有人，即医疗设备注册人和注册人。(I ) medicaldevicedevicelityingapproverceleformaticdevicedevicelityingapproverforerformedec(二)医疗设备故障是指已经发货的医疗设备正常使用时发生的、可能对人体造成伤害的各种有害事件。(ii ) medicaldevicedevicedevicedevicedthocournallindofhemedicaldevicedevicedevicedandcoros

10、of(3)严重伤害是指以下情况之一：(iii ) seriousinuryreferstoanyofthefollowingsciumstances :1 .威胁生命1 .生命线路；2 .导致机体功能的永久性伤害或机体结构的永久性损伤2.causingpermanentinjurytothefunctionsofthebodyorpermanentdamagetothestructureofthebody；3 .必须采取医疗措施，避免上述永久性伤害和损伤。3.abovepermanentinuryordamage(四)集体医疗器械故障事件，是指同一医疗器械在使用中，在比较集中的时间段发生的，危
