Since2020,whentheCOVID-19pandemicstarted

tohitcitiesandtowns,UN-Habitathasbeenworkingwithlocalgovernmentpartnersandprofessional

groupstohighlighttheimportanceofsustainable

urbanization.COVID-19wasimpactingcitiesand

urbanareasdisproportionatelyanditwasnotdensitybutunequalaccesstobasicservicesfromsheltertowaterthatwasthebiggestcontributortoCOVID-19-relatedmortality.

ItisourmissionatUN-Habitattoensurethatthe

MaimunahMohdSharif

repositioningofsustainableurbanizationasakeycontributortopolicymakingwillresultinbetterandmoreintegratedurbandevelopmentstrategies.Itisimportanttoclosethegapbetweenspatialplanningandeconomicplanning.

Workingwithourpartnersinthebuiltenvironmentprofessionalsgroup,aswellasthroughthe

StakeholderAdvisoryGroupEnterprise(SAGE),wetookactivestepstogainpoliticalsupportfortheimplementationoftheNewUrbanAgenda.

OurworkintheCommonwealthofNationsincluding56MemberStateswithsharedhistory,language,andplanningframeworkswasboostedbyourpartnershipwithcivilsocietygroupsuniquetotheCommonwealth.

InJune2021,togetherwithKingCharlesIII,then

knownasThePrinceofWales,UN-HabitatsupportedtheCalltoActiononSustainableUrbanizationacrosstheCommonwealthofNations.Thecallgalvanizedsupportforlocalactiontoensurethatsustainable

urbanizationpolicieswouldinformnational

developmentpolicies,whichcanthenbequantified,budgeted,andmonitored.

IhavealsobeenactivelyengagedwiththeG20

–bringingtogetherthetop20economiesinthe

world–tointroducesustainableurbanizationintotheiragenda.Similarly,wehavebeenabletoactivelyengagetheG7grouptofollowsuitintheirrecent

meetinginPotsdamandTakamatsuinSeptember2022andJuly2023respectively.Today,sustainableurbanizationisontheirmeetingagenda.

On3October2023,thecalltoactiontosupport

sustainableurbanizationalsogainedtractionamongtheTurkic-speakingMemberStates,whometonthesidelinesoftheglobalobservanceofWorldHabitat

DayinBaku,Azerbaijan.IamalsohappytoreportthatsimilarinterestandsupportwassecuredamongtheG77countriesincludingChinainourmeetingwiththegroupinHavana,Cuba,inSeptemberthisyear.

However,thebestachievementtodatehasbeento

secureaplaceforlocalactionattheConferenceofthePartiesonClimateChange(COP).On17November

2022,atCOP27inSharmEl-Sheikh,Egypt,together

withthePresidencyoftheCOP,Iaddressedministersofhousingandplanningonsustainableurbanizationandclimatechange.Thisyear,togetherwiththeCOPPresidency,wewereabletoensurethattheMinisterialMeetingonUrbanizationandClimateChange

becomesakeyfeatureoftheCOP.Withoutalignmentbetweennational,regional,andlocalgovernments,climateactioncannotbeproperlyfundedand

implemented.

Wehavealongwaytogobeforewecanflipthescriptonsustainableurbanizationbutwhatstartedinthe

Commonwealthisnowaglobalmovement.Iam

convincedthatwithsupportfromMemberStates,thebenefitsofintegratedplanning,enhancedcapacity

buildingofprofessionalsofthebuiltenvironment,andbettermultilevelgovernmentalalignmentwillresultinbetterlivesforallinoururbanizingworld.

Acalltoactiononsustainable

urbanizationacrosstheCommonwealthtowardstheCommonwealthHeadsofGovernmentMeeting,Kigali,Rwanda

By2050,anadditional2.5billionpeoplewillbelivingintheworld’stownsandcities,withalmost50percentofthatgrowthtakingplaceintheCommonwealth.

MemberStates,bothlargeandsmall,arefacingthe

impactsofclimatechangeandrapidurbanization.

TheCOVID-19pandemichascompoundedthese

impactsandresultedinoneoftheworstglobalhealthandeconomicshocksofrecenttimes.Consequently,progresstowardsachievementoftheSDGshasbeenerodedinmanycountries,underminingthefirstyearoftheDecadeofActiontowardsAgenda2030.

PeopleareattheheartoftheCommonwealth.Atthisimportantmoment,astheleadersofCommonwealthcountriespreparetomeetinKigali,Rwanda,wecall

ontheCommonwealthtoensurethatsustainable

urbanizationisattheforefrontoftheCommonwealth’sdevelopmentagenda,andtheCOVID-19recovery.

Withalmost50percentofCommonwealthcitizenslivingandworkingincitiesandhumansettlements(C&HSs),and65percentofthe169targets

underlyingthe17SDGslinkedtoterritorialandurbandevelopment,sustainableurbanizationmustbe

centraltotheCommonwealth’sagendafordeliveringacommonfuture:connecting,innovating,and

transforming.

WellmanagedC&HSsaredriversofeconomic

development,centresofinnovationand

entrepreneurship,andsourcesoftradeand

employmentthatarevitalforthelivelihoodsoftheircitizens,60percentofwhomareunder30.C&HSareresponsibleforensuringdeliveryofessentialservicesincludingwater,sanitation,healthcare,education,

publictransport,andhousing,uponwhichtheir

citizensdepend.Thereisalreadyasubstantialdeficitininvestmentinessentialurbaninfrastructure.

SustainableurbanizationrequiresC&HSthatare

well-ledandwell-plannedyetmanylackthecapacity,capabilityorresourcestorespond.Citiesarealso

amajorsourceofgreenhousegasemissionsand

wheretheimpactsofclimatechangeareexperiencedacutely.

Commonwealthorganizationsrepresentingcitiesandlocalgovernment,theprivatesector,academiaand

thebuiltenvironmentprofessions,arechampioningthisCalltoActiononSustainableUrbanizationacrosstheCommonwealth.ThiswillhelpensurethatC&HSsareproperlyequippedtodealwiththechallenges

ofclimatechangeandrapidurbanization,toreduceriskandvulnerability,inequalityandinformality,

whilepromotinginclusionandcapitalizingonthe

opportunitiespresentedbyagglomerationtopromotesocialeconomicandenvironmentalwell-being.

Sustainableurbanizationrequiresacommitment

togoodgovernance,integratedplanning,effective

servicedeliverytogetherwithfiscalandpolitical

empowerment.Universities,research,technology,

innovation,andknowledgesharingwillbeattheheartofensuringsustainableC&HSsofthefuture.

TheCalltoActionhasbeeninformedbyanextensiveconsultativeprocessdrawingontheexperienceand

expertiseofcontributorsfromalltheregionsofthe

Commonwealth.Itrecognizestheimportanceof

therural-urbancontinuumtogetherwiththeroleof

secondaryandcoastalcities.Itisissuedatatime

whentheworldisseekingurgentactiontoreduce

carbonemissions,haltbiodiversityloss,strengthen

climateresilienceandadaptation,whileaddressingthefinancinggapandcallingforagreaterlocalresponsetoclimatechangeissues.

TheCalltoActionseekstolocatesustainable

urbanizationwithinabroaderCommonwealth

framework.AlltheurgentprioritiesofCommonwealthMemberStatesinrespondingtorapidurbanization

andclimatechangehaveanurbandimension,andagreaterfocusonsustainableurbanizationwillensurethatpeopleandimprovingthequalityoflifeforall

remaincentraltotheworkoftheCommonwealth.

TheCommonwealthhasthepotentialtotransformthewayinwhichitdoesbusinesstoachieveauniquely

Commonwealthresponsetothechallengesand

opportunitiesofurbanization.TheCommonwealth

familyalreadybringstogetherintergovernmental,

governmental,civilsociety,professional,privatesectorandacademicorganizationsunderoneumbrella.

Bysupportingamulti-disciplinarypartnershipthat

reflectsthecommitmenttomultilevelgovernancesetoutinthe2030Agenda,theCommonwealthcould

facilitateacollaborativepartnershiptostrengthenpolicymaking,enhancefinancing,buildcapacity,promotelearningandenableinnovationinamoreintegratedwaytowardsasharedcommitmenttosustainableurbanizationintheCommonwealth.

Sustainableurbanizationdemandscollectiveaction-genuinemultilevelgovernance-toempower,enableandsupportcitiesandtheircitizens.Thisiscritical

asmanyCommonwealthC&HSsaregrapplingwith

poverty,informality,foodsecurityandmigration.Theyarevulnerabletoexternalshocksandnaturaldisastersandaredealingwithboththeimmediateandlong-

termeffectsoftheCOVID-19globalpandemic.The

Commonwealthistheonlymultilateralentitythat

couldleveragethisrichnetworkofdecision-makers

andpractitioners.Themomentforactionisnow.

WecallonMemberStatestousetheCHOGMasa

platformtolaunchacollaborativepartnershiptowardssustainableurbanizationintheCommonwealth.The

CalltoActionproposesaCommonwealthpartnership,leveragingintergovernmental,associated,and

accreditedCommonwealthorganizations,with

dedicatedresourcestosupportsustainable

urbanizationthatisanchoredincoreCommonwealthvalues,specifically:

●Agreaterfocusonenablingsustainable

urbanizationinCommonwealthpolicymaking.

●ACommonwealthdialoguetodefineandimplementanewwayofworkingacrossourrespective

networkstowardsmultilevelgovernanceandsustainableurbanization.

●CommitmentbyMemberStatestoanew

CommonwealthInitiativeofpracticalactionto

supportsustainablecitiesandhumansettlementsacrosstheCommonwealthtorespondtotheCalltoActionandtoplaytheirfullroleinachievingtheSDGs.

ThiswillbedrivenbyCommonwealthcitiesand

humansettlements,anddeliveredbyrelevant

Commonwealthpartners:theCommonwealth

SustainableCitiesNetwork(CSCN),CommonwealthLocalGovernmentForum(CLGF),CommonwealthAssociationofPlanners(CAP),Commonwealth

AssociationofArchitects(CAA),Associationof

CommonwealthUniversities(ACU)andother

governmental,professionalandtechnicalpartners.

Bymobilizingitsnetwork,theCommonwealthhas

auniqueopportunitytoensurethatsustainable

urbanizationisattheheartofourcommonfuture,andisfirmlyrootedinCommonwealthvalues,asweworkcollectivelytoachievingtheglobalgoalofleavingnooneandnoplacebehind.

CommonwealthLocalGovernmentForum(CLGF),CommonwealthAssociationofArchitects(CAA),CommonwealthAssociationofPlanners(CAP),AssociationofCommonwealthUniversities(ACU),withthesupportoftheGovernmentofRwandaandThePrince’sFoundationarealreadyadvancingthisagenda.TheCalltoActionispartofasustainedconsultativeprocess,whichhasbrought

togetherCommonwealthactors,HighCommissions,andacrosssectionofotherkeystakeholders.Eventsatthe2020World

UrbanForuminAbuDhabiresultedinacommitmenttocollaborationbetweenUNHabitatandtheCommonwealthonsustainable

urbanization.StartinginJune2020,tocoincidewiththedatesofthepostponedCHOGM2020,thepartnerslauncheda12-weekonlineprogrammeonsustainableurbanizationintheCommonwealth,bringingtogetherhigh-levelspeakersandpractitioners.Thisreachedover2,000participantstoraiseawareness,informtheCalltoActionandtobetterunderstandhowthevaluesandstrengthsofthe

Commonwealthcouldbestbeleveragedtowardsachievingsustainableurbanization(

).

NationalUrbanPolicies

(NUPs)havebeenidentifiedasimportanttoolsfor

governmentstoimplementandmonitortheprogressoftheseglobalagendas.

NUPisrecognisedas

oneofthekeypillarsfor

implementingtheNewUrbanAgendamakingitakeytenetforachievingsustainable

development.Well-designedandimplementedNUPshelpcountriesandtheircities

achieveeconomicgrowth,

environmentalsustainability,andsocialinclusion.

TheworkonNationalUrbanPoliciesisrootedinthe

GoverningCouncil

resolution

HSP/GC/24/L.6of2013,

which“requeststhe

UN-HabitatExecutiveDirectortosupportMemberStates

developandimplementurbanpolicies.”

UN-Habitatisworkingonurbanpolicyatdifferentlevels,supporting1GlobalProgramme,3regional

programmes(ArabStates,Africa,Asia-Pacific),60+NationalUrbanPolicy

processesincludingsub-nationalurbanpolicy

processes.
