I.ContentsofQualityAcceptanceinConstructionProcess检验批和分项工程是质量验收的基本单元;分部工程是在所含全部分项工程验收的基础上进行验收的,在施工过程中随完工随验收,并留下完整的质量验收记录和资料;单位工程作为具有独立使用功能的完整的建筑产品,进行竣工质量验收。

1.Qualityacceptanceofinspectionlot

所谓检验批是指“按同一生产条件或接规定的方式汇总起来供检验用的,由一定数量样本组成的检验体”。检验批是工程验收的最小单位,是分项工程乃至整个建筑工程质量验收的基础。

Theso-calledinspectionlotrefersto"theinspectionbodycomposedofacertainnumberofsamplescollectedforinspectionaccordingtothesameproductionconditionsorinaspecifiedway".Inspectionlotisthesmallestunitofprojectacceptanceandthebasisofqualityacceptanceofsub-projectsandeventhewholeconstructionproject.

检验批应由专业监理工程师组织施工单位项目专业质量检查员、专业工长等进行验收。

Theinspectionlotshallbeacceptedbytheprofessionalqualityinspectorandprofessionalforemanoftheprojectoftheconstructionunitorganizedbytheprofessionalsupervisionengineer.

检验批质量验收合格应符合下列规定:

Thequalityacceptanceoftheinspectionlotshallmeetthefollowingrequirements:

(1)主控项目的质量经抽样检验均应合格。

(1)Thequalityofmaincontrolitemsshallbequalifiedaftersamplinginspection.

(2)一般项目的质量经抽样检验合格。

(2)Thequalityofgeneralitemshaspassedthesamplinginspection.

(3)具有完整的施工操作依据、质量验收记录。

(3)Completeconstructionoperationbasisandqualityacceptancerecordsshallbeprovided.

主控项目是指建筑工程中的对安全、节能、环境保护和主要使用功能起决定性作用的检验项目。主控项目的验收必须从严耍求,不允许有不符合要求的检验结果,主控项目的检查具有否决权。除主控项目以外的检验项目称为一般项目。

2.分项工程质量验收

2.Qualityacceptanceofsubdivisionalworks

分项工程的质量验收在检验批验收的基础上进行。一般情况下,两者具有相同或相近的性质,只是批量的大小不同而已。分项工程可由一个或若干检验批组成。

Qualityacceptanceofsubdivisionalworksshallbecarriedoutonthebasisofinspectionlotacceptance.Ingeneral,thetwohavethesameorsimilarproperties,butthesizeofthebatchisdifferent.Asub-projectmayconsistofoneorseveralinspectionlots.

分项工程应由专业监理工程师组织施工单位项目专业技术负责人等进行验收。

Thesubdivisionalworksshallbecheckedandacceptedbytheprofessionaltechnicaldirectoroftheprojectoftheconstructionunitorganizedbytheprofessionalsupervisionengineer.

分项工程质量验收合格应符合下列规定：

Thequalityacceptanceofsubdivisionalworksshallmeetthefollowingrequirements:

(1)所含检验批的质量均应验收合格。

(1)Thequalityoftheincludedinspectionlotshallbeaccepted.

(2)所含检验批的质量验收记录应完整。

3.分部工程质量验收

3.Qualityacceptanceofdivisionalworks

分部工程的验收在其所含各分项工程验收的基础上进行。分部工程应由总监理工程师组织施工单位项目负责人和项目投术负责人等进行验收;勘察、设计单位项目负责人和施工单位技术、质量部门负责人应参加地基与基础分部工程验收;设计单位项目负责人和施工单位技术、质量部门负责人应参加主体结构、节能分部工程验收。

Theacceptanceofdivisionalworksshallbecarriedoutonthebasisoftheacceptanceofeachsubdivisionalworkcontainedtherein.Thechiefsupervisionengineershallorganizethepersoninchargeoftheprojectoftheconstructionunitandthepersoninchargeofprojectinvestmenttocheckandacceptthedivisionalworks;Thepersoninchargeoftheprojectofthesurveyanddesignunitandthepersoninchargeofthetechnologyandqualitydepartmentoftheconstructionunitshallparticipateintheacceptanceofthefoundationandfoundationworks;Thepersoninchargeoftheprojectofthedesignunitandthepersoninchargeofthetechnicalandqualitydepartmentsoftheconstructionunitshallparticipateintheacceptanceofthemainstructureandenergy-savingsub-projects.分部工程质量验收合格应符合下列规定:

(1)所含分项工程的质量均应验收合格。

(2)质量控制资料应完整。

(3)有关安全、节能、环境保护和主耍使用功能的抽样检验结果应符合相应规定。

(3)Thesamplinginspectionresultsrelatedtosafety,energysaving,environmentalprotectionandmainusefunctionsshallconformtothecorrespondingprovisions.

(4)观感质量应符合要求。

(4)Appearancequalityshallmeettherequirements.

二、施工过程质量验收不合格的处理

II.DisposalofUnqualifiedQualityAcceptanceinConstructionProcess

1.施工过程的质量验收是以检验批的施工质量为基本验收单元。检验批质量不合格可能是由于使用的材料不合格,或施工作业质量不合格,或质量控制资料不完整等原因所致,其处理方法有：

1.Thequalityacceptanceoftheconstructionprocessisbasedontheconstructionqualityoftheinspectionlot.Theunqualifiedqualityoftheinspectionlotmaybecausedbytheunqualifiedmaterialsused,theunqualifiedconstructionquality,ortheincompletequalitycontroldata.Thetreatmentmethodsareasfollows:

(1)在检验批验收时,发现存在严重缺陷的应返工重做,有一般的缺陷可通过返修或更换器具、设备消除缺陷,返工或返修后应重新进行验收。

(1)Duringtheinspectionlotacceptance,ifseriousdefectsarefound,reworkshallbecarriedout.Iftherearegeneraldefects,thedefectscanbeeliminatedbyrepairingorreplacingtheappliancesandequipment.Afterreworkorrepair,theacceptanceshallbecarriedoutagain.(2)个别检验批发现某些项目或指标(如试块强度等)不满足要求难以确定是否验收时,应请有资质的检测机构检测鉴定,当鉴定结果能够达到设计要求时,应予以验收。

(2)Ifsomeitemsorindicators(suchasthestrengthofthetestblock,etc.)foundinindividualinspectionlotsdonotmeettherequirementsanditisdifficulttodeterminewhethertoacceptthem,qualifiedtestinginstitutionsshallbeinvitedtotestandidentifythem.Whentheidentificationresultscanmeetthedesignrequirements,theyshallbeaccepted.

(3)当检测鉴定达不到设计要求,但经原设计单位核算认可能够满足结构安全和使用功能的检验批,可予以验收。

(3)Whentheinspectionandappraisalfailstomeetthedesignrequirements,buttheinspectionlotthatcanmeetthestructuralsafetyandusefunctionapprovedbytheoriginaldesignunitcanbeaccepted.2.严重质量缺陷或超过检验批范围的缺陷,经有资质的检测机构检测鉴定以后,认为不能满足最低限度的安全

2.Seriousqualitydefectsordefectsbeyondthescopeoftheinspectionlot,aftertestingandappraisalbyqualifiedtestinginstitutions,areconsideredtobeunabletomeettheminimumsafetyrequirements.储备和使用功能,则必须进行加固处理,经返修或加固处理的分项、分部工程,满足安全及使用功能要求时,可按技术处理方案和协商文件的要求予以

3.通过返修或加固处理后仍不能满足安全或重要使用要求的分部工程及单位工程,严禁验收。

5.Treatmentmethodsforqualitynonconformityfoundinprojectqualityacceptanceduringconstruction第一种情况，是指在检验批验收时，其主控项目不能满足验收规范或一般项目超过偏差限值的子项不符合检验规定的要求时，应及时进行处理的检验批。其中，严重的缺陷应推倒重来；一般的缺陷通过翻修或更换器具、设备予以解决，应允许在施工单位采取相应的措施后重新验收。

Thefirstcasereferstotheinspectionlotthatshouldbehandledintimewhenthemaincontrolitemscannotmeettheacceptancespecificationsorthesub-itemsofgeneralitemsexceedingthedeviationlimitdonotmeettherequirementsoftheinspectionregulationsduringtheacceptanceoftheinspectionlot.Amongthem,seriousdefectsshouldbeoverthrown;Generaldefectsshallbesolvedbyrenovatingorreplacingappliancesandequipment,andre-acceptanceshallbeallowedaftertheconstructionunittakescorrespondingmeasures.第二种情况，是指个别检验批发现试块强度等不满足要求等问题，难以确定可否验收时，应请具有法定资质的检测单位检测鉴定。当鉴定结果能够达到设计要求时，该检验批仍应认为通过验收。
