SabaranAfrica,althoughnumericaldeficitsareverylargeinSouth-EastAsiabecauseof

itspopulationsize.Paradoxically,theseinsufficienciesoftencoexistinacountrywith

largenumbersofunemployedhealthprofessionals.Poverty,imperfectprivatelabour

markets,lackofpublicfunds,bureaucraticredtapeandpoliticalinterferenceproducethis

paradoxofshortagesinthemidstofunderutilizedtalent.Skillmixanddistributional

imbalancescompoundtoday'sproblems.Inmanycountries,theskillsoflimitedyet

expensiveprofessionalsaicnotwellmatchedtothelocalprofileofhealthneeds.Critical

skillsinpublichealthandhealthpolicyandmanagementareoftenindeficit.Many

workersfacedauntingworkingenvironmentspoverty-levelwages,unsupportive

management,insufficientsocialrecognition,andweakcareerdevelopment.Almostall

countriessufferfrommaldistributioncharacterizedbyurbanconcentrationandrural

TheWHORegionoftheAmericas,with10%oftheglobalburdenofdisease,has37%of

professionalsinthemidstofsomuchunmethealthneedplacesAfricaattheepicentreof

years.Demandforserviceproviderswillescalatemarkedlyinallcountriesrichandpoor.

Richercountriesfaceafutureoflowfertilityandlargepopulationsofelderlypeople,

whichwillcauseashifttowardschronicanddegenerativediseaseswithhighcare

demands.Technologicaladvancesandincomegrowthwillrequireamorespecialized

workforceevenasneedsforbasiccareincreasebecauseoffamilies'decliningcapacityor

willingnesstocarefortheirelderlymembers.Withoutmassivelyincreasingtrainingof

workersinthisandotherwealthycountries,thesegrowinggapswillexertevengreater
