Basisofpreparation《质量管理体系基础和术语》GB/T19000-2000中对“质量计划”的定义为:“针对特定的产品、项目或合同规定专门的质量措施、资源和活动顺序的文件”。TheQualityManagementSystemBasisandTerminologyGB/T19000-2000defines"qualityplan"as:"Adocumentthatspecifiesaspecificsequenceofqualitymeasures,resourcesandactivitiesforaparticularproduct,projectorcontract"1、编制依据

Engineeringquality(2)施工条件分析(2)Analysisofconstructionconditions由于建筑本身具有固定性;体积庞大;生产周期长;资源消耗品种多、数量大;参与建设的责任主体多:影响因素诸如合同条件、相关市场条件、自然条件、政治、法律和社会条件;现场条件的因素多等的一系列特点。因此,建筑施工不可能有相对固定的生盒、生产条件、生产环境和管理模式。所以,编制建筑施工质量计划时应针对招标文件的求分析上述条件对竞争及施工管理,特别是对质量的影响做客观的分析与评价,以便字制定相应的管理措施,施工各种影响因素始终处于受控状态。Duetothefixednatureofthebuildingitself;Largevolume;Longproductioncycle;Therearemanytypesandquantitiesofresourceconsumption;Therearemanyresponsibilitysubjectsparticipatingintheconstruction:influencingfactorssuchascontractconditions,Relevantmarketconditions,naturalconditions,political,legalandsocialconditions;Aseriesofcharacteristicssuchasmultiplefactorsaffectingon-siteconditions.Therefore,constructioncannothaverelativelyfixedproductionconditions,productionenvironment,andmanagementmodes.Therefore,whenpreparingaconstructionqualityplan,itisnecessarytoobjectivelyanalyzeandevaluatetheimpactoftheaboveconditionsoncompetitionandconstructionmanagement,especiallyonquality,inaccordancewiththerequirementsofthebiddingdocuments,inordertoformulatecorrespondingmanagementmeasuresandensurethatvariousinfluencingfactorsofconstructionarealwaysinacontrolledstate.组织的质量目标建立后,应把质量目标体现到组织的相关职能和层次上,经过全员的参与,共同努力以达到质量目标(要求)。这就要求组织对质量目标进行分解策划。Aftertheestablishmentoftheorganization'squalityobjectives,theyshouldbereflectedintherelevantfunctionsandlevelsoftheorganization,andthroughtheparticipationofallstaff,worktogethertoachievethequalityobjectives(requirements).Thisrequirestheorganizationtodecomposeandplanqualityobjectives.质量目标的分解方法根据行业、企业和项目的特点有不同的分解方法,就一般项目而言,通常是依据质量目标的实现过程建立。一个组织总质量目标通常包含有产品质量和服务质量的目标要求,就其产品和服务实现过程而言,其间又有许多分过程或子过程,而每一个分过程或子过程又可细分为更小的过程。在按质量目标的实现过程进行分解时,需要仔细地分析总质量目标涉及哪些过程、各过程需要实现哪些目标等。Thedecompositionmethodofqualityobjectivesvariesaccordingtothecharacteristicsofindustries,enterprises,andprojects.Forgeneralprojects,itisusuallyestablishedbasedontheprocessofachievingqualityobjectives.Theoverallqualityobjectivesofanorganizationusuallyincluderequirementsforproductqualityandservicequality.Intermsoftheprocessofachievingtheirproductsandservices,therearemanysubprocessesorsubprocesses,andeachsubprocessorsubprocesscanbesubdividedintosmallerprocesses.Whendecomposingaccordingtotheprocessofachievingqualityobjectives,itisnecessarytocarefullyanalyzewhichprocessesareinvolvedintheoverallqualityobjectives,andwhatgoalseachprocessneedstoachieve.(1)质量总目标(1)OverallQualityObjectives建筑施工企业获得工程建设任务签订承包合同后,企业或授权的项目管理机构应依据企业质量方针和工程承包合同等确立本项目的工程建设质量目标。工程建设总目标应当是对工程承包合同条款的承诺和现企业的管理水平体现。Aftertheconstructionenterpriseobtainstheengineeringconstructiontaskandsignsthecontract,theenterpriseorauthorizedprojectmanagementorganizationshallestablishtheengineeringconstructionqualityobjectivesoftheprojectinaccordancewiththeenterprise'squalitypolicyandengineeringcontract.Theoverallgoalofengineeringconstructionshouldbetodemonstratethecommitmenttothetermsoftheengineeringcontractandthemanagementlevelofthecurrententerprise.3、质量总目标及其分解目标

Overallqualityobjectivesandtheirbreakdown(2)质量目标分解(2)QualityObjectiveDecomposition质量目标必须分解到组织中与质量管理体系有关的各职能部门及层次(如决策层、执行层、作业层)中,相关职能和层次的员工都应把质量目标转化或展开为各自的工作任务。这样做,能增加质量目标的可操作性,有利于质量目标的具体落实和实现。Thequalityobjectivesmustbedecomposedintovariousfunctionaldepartmentsandlevelsrelatedtothequalitymanagementsystemintheorganization(suchasdecision-making,execution,andoperationlevels).Employeesofrelevantfunctionsandlevelsshouldtransformorexpandthequalityobjectivesintotheirownworktasks.Doingsocanincreasetheoperabilityofqualityobjectives,whichisconducivetothespecificimplementationandachievementofqualityobjectives.3、质量总目标及其分解目标

Overallqualityobjectivesandtheirbreakdown质量目标的分解方法很多,不能一概而论,质量目标的可操作性强,有利于质量目标的具体落实。Therearemanymethodsfordecomposingqualityobjectives,whichcannotbegeneralized.Theoperabilityofqualityobjectivesisstrong,whichisconducivetothespecificimplementationofqualityobjectives.组织建设和制度建设是实现质量目标的重要保障,项目班子以及各级管理人员建立起明确、严格的质量责任制,做到人人有责任是实现质量目标的前提。项目经理是企业法人在工程项目上的代表,是项目工程质量的第一责任人,对工程质量终身负责。项目经理部应根据工程规划、项目特点、施工组织、工程总进度计划和已建立的项目质量目标,建立由项目经理领导,由项目工程师策划、组织实施,现场施工员、质量员、安全员和材料员等项目管理中层的中间控制,区域和专业责任工程师检查监督的管理系统,形成项目经理部、各专业承包商、专业化公司和施工作业队组成的质量管理网络。Organizationalandinstitutionalconstructionareimportantguaranteesforachievingqualityobjectives.Theprojectteamandmanagementpersonnelatalllevelsestablishaclearandstrictqualityresponsibilitysystem,andachievingeveryone'sresponsibilityisaprerequisiteforachievingqualityobjectives.Theprojectmanageristherepresentativeoftheenterpriselegalpersonintheengineeringproject,andisthefirstpersonresponsibleforthequalityoftheproject,responsibleforthequalityoftheprojectforlife.Theprojectmanagementdepartmentshouldestablishamanagementsystembasedonengineeringplanning,projectcharacteristics,constructionorganization,overallprojectschedule,andestablishedprojectqualityobjectives,whichisledbytheprojectmanager,plannedandimplementedbytheprojectengineer,managedbyon-siteconstructionpersonnel,qualitypersonnel,safetypersonnel,andmaterialpersonnel,andinspectedandsupervisedbyregionalandprofessionalresponsibilityengineers,formingaprojectmanagementdepartmentandvariousprofessionalcontractorsAqualitymanagementnetworkcomposedofspecializedcompaniesandconstructionteams.4、质量管理组织机构和职责

QualityManagementOrganisationandResponsibilities建立健全项目的质量保证体系、落实质量责任制度。因此,项目经理应根据合同质量目标和按照企业《质量手册》的规定,建立项目部质量保证体系,绘制质量管理体系结构图,选聘岗位人员并明确各岗位职责,见表3.2。Establishasoundqualityassurancesystemfortheprojectandimplementaqualityresponsibilitysystem.Therefore,theprojectmanagershouldestablishaqualityassurancesystemfortheprojectdepartmentbasedonthecontractqualityobjectivesandinaccordancewiththeprovisionsoftheenterprise's"QualityManual",drawaqualitymanagementsystemstructurediagram,selectpersonnel,andclarifytheresponsibilitiesofeachposition,asshowninTable3.2.(1)施工准备(1)Constructionpreparation俗话说“未雨绸缪”,可见在开展每项工作前的准备工作是十分重要的。对于集诸多不确定因素于一体的建筑安装工程来说,准备工作尤为重要。随着社会的不断向前发展,工程建设项目规模越来越大,功能、结构越来越复杂,造价越来越高,涉及的方方面面也越来越多,因此,在工程施工前将各项影响施工质量所必需的技术、材料物资、机具设备、劳动力组织、生活设施等各方面的准备工作做好就显得越来越重要,越来越迫切。质量计划施工准备工作主要包含以下几个方面:Asthesayinggoes,'preparefortherainyday',itcanbeseenthatthepreparationworkbeforecarryingouteachtaskisveryimportant.Forconstructionandinstallationprojectsthatintegratemanyuncertainfactors,preparationworkisparticularlyimportant.Withthecontinuousdevelopmentofsociety,thescaleofengineeringconstructionprojectsisbecominglarger,theirfunctionsandstructuresarebecomingmorecomplex,theircostsarebecominghigher,andtheyinvolvemoreandmoreaspects.Therefore,itisincreasinglyimportantandurgenttoprepareallnecessarytechnologies,materials,machineryandequipment,labororganization,livingfacilities,andotheraspectsthataffecttheconstructionqualitybeforeconstruction.Thepreparationworkforqualityplanconstructionmainlyincludesthefollowingaspects:5、施工准备及资源配置计划
