FOREWORD
ThisASMEStandard,SafetyStandardforPortableAutomotiveLiftingDevices,hasbeendevelopedundertheproceduresforASMECodesandStandardsdevelopmentcommittees.ThisStandardhaditsbeginninginJune1979whentheJackInstituteaddressedtheB30CommitteeonCableways,Cranes,Derricks,Hoists,Hooks,Jacks,andSlings.TheJackInstituterequestedtheB30CommitteeeithertodevelopastandardforautomotivejacksortoincludethisequipmentaspartoftherevisionofB30.1,Jacks.TheB30Committeedeclinedthisrequest.
Asaresult,theJackInstitutepetitionedANSIinJuly1979fortheformationofacommitteetopromulgatesafetyand/orperformancestandardsforportableautomotiveliftingdevices,requestingthedesignationofASMEassponsoroftheproject.
InSeptember1979,ASME’sPolicyBoard,CodesandStandards,approvedsponsorshipofthecommitteetooperateundertheproceduresdevelopedbyASMEandaccreditedbyANSI.AnominatingcommitteewasappointedtorecommendaproposedmembershiptotheASMESafetyCodesandStandardsCommitteeforapproval.ThemembershipwasapprovedatthebeginningofMay1980.
TheinauguralmeetingoftheASMECommitteeonPortableAutomotiveLiftingDevices(PALD)washeldinJuly1980.ThecommitteedeterminedthattheformatofthisStandardwouldbesuchthatseparatevolumes,eachcompleteastodesign,marking,identification,testing,operation,inspection,andmaintenance,wouldcoverthedifferenttypesofequipmentincludedinthePALDscope.Inthe1993editionthevariousvolumeswerecombinedintooneStandardwithcommonrequirementsinoneplaceandtheinformationthatisspecifictoaparticulartypeofequipmentsetoutinsucceedingParts.Thisallowedforgreaterconsistencyinrequirementsandeliminatedredundancy.
The1997editionwasafurtherrevisionandconsolidationofthe1993editionandincludesaPartcoveringautomotiveramps.
The2003editionisarevisionofthe1997edition,andincludesaPartcoveringforkliftjacks.ThisStandardpresentsacoordinatedsetofrulesthatmayserveasaguidetomanufacturers,togovernmentandotherregulatorybodies,tomunicipalauthorities,andtocommercialusersresponsiblefortheinspection,maintenance,andinstructionintheuseoftheequipmentfalling
withinitsscope.
ThiseditionoftheStandard,whichwasapprovedbytheASMECommitteeonPortableAutomotiveLiftingDevicesandbyASME,wasapprovedbyANSIanddesignatedasanAmericanNationalStandardonSeptember19,2005.
Safetycodesandstandardsareintendedtoenhancepublichealthandsafety.Revisionsresultfromcommitteeconsiderationoffactorssuchastechnologicaladvances,newdata,andchangingenvironmentalandindustryneeds.Revisionsdonotimplythatpreviouseditionswereinadequate.ASMEPALD-2009wasapprovedbytheAmericanNationalStandardsInstituteon

GENERAL
ThisStandardisoneofmanysafetystandardsonvarioussubjectsthathavebeenformulatedunderthegeneralauspicesofTheAmericanSocietyofMechanicalEngineers(ASME).OnepurposeoftheStandardistoserveasaguidetogovernmentalauthoritieshavingjurisdictionoversubjectswithinthescopeoftheStandard.Itisexpected,however,thattheStandardwillfindamajorapplicationinindustry,servingasaguidetomanufacturers,suppliers,purchasers,andoperatorsoftheequipment.Ifadoptedforgovernmentaluse,thereferencestoothernationalstandardsinthisStandardmaybechangedtorefertothecorrespondingregula-tionsofthegovernmentalauthorities.
Theuseofportableautomotiveliftingdevicesissub-jecttocertainhazardsthatcannotbeprecludedbymechanicalmeans,butonlybytheexerciseofintelli-gence,care,andcommonsense.Itisthereforeessentialtohavepersonnelinvolvedintheuseandoperationofequipmentwhoarecareful,competent,trained,andqualifiedinthesafeoperationoftheequipmentanditsproperusewhenservicingmotorvehiclesandtheircomponents.Examplesofhazardsaredropping,tipping,orslippingofmotorvehiclesortheircomponentscausedprimarilybyimproperlysecuringloads,overloading,off-centeredloads,useonotherthanhardlevelsurfaces,andusingequipmentforapurposeforwhichitwasnotdesigned.
ThePALDCommitteefullyrealizestheimportanceofpropersize,strength,andstabilityassafetyfactorsinthedesignofthisequipment.Thisequipmentisusedonvariousmotorvehiclesandtheircomponentsundervariableworkingconditions.Theseconditionshavebeenconsideredtoprovidesafetyandflexibilityinitsuse.TherequirementsgiveninthisStandardmustbeinterpretedaccordinglyandjudgmentshouldbeusedindeterminingtheirapplication.
MANDATORYANDADVISORYRULES
MandatoryrulesofthisStandardarecharacterizedbyuseofthewordshall.Ifaprovisionisofanadvisorynature,itisindicatedbyuseofthewordshouldandisarecommendationtobeconsidered,theadvisabilityofwhichdependsonthefactsineachsituation.

APPLICATION
ThisStandardappliestothedesign,construction,marking,operation,maintenance,andowner/operatorinspectionoftheportableautomotiveliftingdeviceslistedpreviously,usedduringautomotiveservice,main-tenance,andstorage.OperationandmaintenanceinstructionsinthisStandardareintendedforgeneralapplication.Theequipmentmanufacturerorsuppliershallbeconsultedforspecificoperatingandmainte-nanceinstructions.

PURPOSE
ThisStandardisdesignedto
guardagainstandmitigateinjury,andotherwiseprovidefortheprotectionoflife,limb,andpropertybyprescribingsafetyrequirements
providedirectiontopurchasers,owners,employ-ers,supervisors,andothersconcernedwith,orresponsi-blefor,itsapplication
guidegovernmentalandotherregulatorybodiesinthedevelopment,promulgation,andenforcementofappropriatesafetydirectives
DEFINITIONS
adapter:adeviceattachedtotheliftplatformofaPALDwhichisusedtosupportand/orstabilizethosecompo-nentsforwhichitisespeciallydesigned.

SafetyMarkings
EachPALDshallincludesafetysignsand/orlabelsdevelopedbythemanufacturerorsupplier.Thesignsand/orlabelsshallbeaffixedbyuseofdurablematerialsandattachmentmethodstoeachPALDinalocationvisibletotheoperator.TheANSIZ535seriesofstan-dardscontainingguidelinesforproductsafetysignsshallbefollowed.
ExamplesofsafetymarkingsforspecifictypesofPALDsareshowninsection3ofeachPartofthisStandard.
PRODUCTINSTRUCTIONSANDSAFETYMESSAGES
ProductInstructions
EachPALDshallbeprovidedwithoperator’sinstruc-tions.ANSIZ535.6shallbefollowed.Theinstructionsshallspecifytheproperoperatingproceduresandbasicfunctionofthecomponents.Theinstructionsshallcon-taintherecommendedreplacementfluid,maintenance,andinspectionproceduresandintervals,asapplicable.Copyconveyingtheintentofsection3shallbeincludedwiththeinstructions.
SafetyMessages
Theinstructionsshallconveythesafetymarkingsandmessagesshowninsection3oftheapplicablePartofthisStandard,butneednotbeverbatimorlimitedtothoselisted.
OPERATION,MAINTENANCE,ANDINSPECTION
Operation
Theownerand/oroperatorshallhaveanunderstand-ingoftheproduct,itsoperatingcharacteristics,andsafetyoperatinginstructionsbeforeoperatingthePALD.Safetyinformationshallbeemphasizedandunderstood.IftheoperatorisnotfluentinEnglish,theproductandsafetyinstructionsshallbereadtoanddiscussedwiththeoperatorintheoperator’snativelanguagebythepurchaser/ownerorhisdesignee,makingsurethattheoperatorcomprehendstheircontents.
Maintenance
ThePALDshallbemaintainedinaccordancewiththeproductinstructions.
Inspection
VisualinspectionshallbemadebeforeeachuseofthePALDbycheckingforabnormalconditions,suchascrackedwelds,leaks,anddamaged,loose,ormiss-ingparts.
Otherinspectionsshallbemadeperproductoperatinginstructions.
EachPALDshallbeinspectedimmediatelyifthedeviceisbelievedtohavebeensubjectedtoanabnormalloadorshock.Itisrecommendedthatthisinspectionbemadebyamanufacturer’sorsupplier’sauthorizedrepairfacility.
Ownersand/oroperatorsshouldbeawarethatrepairofthisequipmentmayrequirespecializedknowl-edgeandfacilities.ItisrecommendedthatanannualinspectionofthePALDbemadebyamanufacturer’sorsupplier’sauthorizedrepairfacilityandthatanydefectiveparts,decals,orsafetylabelsorsignsbereplacedwithmanufacturer’sorsupplier’sspecifiedparts.Alistofauthorizedrepairfacilitiesisavailablefromthemanufacturerorsupplier.
DamagedEquipment
AnyPALDthatappearstobedamagedinanyway,isfoundtobeworn,oroperatesabnormallySHALLBEREMOVEDFROMSERVICEUNTILREPAIRED.Itis
recommendedthatnecessaryrepairsbemadebyaman-ufacturer’sorsupplier’sauthorizedrepairfacilityifrepairsarepermittedbythemanufacturerorsupplier.
