EXECUTIVESUMMARY&ACKNOWLEDGEMENTS
Widespreadcrisis,politicalupheavals,theefectsoftheCOVID-19pandemic,climate-relateddisasterscoupledwithdebtdistressandshrinkingdevelopmentresourcespointtotheneedformoreefectivepartnershipsthatarecountry-ownedandinclusive,anddevelopmentcooperationtobenimbleandresponsive.Weneedtobeabletoadaptefectivedevelopmentapproachesatcountryleveltoswiftlychangingglobalsituations,andassuch,theprinciplesforefectivedevelopmentcooperation-countryownership,focusonresults,inclusivepartnerships,transparencyandmutualaccountability-remaincritical.
ItisinthiscontextthattheUNDPcarriedoutitsworkontheGlobalProjectonManagingDevelopmentCooperationEfectivelyin2023,deliveringonthreestrategiccomponentsinlinewiththeGlobalPartnership’s2023-2026WorkProgramme.This2023AnnualStatusReportprovidesanoverviewofthekeyresultsachievedbytheUNDPGlobalProjectoverthepastyearintheareasofmonitoring,policyaction,andadvocacy.
2023wasanexcitingyearfortheGlobalPartnership’spartnercountry-led
monitoring
exercise:
followingacomprehensivereformfrom2020-2022,the4throundofthe
exercisewaslaunchedinJanuary2023.AsofDecember2023,53partnercountrieshavecommittedtoparticipate.Twoin-personmonitoringtrainingsforNationalCoordinatorsfrompartnercountrieswereheldinthesecondhalfof2023:the
KOICALearningand
AccelerationProgramme
andthe
Asia-PacifcTraining.
ThetrainingsimpartedNationalCoordinatorswithathoroughunderstandingoftheGlobalPartnershipmonitoringprocessandframework,leavingthemwellequippedtoconductandcoordinatetheexerciseatcountrylevel.
Overtheyear,UNDPalsoachievedresultsaroundpolicyaction.TwoSteeringCommitteemeetingswereheldinMayandDecember2023,includingthefrstin-personmeetingsince2019thatwasheldinSeoulwithgeneroussupportfromtheRepublicofKorea,whereUNDP(withOECDaspartoftheJST)providedsubstantiveandoperationalsupporttotheCo-ChairsandSteeringCommitteemembers.Theyearendedonahighnotewiththe
2023BusanGlobalPartnershipForum,
heldinSeoulinDecember.Themulti-stakeholdereventwelcomedover180participantsandputaspotlightonhowtheefectivenessprinciplescanbeleveragedforlong-lastingdevelopmentresults.
Onadvocacyandcommunications,theUNDP-ledactivitiesandoutputsalignedwiththeprioritieslaidoutinthe2023-2026Advocacy&OutreachPlan.Highlightsfrom2023

includetheorganizationoftwohigh-levelsideeventsonthemarginsoftheUNFinancingforDevelopmentForumandtheUNHigh-LevelPoliticalForum,aswellasthedevelopmentofnewtargetedadvocacyproducts,publicationofblogsandstoriesofprogress,andthedisseminationofkeymessagesthroughtheGlobalPartnership’snewsletterandsocialmedia.
ThisreportispreparedbytheEfectiveDevelopmentCooperationteam.(Note:In2023,theteamwaspartofUNDP’sBureauforPolicyandProgrammeSupport(BPPS)andfromMarch2024onwards,theteamisnowpartoftheUNDP’sBureauofExternalRelationsandAdvocacy(BERA)andcontinuestoworkinclosecollaborationwithBPPS.)

AbouttheGlobalPartnership
TheGlobalPartnershipforEfectiveDevelopmentCooperation(‘GlobalPartnership’)istheprimarymulti-stakeholdervehiclefordrivingtheefectivenessofalltypesofdevelopmentcooperationtodeliversustainabledevelopment.Byconveningpartnersaroundthefourefectivenessprinciples–countryownership,focusonresults,inclusivepartnerships,andtransparencyandmutualaccountability–theGlobalPartnershipishelpingcountriescatalyzetheirSDGprogressby:
•Bringingpartnerstogetherinaprinciple-ledapproach,fosteringtrust,andby
•Generatingdataforanevidence-basedapproach,empoweringpolicyaction.

TheGlobalPartnershipmonitoringisapartnercountry-ledexercisetopromotecollectiveaccountabilityontheefectivenessofdevelopmentcooperation.Guidedbythefourinternationallyagreedprinciplesforefectivedevelopmentcooperation,themonitoringtracksprogressofpartnercountries,developmentpartnersandotheractorsinimplementingtheiragreedcommitmentstomoreefectivedevelopmentcooperation.Themonitoringexercisedrivesbehaviourchangebyfocusingonhowstakeholderspartneratthecountrylevelforbetterdevelopmentresults.

InMay2023,buildingonthecommitmentsmadeinthe
GenevaSummitDeclaration,
andfollowinganinclusiveconsultationprocess,theSteeringCommitteeoftheGlobalPartnershipagreedonanew
WorkProgrammefor2023-2026.
TheoverallvisionoftheWorkProgrammeistostrengthentheefectivenessofdevelopmentcooperationtospurprogresstowardstheSDGs.ThethreecoreoutputsoftheWorkProgrammeareasfollows:
1.GenerateEvidence:throughtheNewMonitoringExercise,to
2.DriveInformedPolicyDialogue&Action:throughCountryDialogues,
StrategicPartnershipsandtheAchievementoftheSDGs,and
3.FosterPoliticalAwareness,BehaviourChangeandUptake:Targeted

AbouttheUNDPGlobalProject
AspartoftheOECD-UNDPJointSupportTeam(JST),UNDPworkstostrengthenefectivedevelopmentcooperationbysupportingtheworkoftheGlobalPartnership.WithintheJST,UNDPbringstotheGlobalPartnershipitssubstantiveandoperationalfootprint,network,andinfrastructureatglobal,regional,andcountrylevelsaswellascollaborationacrosstheUNdevelopmentsystem.FunctionssupportedbyUNDPaspartoftheJSTcenteraroundpolicyworkrelatedtoefectivedevelopmentcooperation,supporttocountry-levelimplementation,inparticulartoanchortheGlobalPartnershipmonitoringincountry-ledefortstospurimplementationofthe2030Agenda,aswellasknowledgesharing,communicationsandadvocacyondevelopmentefectiveness.Moreover,UNDPcultivatesarobustefectivenesscommunitythroughmanagementofstrategiccommunicationandknowledgesharingsolutionsandplatform/toolsincoordinationwiththeUNdevelopmentsystem.
Inpracticalterms,thefollowingtasksaresupportedbyUNDPwithintheJST:
•Co-chairs:UNDPandOECDjointlyprovidestrategicadvisorysupportandguidanceforCo-chairstotakedecisionsandforgeconsensus.
•SteeringCommitteeandworkprogramme:UNDPandOECDjointlyprovidestrategicadvisorysupporttofacilitateSteeringCommitteedecisionmaking.
•Senior-andHigh-levelmeetingsandinputstoothermeetings(FfD,HLPF,etc.):OECDandUNDPprovidesubstantivesupportbasedonmembershipandtypeofevent.
•Monitoring:

oPre-inceptionandinceptionphases:UNDPleadsonpartnercountryoutreachandisthemainresponsibleactorforthisphase.
oDatacollectionandreview:UNDPcontributesonspecifcpre-agreedtasks.
oCountry-leveldialogue,actionplanningandfollowupphases:UNDPleadsandismainresponsibleactortosupportpartnercountrieswiththisphase.
oResultsanalysisandreporting:JointresponsibilityofOECDandUNDP.
•AdvocacyandStrategicCommunication,LearningandKnowledgeManagement:UNDPleadsadvancementoftheefectivenessagendathroughstrategiccommunications,advocacyandknowledgemanagementbypositioningtheGlobalPartnershipandcountry-levelengagementwithinbroaderglobaldevelopmentcooperationdiscourse/action.
TheUNDPsideoftheJSTdeliversthesecorefunctionsthroughtheGlobalProjectonManagingDevelopmentCooperationEfectively(‘GlobalProject’)withthefollowingstrategiccomponentsinlinewiththeGlobalPartnership2023-2026WorkProgramme:
1.Output1:TheGlobalPartnershipmonitoringframeworkisrefned,strengthened,andimplementedtosupportglobalaccountabilityandmutuallearningonefectivedevelopmentcooperation.
2.Output2:Anincreasednumberofcountriesstrengthen,oraretakingactiontostrengthen,policyandinstitutionalarrangementsthatsupportintegratedapproachestoplanning;moreeficientmanagementofdiversedevelopmentcooperationfows;andenhancedcoordinationandstrongermulti-stakeholderpartnerships.
3.Output3:Astrengthenedmutuallearningandknowledgeexchangeplatform,facilitatingthesharingofcountry-levelevidence,andlearningfromdiferentmodalitiesofdevelopmentcooperation.

KEYRESULTSACHIEVEDIN2023
This2023AnnualStatusReportpresentskeyresultsachievedbyUNDPaspartoftheGlobalProjectin2023inlinewiththethreeoutputsofthe2023-2026WorkProgramme:thefrstsectionfocusesonthemonitoring,thesecondondialogueandpolicyaction,andthethirdonadvocacy.
Output1:Monitoring
TheGlobalPartnership
monitoringexercise
providesthemainsourceofevidenceonstakeholders’commitmentsonefectiveness,empoweringpartnersandbuildingtrustinaneraofglobalchallenges.Thedatafromtheexercisehelpscountriesandtheirpartnerstoassesstheprogresstheyhavemade,whilealsobeingtheoficialsourceofcountryandgloballeveldataonthreeSDGindicators:

KnowledgeSharingPlatform
Since2011,103partnercountrieshaveledthemonitoringexerciseincollaborationwith
hundredsofdevelopmentpartnersandotheractors.Thefrstthreeglobalmonitoringroundstookplacein
2014,
2016,
and
2018.
From2020-2022,aparticipatoryand
comprehensivereform
ofthemonitoringexercise–bothwhatiscollected(theframework)andhow(theprocess)–ensuredtheexercisecontinuestomeetitsoriginalaimsandtheevolvingneedsofstakeholders.
Launchofthe2023-2026MonitoringRound
The4thGlobalPartnershipMonitoringExercisewaslaunchedinJanuary2023,andasofDecember2023,53partnercountrieshavecommittedtoparticipate.Atthecountrylevel,themonitoringexerciseentailsthefollowingfvephases:

Amongotherthings,theUNDPsideoftheJSTleadssupporttopartnercountriesonthepre-inceptionandinceptionphaseofthemonitoringexercise(phase1).Assuch,in2023,UNDPsupported:
•26pre-inceptioncallswith22partnercountries;
•36inceptioncallswith33partnercountriesandUNDSatcountrylevel;
•10kick-ofmeetings;
•9datareportingandreviewcallswith7partnercountries;
•Draftingof6roadmaps.
Furthermore,twoin-personmonitoringtrainings,supportedbyUNDP,werehostedinthesecondhalfof2023.
MonitoringTrainingsforPartnerCountries:KOICALAPandIndonesia
Twomonitoringtrainingsforpartnercountrieswereheldin2023,providingNationalCoordinatorsleadingthemonitoringexercisewithathoroughunderstandingoftheGlobalPartnershipmonitoringprocessandframework,thenecessaryknowledgetoconductandcoordinatetheexerciseintheircountry,andfosteringpeer-to-peerlearning.The
KOICALearningandAccelerationProgramme
(LAP)anda
traininginIndonesia
setthestageforsharedinsightsonandhighlightedthevalueofthemonitoringexercise.Thetrainingsbroughttogether33participants,includingNationalCoordinatorsfrom23partnercountrygovernmentsacrossAfrica,LatinAmerica,andAsiaPacifc,withparticipationfromnon-executivestakeholdersaswell.Bothtrainingsincludedthefollowingsixmodules:

From4to6October2023,KOICAhosted,withorganisationalsupportfromUNDP,theLAPinSeoul,RepublicofKoreaforNationalCoordinatorsfromAfricanandLatinAmericanpartnercountrygovernmentscommittedtostartingthe4thMonitoringRoundin2023or2024.TogetherwithOECDaspartoftheJSToftheGlobalPartnership,thetrainingwasdevelopedanddeliveredbyUNDPtoagroupof12participantscomprisingofrepresentativesfromBurkinaFaso,Cameroon,Chad,Colombia,Coted’Ivoire,theDemocraticRepublicofCongo,Honduras,Indonesia,Peru,andSierraLeone,alongwithrepresentativesofthenon-executiveconstituencyandCo-ChairsoftheGlobalPartnership.Overthreedays,NationalCoordinatorsengagedinworkshopdiscussions,bringingtheircountries’experienceandlearningstothetable.Theexperiencessharedbypartnercountrygovernmentsunderscoredtheimportanceoftheefectivenessagendaanditsfocusonlocalownership,datatransparency,andinclusivepartnerships.

InSurakarta,Indonesiafrom29Novemberto1December2023,asecondmonitoringtrainingwasdeliveredtoagroupof21participantscomprisingrepresentativesfromBangladesh,Bhutan,Cambodia,Indonesia,Jordan,LaoPDR,Nepal,Pakistan,thePhilippines,Samoa,theSolomonIslands,TimorLeste,Tonga,Vietnamandcivilsocietyandprivatesectorrepresentatives.TheGovernmentofIndonesiaorganizedandfundedthismonitoringtrainingwithorganisationalsupportfromUNDPforAsia-Pacifccountriessettocommencethemonitoringexercisein2023-24,whileUNDP,togetherwithOECDaspartoftheJST,developedanddeliveredthetrainingtoNationalCoordinators.

Allparticipantscompletedafeedbacksurveyattheendofeachtraining.Thefeedbackreceivedindicatedthatparticipantsfeltthatthetrainingequippedthemtoimplementthemonitoringprocessintheircountriesandprovidedaclearerpictureofhowtoadvanceameaningfulmonitoringexercisethatgenerates‘behaviorchange’formoreefectivedevelopmentcooperation.

UNDPwithOECDprovidedsubstantiveandoperationalsupporttotheGlobalPartnershipCo-ChairsandtheSteeringCommitteemembersinorganisingonevirtualandonein-personSteeringCommitteemeetingin2023.WithintheJST,UNDPleadsonengagementwithpartnercountrySteeringCommitteemembers,aswellasthefollowingmembers:PacifcIslandsForumSecretariat(PIFS),NewPartnershipforAfrica’sDevelopment(NEPAD),andtheGroupofSevenPlus(g7+).
The
25thSteeringCommitteeMeeting
washeldvirtuallyfrom30to31May2023.Inattendancewere19representativesfrompartnercountries,includingtwoatministerialandoneatdeputy-ministeriallevel,aswellasrepresentativesfromPIFS,NEPADandg7+.Membersoficiallyadoptedthenew
2023-2026WorkProgramme
anddiscussedandagreedona2023-2024ActionPlantowardsdeliveringthethreecoreoutputsoftheworkprogramme.Complementingthecoreoutputs,fvemember-ledthematicinitiativesfor2023and2024werelaunchedbymembersoftheSteeringCommittee.Membersalsoagreedonplannedstrategiceventsatcountry,regionalandgloballevelsaswellasotheradvocacyprioritiestofosterpoliticalawarenessforbehaviourchange,uptakeofefectivedevelopmentcooperationandsystematiclearning.TheGlobalOrganizationofParliamentariansAgainstCorruption(GOPAC)andUNGlobalCompactwerealsowelcomedasnewmembersoftheSteeringCommittee.
The
26thSteeringCommitteeMeeting
washeldinperson,on4December2023inSeoul,RepublicofKorea.Inattendancewere15representativesfrompartnercountries,includingoneatministerialandoneatdeputy-ministeriallevel,aswellasrepresentativesfromPIFS,NEPADandg7+.Memberswelcomedthesuccessfulrolloutofthe4thGlobalPartnershipMonitoringExercise,deliberatedonpriorityactionsforimplementingthe2023-26WorkProgrammein2024,andexploredresourcingstrategiesfortheworkofthePartnership.UNDPprovidedsubstantivesupport,includingthepreparationofmeetingbackgrounddocuments,includingdraftinga
noteonlong-termresourcingneeds
oftheGlobalPartnership.TheUNDevelopmentCoordinationOficewaswelcomedtotheSteeringCommittee;steppingintotheseatthatrepresentstheUNdevelopmentsystemthatwaspreviouslyheldbyUNDPsincethePartnership’sinceptionin2012.

The
2023BusanGlobalPartnership
Forum,washeldinSeoul,RepublicofKoreafrom5-6December2023from5-6December2023.TheUNDPsideoftheJSTprovidedcomprehensivesubstantivesupporttoRepublicofKoreainplanningandexecutingtheForum.TheForumconvenedover180partners(fromacrosssectors-partnercountrygovernments,developmentpartners,civilsociety,privatesector,andotherstakeholdersandcommunitiescommittedtodeliveringbetterdevelopmentcooperation)torefectonhowthefourefectivenessprinciplescancatalyzeprogressontheSDGs.Amongtheparticipantswere7Ministerial-ordeputyMinisterial-levelrepresentatives,aswellasrepresentativesfrom24partnercountrygovernments.Partnershearddiverseperspectivesonthechallengesfacedbydiferentconstituenciesintheirefortstoupholdandimplementtheprinciplesofefectivedevelopmentcooperation,sharedknowledgeoninnovativesolutions,andrefectedonprogresssofarinthemonitoringexercise.
Thethemeofthe2023BusanForum–“DeliveringBetterTogetherforSustainableDevelopment:LeveragingEfectiveDevelopmentCooperation”–underscoredthelinkbetweenefectivecooperationandsustainabledevelopmentinthefaceofgrowingpolitical,economic,andenvironmentalcrises.AsleadonsubstantivepreparationfortheBusanForum,UNDPdraftedtheoverallconceptnoteandagenda,aswellastheconceptnotesanddetailedrun-of-showforeachsession,ledondesignandcommunications,supportedpartnercountrygovernmentattendanceandparticipation,andproposed,reachedoutto,andsupportedtheinvolvementofall41speakers.FurthercoordinationwasundertakenwithPIFSregardingaligningtheirprocesses,especiallytheir2050StrategyfortheBluePacifcContinent,withtheefectivenessagenda.

AftertheForum,UNDPdraftedandcoordinatedinputstothesummarydocument,whichwasfnalizedinJanuary2024followinganinclusiveconsultationprocess,runbyUNDPthroughtheKnowledgeSharingPlatform(KSP).The
BusanForumSummary
highlightedtheopportunitythattheForumprovidedforsenior-leveldevelopmentco-operationpolicymakersandpractitionerstocometogetherandrefectontheefortsthathavebeenmadeatcountrylevelsincetheGenevaSummit,aswellasgenerateideasandinputsforkeyeventsin2024,includingthe‘IndonesiaSummit’andthe‘SummitoftheFuture’.Moreover,theForumputaspotlightonhowstrongcountryownership,efectivemonitoring,multi-stakeholderpartnershipsandmutualaccountabilitycanbeleveragedforlong-lastingdevelopmentresults.

withinputsandfeedbackfrommembers.TheobjectiveoftheGlobalPartnership’sadvocacyandoutreachistofosterpoliticalawarenesstoprovokebehaviourchangeanduptakeofefectivedevelopmentcooperationandsystematiclearning,inturnpromotingactiontowardsachievingtheSustainableDevelopmentGoals(SDGs).

In2023,aUNDP-ledcommunicationsgroupcomprisedofexternalandinternalmemberswasformedfollowingthe2021-2022GlobalPartnershipreviewprocessand2022EfectiveDevelopmentCooperationSummittorefectonhowtheaddedvalueoftheGlobalPartnershipcanbebettercommunicatedtoexternalaudiences.UNDPconvenedtheCommunicationsGrouponthreeoccasionbetweenAprilandJune2023,resultingintheadoptionofaGlobalPartnershiptagline,revisionoftheGlobalPartnershiphashtag,andthecreationofthreekeyproducts:

EngagementinStrategicEvents
In2023,UNDPorganisedtwohigh-levelsideeventsonthemarginsoftheUNFinancingforDevelopment(FfD)ForumandtheUNHigh-LevelPoliticalForum(HLPF).UNDPledonsubstantivedevelopmentoftheconceptnoteandrunofshow,coordinatedspeakersandorganisedlogisticsincludinginterpretationandcatering.Duringandafterthesideevents,UNDPdraftedanddisseminatedmediaadvisories,executedcommunicationcampaignsandpressreleases.
TheFfDForumside-event,entitled‘ANewWayofMonitoringDevelopmentCo-operation:TowardsMulti-StakeholderDialogueandAction,’highlightedtheimportanceofthenewGlobalPartnershipmonitoringexerciselaunchedatthe2022GenevaSummit.Attendedbyover50stakeholdersin-person,frompartnercountries,developmentpartners,andcivilsocietyorganizations(CSOs),theeventhighlightedtheroleoftheGlobalPartnershipmonitoringexerciseinoptimizingdevelopmentfnancetoenhancetheimpactofdevelopmenteforts.Theeventincludedinterventionsfromthreeofthepartnercountries(DominicanRepublic,Indonesia,Nepal)andavideostatementby
H.E.Dr.RaniaA.Al-Mashat(MinisterofInternationalCo-operation,Egypt);
allcountriesthatarecurrentlyundertakingthemonitoringexercise.Onekeytake-awayfromthesideeventwasagreementamongparticipantsthatapersistentdevelopmentchallengeisensuringthatdiferentdevelopmentinitiativesdonotleadtofragmentation.Instead,thesevariousinitiativesshouldadheretotheefectivenessprinciplesandbealignedwithnationalprioritiestodriverealchangeontheground.ThenewsarticlefromtheFfDsideeventcanbefound
