能,在构建以新能源为主体的新型电力系统中发挥重要作用。为保障国家能源安全,有效促进水力发电
工程运行管理的科学化和规范化,充分发挥工程的综合效益,制定本文件。

1范围
本文件规定了水力发电工程运行管理的主要技术内容、方法和管理要求。
本文件适用于大中型水力发电工程的运行管理,小型水力发电工程可参照使用。
