1.AcceleratetheDevelopmentofaSustainableAviationEcosysteminChinabyActivelyInvolvingIndustryPlayersinGreenhouseGas(GHG)EmissionsReductionSchemesandthroughBilateralCooperationwiththeEuropeanUnion(EU)

•Involvemoremarketplayersinthecarbonmarketthusencouragingairlinestoinvestinfleetrenewalandoffermoresustainablecreditsandloanstoairlinestoincentivisetheirsustainabledevelopment.

•Createadetailedpolicyframeworktopromotetheuseofsustainableaviationfuel(SAF)incommercialflightstoencourageinvestmentinthefullvaluechainofSAFincludingproduction,transport,storageanddistribution.

•Createatrustedandlong-termcommunicationchannelbetweentheEUandChina,dedicatedtothedevelopmentofsustainableaviation.

•Cooperateonscenariostoprepareforthefutureofdecarbonisedaviation,includingbutnotlimitedtoSAF,power-to-liquidtechnologyandhydrogen.

•Relaunchprojectsontheindustrialisationofalternativefuelsincludingpower-to-liquidtechnologiesandhydrogenbycreatingconcrete-usecases.

•Leverageexistingandpreviouscooperationframeworks,suchasHorizonEurope,toimplementconcretebilateralprojectsonsustainableaviation.

2.OptimiseImplementationoftheEU-ChinaBilateralAviationSafety

Agreement(BASA)

•EncouragefrequentexchangesbetweenairworthinesscertificationauthoritiesinChinaandtheEU,withtheaimofensuringallaviationproductsarecertifiedaspertherequirementsofapplicableairworthinesscertificationprocedures.

•AcceleratetheapprovalprocessforproductswhentechnicaljustificationissufficientandsimplifyvalidationprocessesinlinewiththespiritoftheBASA/technicalinformationprocedures(TIPs).

•EstablishajointtaskforceincludingtheEuropeanUnionAviationSafetyAgency(EASA),theCivilAviationAdministrationofChina(CAAC)andindustrialplayerstofindwaystooptimiseimplementationoftheBASA/TIPs.

•Ensurevalidationitemreviewmeetingsareheldregularlyandensuretheavailabilityofbothauthorities.

•Specifybusinessexpectationsattheinitialphaseofthetypecertificatevalidationprocesstofacilitateascientificapproachtoprojects.

3.FullyOpentheComputerReservationSystem(CRS)MarketinChina

•SimplifythequalificationreviewprocedureforsalesagencieseligibletoissuelicencestoprovidemeaningfulmarketaccesstoforeignCRSproviders.

4.1EaseAirspaceCongestionbyAdoptingNewTechnologyandEnhancingSystems

Interoperability

•Expandthescopeoftheflexibleentry/exitpointpolicybyallowingairlinestodesignatemoreroutesfordailyoperations.

4.2ClarifytheNationalStrategyfortheDevelopmentofLow-altitudeAirspace

•Strengthenexchangeswithdepartmentsandorganisationsinchargeoflow-altitudeairspacereformandtheexistingpilotzonestoprovideabetterunderstandingofthehelicoptermarketanddevelopmenttrendsinhelicopteroperations.

•Developaroadmapthatclarifiesthepercentageofaltitudebelow6,000metresperprovincededicatedtogeneralaviationactivitiesandwhentherelevantlocal-levelregulationswillbeissued.

InternationalPassengerFlightResumption

WiththephasingoutofCOVID-19travelrestrictionsin2023,Chinabegantheprocessofrestoringanormalisedcivilaviationmarket.On10thAugust2023,travelagenciesweregivenpermissiontoresumeoutboundgrouptoursto78countriesandregions,includingtheUnitedStates,Japan,SouthKorea,Australia,IndiaandmostEuropeancountries.1Then,on30thAugust2023,therequirementforChina-boundtravellerstotakeaCOVID-19testbeforeenteringthecountrywasrescinded.2TherequirementfortravellersenteringandexitingChinatofillinahealthdeclaration

March2024.7On11thJanuary2024,ChinaimplementedfiveadditionalmeasurestofacilitatethearrivalofforeignnationalsinChina,oneofwhichexemptsforeignnationalsfor24-hour,visa-freetransitatnineChineseairportsfrominspectionprocedures.8

TheworkinggroupwelcomesthesemeasuresandisencouragedtoseethegradualnormalisationofChina’scivilaviationmarket.Inthefirstquarterof2024,China’sdomesticandinternationalpassengerflightsreached114.3percentand78percentofthenumbersofthefirstquarterof2019respectively.9

SustainableAviation

InChina

On12thJuly2023,theCivilAviationAdministrationofChina(CAAC)publishedtheSustainabilityRequirementsforAviationAlternativeFuels(DraftforComments).10ThisdraftaimstobecomeChina’sfirstindustrialstandardonsustainabilityassessmentsofalternativeaviationfuelsandisexpectedtolayagoodfoundationforthedevelopmentofsustainableaviationfuelsinChina.Theworkinggrouplooksforwardtothefinaldocumentbeingpublishedassoonaspossible.

On1stOctober2023,ChinaissuedtheDevelopmentPlanfortheGreenAircraftManufacturingIndustry(2023–2025),outliningChina’sgoalto“achieveanadvancedgreenaviationmanufacturingsystemwithintegrityandsafety”,andtodevelopnew-energypoweredaircraftformainstreamuse.11&12

AsapartoftheEuropeanGreenDeal,theregulationpromotestheincreaseduseofsustainableaviationfuels(SAF)asthesinglemostpowerfultooltodecreaseaviationcarbondioxide(CO2)emissions.TheRefuelEUAviationRegulationrequiresaviationfuelsuppliersintheEuropeanUnion(EU)toensurethatatleasttwopercentofthefueltheysupplyisSAFby2025,withthisrequirementrisingtosixpercentin2030and70percentin2050.13TheinitiativeisexpectedtohelppromotebothdemandforandsupplyofSAFandtoputairtransportonatrajectorytomeettheEU’sclimatetargetsfor2030and2050.

Greatereffortsandmoreambitioustargetsareneededtoencouragemoreindustryplayerstocontributetothereductionofgreenhousegas(GHG)emissionsinthecivilaviationindustry,asChinaandEuropesharethesamegoaltoreachcarbonneutralitythoughwithdifferenttimelines.

Assessment

Oneyearaftertheendofthe‘zero-COVID’policy,China’sairtrafficvolumeshadalreadysurpassedtheirpre-pandemiclevelsandreachedarecordfirstquarterhigh.Thenumberofcivilaviationpassengersinthefirstquarterof2024roseby10.2percentcomparedtothesameperiodin2019.Aircargoduringthisperiodalsoincreasedby19.6percent.14ThisdemonstratestheresilienceofChina’sdemandforairtravel,whilealsounderliningtheneedfortheaviationindustrytoreduceitscarbonfootprint.

Manyindustryplayers,includingairportsandairlines,havealreadystartedtakingactiontoreducetheircarbonemissions.OneexampleisthatanumberofChineseairlinesandairportshavebeenincludedinthelocalcarbonmarketsformanyyears,andseveralChineseairportshavebeenrecentlylistedaskeyindustryenterprisestoconductgreenhouse(GHG)emissionsreportingandverificationunderthemanagementofthenationalcarbontradingsystem;17anotheristhatsomeairportshaveincreasedtheiruseofelectricvehicles18andnowswitchoffauxiliarypowerunitswhenaircraftaregrounded.19SomeChineseairlineshavealsostartedflyingdeliveryflights20andcommercialflightsusingjetfuelblendedwithSAF.21&22

However,furthereffortsarerequired,especiallytoreducetheuseofaviationfuel.Chinacurrentlyburnsanaverageof30milliontonnesofaviationkeroseneannually,23anumberthatissuretoriseasairtrafficincreases.Accordingtoonestudy,byreplacingthejetfuelwithrenewablefuels,GHGemissionscould

bereducedby75to95percent.24Aspartofthistransition,SAFwillneedtobewidelyadopted,withtheInternationalAirTransportAssociation(IATA)claimingthatSAFcouldcontributearound65percent“ofthereductioninemissionsneededbyaviationtoreachnetzeroCO2emissionsby2050.”25OthermeansidentifiedbytheIATAtoachieveFlyNetZeroincludenewtechnology,electricandhydrogen(13percent),infrastructureandoperationalefficiencies(3percent),andoffsetsandcarboncapture(19percent).26

Inordertorealiseemissionreductioncommitmentswhileaccommodatingthegrowingdemandforflights,theaviationindustryhastheopportunitytotakeactionandcooperatetoreachcommongoals.TheEUandChinahaveamassiveopportunitytorestartcooperationtoexchangebestpractices,especiallywhenitcomestomarket-basedmeasures—suchastheCarbonOffsettingandReductionSchemeforInternationalAviation(CORSIA)andtheEUEmissionTradingSystem(ETS)andChina’sETS.27Itisalsoasuitablemomenttodevelopclimate/energyscenariosforChinaandEuropethattakeintoconsiderationtheevolutionofairtraffic,energypathways,competitionwithotherindustriesforaccesstorenewableenergy,regulationsandtheecosystemingeneral.Throughsuchcooperation,boththeEUandChinacanmaximisethebenefitsofadecarbonisedaviationindustry.

BoththeEUandChinahaverecognisedSAFadoptionasthemostbeneficialshort-termmeanstomovetowardsasustainableaviationindustry,especiallybecauseSAFscanbedirectlymixedwithfossilfuelsinexistinginfrastructureandusedinaircraftwithoutmodification.PromisingEU-ChinacooperationinitiativeshavealreadybeenlaunchedtocreateaSAFindustryinChinaforthebenefitofbothoriginalequipmentmanufacturers(OEMs)andairlines,28andthereis

internationallyrecognisedstandardsaredevelopedforSAF.Anydivergenceinstandardswouldhaveadetrimentaleffectonthewholeaviationecosystemandminimiseeconomicopportunitiesstemmingfromthescale-upofSAFproduction.FollowingthelaunchoftheCAACroadmapforsustainableaviation,30MoreopportunitiesnowexistforcommercialflightstoutiliseSAFduringthe14FYP(2021-2025).Inthemediumtolongterm,thedevelopmentandindustrialisationofpower-to-liquidtechnologiesandhydrogenwillalsobekeytoensuringthedecarbonisationoftheaviationindustry.ItisthereforeappropriatethatbilateraldiscussionsonthepromotionofindustrialisationanduseofnewfuelsarerelaunchedbetweenChinaandEurope.

Regardingjointsustainableaviationresearch,theEUandChinahavelaunchedseveralcoordinationandsupportactions(CSAs)since2005,aswellasseveralsuccessfulresearchandinnovationinitiatives,whichhavebenefitedboththeChineseandEuropeanaviationindustries.However,thelastlong-termCSAsonsustainableaviationtechnologyhavealreadyconcludedandtherearenootherjointcallsscheduledforthenearfuture.31ItisthereforerecommendedthattheEUandChinalaunchnewcooperationschemesforjointresearch,includingonthestandardisationandcertificationofadvancednewtechnologies,productsandservicesforsustainableaviationdevelopment.

Recommendations

•Involvemoremarketplayersinthecarbonmarketthusencouragingairlinestoinvestinfleetrenewalandoffermoresustainablecreditsandloanstoairlinestoincentivisetheirsustainabledevelopment.

•CreateadetailedpolicyframeworktopromotetheuseofSAFincommercialflightstoencourageinvestmentinthefullvaluechainofSAFincludingproduction,transport,storageanddistribution.

2.OptimiseImplementationoftheEU-

ChinaBASA

Concern

TheEU-ChinaBilateralAviationSafetyAgreement(BASA)hasnotreacheditsfullpotential,delayingwhatshouldbeasmoothValidationofTypeCertificate(VTC)processbetweenbothparties,therebypreventingnumerousbusinessopportunities.

Assessment

TheEU-ChinaBASAwentintoeffectinSeptember2020,givingaboosttobothregions’aviationmanufacturersbysimplifyingtheprocessofgainingproductapprovalsfromtheEuropeanUnionAviationSafetyAgency(EASA)andtheCAAC,whilealsoensuringthathighsafetyandenvironmentalstandardswouldcontinuetobemet.32TheagreementistheresultofseveralyearsofsuccessfuleffortsbyexpertsfromtheEuropeanCommission,theEASAandtheCAAC.

TheBASAwasfollowedbyassociatedtechnicalimplementationprocedures(TIPs)thatareaimedatreducingtheriskofregulatorydivergencebetweentheEUandChinabyallowingtheirrespectiveaviationauthoritiestofocusontheirsafetyprioritiesbysimplifyingvalidationprocesses.33Forexample,onesuchTIP,theAnnexonAirworthinessandEnvironmentalProtectionValidation,significantlyimprovedtheprocessofobtainingairworthinessvalidationsforproductsfromtheEUandChina.However,inotherareastherehasbeenlessofanimpact.Forexample,VTCapprovalsinvolvingacertainleveloftechnicalvalidationsstilltakethesameamountoftimeasbeforetheagreementwas

signed.TheEUandChineseaviationauthoritiesshouldthereforeincreasecooperationtoensurethatTIPsresultingfromtheBASAhaveameaningfulimpactontheaviationsector.

Recommendations

•EncouragefrequentexchangesbetweenairworthinesscertificationauthoritiesinChinaandtheEU,withtheaimofensuringallaviationproductsarecertifiedaspertherequirementsofapplicableairworthinesscertificationprocedures.

•AcceleratetheapprovalprocessforproductswhentechnicaljustificationissufficientandsimplifyvalidationprocessesinlinewiththespiritoftheBASA/TIPs.

•EstablishajointtaskforceincludingtheEASA,theCAACandindustrialplayerstofindwaystooptimiseimplementationoftheBASA/TIPs.

•Ensurevalidationitemreviewmeetingsareheldregularlyandensuretheavailabilityofbothauthorities.

•SpecifybusinessexpectationsattheinitialphaseoftheVTCprocesstofacilitateascientificapproachtoprojects.

3.FullyOpentheCRSMarketinChina

Concern

DespiteChinahavingincludedtheliberalisationofitsCRSmarketamongitsWorldTradeOrganization(WTO)commitmentsin2001,foreignCRSprovidersstilldonothavemarketaccess.

Assessment

China’sWTOcommitmentsonCRSincludethefollowing:

•WhenagreementsareinplacewithChineseaviationenterprisesandChineseCRSproviders,foreignplayersmayprovideCRSservicestoChineseaviationenterprisesandChineseaviationagentsbyconnectingwiththeChineseCRS.

•ForeignplayersmayprovideCRSservicestorepresentativeofficesandsalesofficesestablishedinChinabyforeignaviationenterprisesthathavetherighttoengageinbusinessaccordingtobilateralaviationagreements.

•DirectaccesstoanduseofforeignCRSbyChineseaviationenterprisesandagentsofforeignaviation

InAugust2012,theCAACpromulgatedtheInterimPermitManagementMeasuresofUsingandEnteringtheForeignComputerTicketsReservationSystembytheSalesAgencyAppointedbyForeignAirlineCarriersinChina(CCAR315),whichmarkedthefirstimportantstepbyChinatoopenupitsCRSmarket.35AccordingtotheCCAR315,foreignplayerscanofferglobaldistributionsystem(GDS)servicesinChinaforinternationalflightsbyforeignairlinestosalesagenciesincaseswhereforeignairlineshaveobtainedarelevantCAAClicenceonbehalfoftheirsalesagencies.However,theCAAC’squalificationreviewprocedureofsalesagenciesbeforeallowingthemtoissuelicencestakesmorethan50businessdays,whichistoolongformostcompanies.Inaddition,theChineseCRSmarketwasopenedinalimitedway,withforeignGDSprovidersonlyallowedtoofferticketreservationservicesforinternationalflights,withdomesticflightsbeingexcluded,whichisnotincompliancewithChina’sWTOcommitments.
