定起草。

引言

随着新能源汽车产业快速发展,我国新能源汽车产销量居全球第一,至2023年底保有量已突破

2000万辆。随着新能源汽车保有量的不断增长,其动力电池、电控系统等引发的起火、失控等事故呈

增长趋势,社会和群众的关注度高。

2020年11月,针对新能源汽车的动力电池、电安全等运行安全检验问题,公安部交通管理科学研

究所联合相关单位开展了专项研究,提出了新能源汽车运行安全性能表征参数体系,研制了专用检验

装备和一体化检验平台,构建了新能源汽车运行安全检验标准体系。

2022年7月,国务院安委会办公室印发《“十四五”全国道路交通安全规划》,明确了研制适用于新

能源汽车运行安全性检验的系列装备,制定新能源汽车运行安全性检验技术标准,实现新能源汽车运

行安全性检验和监管体系示范应用等要求。

本文件聚焦“安全性、针对性、可操作性”的原则,依托“新能源汽车运行安全性能检验技术与装备

研究”项目研究和示范应用成果,基于三元锂、磷酸铁锂等主流动力电池技术状态,提出面向新能源汽

车动力电池安全、驱动电机安全、电控系统安全和电气安全的检验项目,以及对应的检验方法和程序,

以期为在用新能源汽车管理、维修、鉴定、二手车交易等环节的车辆检验提供技术支撑。

1范围

本文件规定了新能源汽车运行安全性能检验的检验程序、检验项目和检验要求。

本文件适用于在用纯电动汽车、插电式混合动力(含增程式)汽车的运行安全性能检验,其他类型

在用新能源汽车参照使用。
