Foreword

TheDepartmentofCommerceischargedwithcreatingtheconditionsforeconomicgrowthandopportunityforallAmericansandAmericancommunities.Achievingthismissionrequireshavingdataaboutourcommunities,ourbusinesses,andoureconomytospurthecreationofgood-payingjobs,fosterinnovation,andensurethatallAmericanworkersandbusinesseshavethenecessarytoolsandequitableopportunitiestocompete.AsAmerica’sDataAgency,theDepartmentofCommerceprovidesfoundationalstatistical,scientific,andotherdatatosupportevidence-baseddecision-makingbyindividualsandinstitutions.

Rangingfromdisasterresponseandweatherprediction,toassistingcommunitieswitheconomiesthatlagthenationalnorms,dataarecriticaltoensuringourrecoveryprogramsarereachingunderservedcommunitiesthathavebeenhardesthitbyCOVID-19.

TheCommerceDepartment,throughitsmanydata-drivenbureaus,providescriticalsupporttothosewhoneeditmost.Inorderforlargerminoritybusinessestogrow,theyneedtoexport.However,80%ofnewmarketsarecurrentlyoutsideoftheUnitedStates—theInternationalTradeAdministration(ITA)andtheBureauofIndustryandSecurity(BIS)canhelp.

TheNationalTelecommunicationsandInformationAdministration(NTIA)isexpandingbroadbandandthequalityofbroadbandtounderservedcommunities.Broadbandaccessisessentialforbusinessgrowth.TheMinorityBusinessDevelopmentAgency(MBDA)iscommittedtohelpingminoritybusinessestaketheirrightfulplaceintheeconomy.TheNationalInstituteofStandardsandTechnology(NIST)andtheUnitedStatesPatentandTrademarkOffice(USPTO)supportinventionandinnovation,essentialingredientsforprosperityinanycommunity,especiallythosethathavebeenunderserved.

TheNationalTechnicalInformationService(NTIS)bringsindustry-leadingpartnerstogovernment,andtheNationalOceanicandAtmosphericAdministration(NOAA)isleadingtheDepartmentwithhigh-techinstrumentationandcutting-edgeresearchalongwithitsBigDataProgram.TheBureauofEconomicAnalysis(BEA)producessomeofthemostcloselywatchedandinfluentialeconomicindicators,andtheU.S.CensusBureauservesastheleadingsourceofqualitydataaboutthenation’speopleandeconomy.TheEconomicDevelopmentAdministration(EDA)continuestoleadtheFederaleconomicdevelopmentagendawhereourdataarebothastrategicassetandacriticalpieceofAmericaninfrastructure.

IwanttothanktheCommerceDataGovernanceBoard(CDGB)foritsleadershipindevelopingthefirstCommerceDataStrategyandensuringourdatadriveaneconomythatisequitableinaccesstocapital,buildresilientcommunities,andprovideallbusinesseswiththeopportunitiestothrive.Withrepresentationfromeverybureau,theCDGBhasmyfullsupporttoco-createasetofmeasurableoutcomestobuildadatainfrastructurethat:

•GovernsandManagesDataasaStrategicAsset—CommercewillcontinuouslyseektoimprovecoordinationandplanningofdatainitiativesthatemployholisticstrategiestotransparentlymaximizetheuseofdataassetsbyallsectorsandcitizensandenhanceDepartmentcapabilitiesandculturethatemphasizesdatamaturityacrosstheDepartmentthroughdatagovernancebestpractices.

•EnablesMoreEfficientDataAccessandAnalysis—Commerce’scommitmenttoeffectivelifecycledatamanagementwillenhancetimelyaccesstohigh-qualitydatafoundationalforinformeddecision-makingthrougheffectivedatamanagementandspurcommercialization,innovation,andpublicuse.

•PromotesAppropriateDataUseandEquitableAccess—Commercestrivestodeliverequitable,ethical,andsecuredataproductsandservicestoCommercedatausersandpartners.TheDepartmentanditsbureausandofficesrecognizetheimportanceofprotectingprivacy,respectingintellectualproperty,addressingcybersecurityconcerns,andfosteringanethicaldatalifecyclethatminimizesalgorithmicriskofunintendedbias.Itwillprovideleadershipontheseandanyotherrelevantconsiderationstopromoteappropriatedatause,enhancetrust,andensureU.S.competitiveness.

•CultivatesaModernDataSkillsWorkforce—Itisvitalforgovernmentagenciestoacceleratethetransitiontonewandemergingtechnologiesbydevelopingdataacumenandadvancedanalyticsskillsintheworkforce.Commerceanditsbureauswilldevelopstrategiestoassessandimprovestaffdataskillsandbuildalearningculture.

•CoordinatesaCollaborativeDataCulture—CommerceseekstomaximizethebenefitofknowledgesharingthroughcollaborationamongCDOs,CIOs,CFOs,EOs,andSOsandengagementbetweeninternalandexternalexpertsandstakeholdersinallfacetsofneedsassessment,knowledgemanagement,andtechnology.Byharmonizingeffortsacrossdata-relatedrequirementsandcoordinatingstrategicplans,Commercewillalignsharedpriorities,preventduplicationofeffort,effectivelypivotwithchangingpriorities,andperpetuateitsstandingasAmerica’sDataAgency.

Introduction

ThemissionoftheDepartmentofCommerce(Commerce)istocreatetheconditionsforeconomicgrowthandopportunity.DataarecriticalforfulfillmentofCommerce’smissiontospurgood-payingjobs,empowerentrepreneurstoinnovateandgrow,andhelpAmericanworkersandbusinessescompete.

Commercebureausensurefairandreciprocaltrade,fosterinnovationbysettingstandardsandconductingfoundationalresearchanddevelopment,leadthenationandworldinintellectualpropertyprotection,andsourcequalitydataonthenation’speopleandeconomy.Commercebureausprovidethedata,products,andservicesnecessarytosupportcommerceandconstitutionaldemocracythroughwidespreadbroadbandaccess,sustainableeconomicdevelopment,growthofminority-ownedbusinesses,enhancedclimateinformation,weatherprediction,fisherieshealth,anddisasterresponse.Inthenextseveralyears,Commercewillplayaprominentroleinaddressingclimatechange,racialinequality,economicrecoveryfromtheimpactofCOVID-19,andsustainingeconomicgrowthandjobsasthenationtransitionsfromcarbon-basedenergytorenewableenergy.Also,CommercewillplayaleadroleinSpaceCommercetoimprovespacesituationalawarenesswithadatastrategyenvisionedtoensuresafespaceflightoperations.

Incarryingoutthisimportantmissionforthenation,Commercegenerates,collects,stores,andanalyzesanexponentiallygrowingabundanceofdata,includingdataonthenation’seconomy,population,andenvironment.TheDepartmentpartnerswiththeprivatesectortoincreaseitscapacitytoefficientlycollectandreleasedatausedtoprotectlifeandpropertyandtoenhanceeconomicgrowthandaccesstoopportunity.Findingnewandevidence-basedwaystocombineCommercedatawithdatafromothersourceswillenableCommercetobetterleverageitsdatatoaddresssociety’scurrentandemergingneeds.

As“America’sDataAgency,”CommerceaspirestodemonstrateitsdataleadershipthroughtheimplementationofthisStrategy.Commercedataistheinternationalbenchmark.Itisandhaslongbeencomprehensive,consistent,confidential,credible,andaccessible.Enabledbynewtechnologyanddatagovernance,theexecutionofthisstrategywillmaximizethevalueofdataasareturnontaxpayerinvestmentsandprovideincreasedcompetitiveadvantagetoU.S.businessesandresearchinstitutions.

Bureausandofficesexecuteontheirdistinctmissionsand,together,createtheconditionsforeconomicprosperity.Bureausmustbeabletomanagedatatobestservetheirspecificmissionsandstakeholders.Anappropriatebalanceofbureauautonomyanddepartment-widecollaborationiscentraltosuccessfulimplementationofthisstrategy.

TheFoundationsforEvidence-BasedPolicymakingAct(EvidenceAct)of2018,GeospatialDataAct(GDA)of2018,andtheFederalDataStrategydirectagenciestomovefromaparadigmof“apps”and“datasets”to“dataasastrategicasset.”Thesenewlawsprovidetherequiredauthoritiestoestablishdatamanagementandinstitutenewrequirementsanddeadlinestowardstheendgoalofadata-drivenfederalgovernment.Bydesign,theopportunitiesandrequirementsmustbeaddressedacrossdisciplinesandoperatingunits.

TheDepartment’sefforts,therefore,aredriventhroughclosecollaborationamongtheCommerceChiefDataOfficer(CDO),EvaluationOfficer(EO),andStatisticalOfficial(SO)aswellasthedatastewards,dataarchitects,andthoughtleadersinallbureaus.ThenewlyestablishedCommerceDataGovernanceBoard(CDGB)setspolicyandestablishestheinitiativesthatwillexecutethisStrategy.TheCDGBischairedbytheCommerceCDOandincludesCDOsorotherdesignatedrepresentativesfromallbureausandoffices.Government-wideeffortstoupgradedatamanagementandutilityarecoordinatedthroughtheFederalCDOCouncil,theFederalGeographicDataCommittee,andtheOfficeofManagementandBudget(OMB).

TheCommerceDataStrategy’sgoalsarehighlyinterdependent.Theywillbeachievedbytappingintothetime,talents,andexpertiseoftheworld-classdatascientists,statisticians,economists,analysts,andtechniciansthatexecuteCommerceprograms.ImplementationoftheStrategywillstrengthendatagovernanceandmanagementacrosstheDepartment,accelerateevidencebuilding,enhanceoperationalperformance,andmakeiteasyforstakeholderstoaccess,analyze,anduseCommercedata.ImplementationwillincreasedatainteroperabilityandaccessibilitywithintheDepartmentacrossagenciesandforbusinesses,governmentatalllevels,academia,andthepublic.

ThisStrategyalsoacknowledgesthatthehighvolume,variety,andvelocityofCommercedatanecessitatesdevelopingworkforceskillscommensuratewithamoderndatacultureinadigitalage.Datasafetyandsecurityareaddressedthroughthelensofnewtechnologyandknow-howthataddresslong-standingandnewvulnerabilitiesandhelptheDepartmentkeepitscommitmenttoprotectingconfidentialinformation.

ThisStrategyisprovidedbytheCDGBasaroadmaptomaximizingthepositiveimpactofCommercedataandstaff.ThegoalsoftheStrategywillbeexecutedthroughthefiveinterdependentoutcomesoutlinedbelow:

1.2EmpowerCDOsacrossCommercetoeffectivelyrepresentdataassetswithinplanninganddecision-makingbodies.

CDGBalignswiththeEvidenceActandservestoempowereachbureautoidentifyandsupportaCDOroleasanextensionofdatagovernance,decision-making,andaccountability.TheCDGBengagesbureauCDOsasacommunityofpracticetocreateconsensusregardingmanagementofdataassets,relevantdataethics,innovation,andotherconsiderations.

1.3Buildaculturethatpromotesdatamanagement,stewardship,anddisseminationtocreatevalueforbusinesses,empowerentrepreneurstoinnovate,improvegovernmenteffectivenessandefficiency,andprovidequalitypublicservicesthatcreatenewopportunities.CDOswillpromotemasterdatamanagementandidentificationofauthoritativedatasources(themostupdated,complete,andverifieddata)toensuretheauthenticityandintegrityofdataassetsandguideuserstothemostreliabledata.TheCDGBwillfosteraninformation-centricandinformedorganizationalculturethatrecognizesmaturedatamanagementandstewardshippracticesasprerequisitesforthesuccessofDataStrategygoals.

1.4Promotecross-bureauinitiativestoleverageexpertiseandinnovationthroughoutCommercetomaximizethebenefitofexpertiseacrossthediversityofCommercemissionsandsupportinitiativeswithsharedequities.Tactically,theworkinggroupswithinCDGB,suchastheMaturityandDataSkills(MADSkills)WorkingGroupandthedataInventoryWorkingGroup(IWG),collaborativelyreachconsensusandprioritizationDepartmentwidethroughconsultationandsharedbestpracticesforproblemsolving.Commercewillfurtherenablecross-bureauknowledgesharingbyfacilitatingcoalition-buildinganddatarelationshipsandcoordinatingactivitiessuchasDepartment-wideworkshops.

Effectivedatamanagementthroughoutthedatalifecycleofingest,interoperability,sharing,andanalysiswillproducetimelyaccesstohigh-qualitydatafoundationalforinformeddecision-makingandspurcommercialization,innovation,andpublicuse.Developingacomprehensivedatainventoryisfundamentaltoidentifyingandprioritizingkeydataassetsandimprovingpublicaccess,operationalefficiency,andacceleratedmissiondelivery.

2.2Buildandpromoteacomprehensivedatainventorywithcompleteness,quality,andmetadatatofacilitatediscoveryandcollaborationthatwillanswerkeyagencyquestions,promoteappropriatedatause,meetusercommunityneeds,andsupportmissionexecution.Havingacomprehensivedatainventoryisfoundationaltoopendata,innovation,andtheabilitytorespondtoquestionsinatimelymannerinevidencebuilding.Thepublic-facingopendatainventoryportalwillalsoprovideaplatformforusercommentsthatofferbusinesscasesforimprovementsandnewcapabilities.Thismechanismforcustomerinputwillbesupplementedbyother“listening”approaches,suchasfocusgroupsandsurveys.

2.3Promotedatainteroperabilityanddataaccessibilitybyleadingandengagingwithinternalandexternaldatacommunitiestodevelopandidentifydatamanagementbestpracticesandmetadatastandardsforenhancedinteroperabilityandequitableaccess.Disseminateddatawillconformtothegreatestextentpossibletocommunityconsensusstandards,suchasthePrinciplesandPracticesforaFederalStatisticalAgency,whichimproverelevancyandsearchability.Byengagingwithdatausersandacademic,federal,andindustrypartners,Commercewilldevelopdatadictionariesandstrategiestodisseminatedatainatimelymannerandpromotethe“FAIR”principles—findable,accessible,interoperable,andreusable.

2.4Reducethecycletimefordataingesttoinsightbyutilizingdatamanagementtoproduceleanerandcleanerdataandimprovingreadinessformodernandemergingtechnologiesthatextractmorevaluefromdata.Standardizedprocessesandtoolsfordatacleansingandmanagementwillenablehighlytrainedstafftoreallocatetimefromdatawranglingtoadvancedanalytics.Bycontinuingtoresearch,pilot,andleveragenewandemergingtechnologies,suchasartificialintelligence,Commerceanditsbureausandofficeswillenhancedataaccessandoperationalefficiencyandacceleratemissiondeliveryatalllevels.

3.1PromotedataethicsacrossCommercebyfosteringquality,transparency,accountability,andfairnessofdatapoliciesandpracticesthroughoutthedatalifecyclecapacity.Capacityiscreatedtoconductanalysiswithdatafitforpurposeandbetterunderstandingofissuesofbiasindataanddatapractices.Datapoliciesanduseswillbetransparentandrespecttheprivacyandautonomyofthedatasubjectsandconfidentialityofprotectedinformation.Anethicaldatalifecyclecanbeadvancedbyadatausercommunityinformedofstandardsandbestpracticesforresponsibledatauseandwithaninclusiveanddiversedatacommunity.

3.2Provideleadershipondatausageconsiderationsbyleveragingthebreadthofbureauandofficeexpertiseontheappropriateuseofdata,includingbothopenandconfidentialdataassets.TheCDGBGuidelinesforDataInventories,includingusageconsiderationspertainingtodataquality,curation,andsensitivity,isaresourcethatcanbeusedtodeterminewhatdatasetsarelistedindatainventoriesandavailableonthepublic-facingCommerceinventoryportal.ThroughinitiativesoftheCDGB,Commercewillresearchandpromotebestpracticesforsharingprotecteddataassets,suchastieredaccesstosensitiveandconfidentialdata,disclosurereview,datalicensing,anddatainteroperabilitywithfederalpartners.

3.3Developandmaintainguidanceandbestpracticesfordatalicensingandintellectualpropertyprotection(IPP)

ofCommercedatacollected/createdandacquiredtoensureU.S.competitivenessbasedonthepolicyanddatalicensingexpertiseas“America’sDataAgency”andworldwideleaderinIPP.Thiswillincludecleardescriptionsofrelationshipsbetweenintellectualpropertyanddatalicensingpracticesandwilladdressconsiderationssuchasattributionandthird-partyrightsindata.

3.4LeverageeffectivepartnershipsandstakeholderstocontinuouslyimprovedataaccessandusagethroughengagementtoadvancethevalueofdataasatrustedstrategicassetwhileaddressingneedsofCommercedatausercommunities.Commercewillencouragetwo-waypartnershipswithindustry,otherfederalagencies,andstate,local,andtribalgovernments,aswellasotherstakeholders.Commercewillleveragefederaladvisorycommitteeswhereappropriateandothercross-sectorengagementstoharnessrelevanttechnologiesandanticipatefutureandunmetdataneeds.Theseproactivecollaborationswillhelpidentifyanddevelopstandardsandbestpracticestosupportprovenance,privacy,scientificintegrity,andlicensing.
