TheH-2Avisahasnonumericalcap,unliketheH-2Bvisafornonagricultural

overarchingmessageisdirectedatindividuals.
Myconcernwithleavingituptotheindividual,however,isourlimitedsenseof
whatneedstobeachieved.Ontheirown,takingourownbagstothegrocerystoreor
quittingplasticstraws,forexample,willaccomplishlittleandrequireverylittleofus.
Theycouldevenbeharmful,satisfyinganeedtohave“doneourbit“withoutever
