ThisreportpresentsbackgroundinformationandissuesforCongressconcerningtheNavy'sforce

structureandshipbuildingplans.ThecurrentandplannedsizeandcompositionoftheNavy,the

annualrateofNavyshipprocurement,theprospectiveaffordabilityoftheNavy'sshipbuilding

355-ShipGoalResultedfromaForceStructureAssessment(FSA)Donein2016

The355-shipforce-levelgoalistheresultofaForceStructureAssessment(FSA)conductedby

theNavyin2016.AnFSAisananalysisinwhichtheNavysolicitsinputsfromU.S.regional

combatantcommanders(CCDRs)regardingthetypesandamountsofNavycapabilitiesthat

CCDRsdeemnecessaryforimplementingtheNavy'sportionofthenationalmilitarystrategy,

andthentranslatesthoseCCDRinputsintorequirednumbersofships,usingcurrentand

projectedNavyshiptypes.TheanalysistakesintoaccountNavycapabilitiesforbothwarfighting

andday-to-dayforward-deployedpresence.*3

TheNavyconductsanewFSAoranupdatetotheexistingFSAeveryfewyears,as

circumstancesrequire,todetermineitsforce-levelgoal.PreviousNavyforce-levelgoalsthat

resultedfromearlierFSAareshowninAppendixA.

Navy'sForce-LevelGoalIsNotJustaSingleNumber

AlthoughtheresultofanFSAisoftenreducedforconveniencetosinglenumber(e.g.,355ships),

FSAstakeintoaccountanumberoffactors,includingtypesandcapabilitiesofNavyships,

aircraft,unmannedvehicles,andweapons,aswellasshiphomeportingarrangementsand

operationalcycles.Thus,althoughthenumberofshipscalledforbyanFSAmightappeartobea

one-dimensionalfigure,itactuallyincorporatesmultipleaspectsofNavycapabilityandcapacity.

355-ShipGoalIncludesOnlyMannedShips

The355-shipforce-levelgoal,likepreviousNavyforce-levelgoals,includesmannedshipsonly.

TheNavyhasoperatedsmallerunmannedsurfacevehicles(USVs)andunmannedunderwater

vehicles(UUVs)formanyyears,butbecausetheseunmannedvehicles(UVs)arelaunchedfrom

mannedshipstoactessentiallyasextensionsofthemannedships,theyhavenotbeenconsidered

shipsintheirownrightandconsequentlyhavenotbeenincludedinthetop-levelexpressionof

theNavy'sforce-levelgoalorthepubliclycitedfigureforthenumberofshipsintheNavy.

Navy'sNextForce-LevelGoalMightIncludeLargeUnmannedVehicles(UVs)

Intheyearssincethe2016FSA,theNavyhasdevelopedplanstoacquirelargeUSVsandUUVs.

Becauseoftheirsizeandprojectedcapabilities,theselargeUVsaretobedeployeddirectlyfrom

pier,ratherthanfrommannedships,toperformmissionsthatmightotherwisebeassignedto

mannedshipsandsubmarines.4Inviewofthis,someobservershaveraisedaquestionasto

whethertheselargeUVsshouldbeincludedinthetop-levelexpressionoftheNavy'snextforce­

levelgoal(seenextsection)andthepubliclycitedfigureforthenumberofshipsintheNavy.

DepartmentofDefense(DOD)officialssincelate2019havesentmixedsignalsonthisquestion,

ThetermbattleforceshipsintheaboveprovisionreferstotheshipsthatcounttowardthequotedsizeoftheNavyin

publicpolicydiscussionsabouttheNavy.ThebattleforceshipsmethodfbrcountingthenumberofshipsintheNavy

wasestablishedin1981byagreementbetweentheSecretaryoftheNavyandtheSecretaryofDefense,andhasbeen

modifiedsomewhatovertime,inpartbySection1021oftheCarlLevinandHowardP."Buck"McKeonNational

DefenseAuthorizationActfbrFiscalYear2015(H.R.3979/P.L.113-291ofDecember19,2014).

thecurrent355-shipforce-levelgoal.Theconclusionofthisworkandthereleaseofitsresultsto

Congresshavebeendelayedrepeatedlysincelate-2019.

NextNavyForce-LevelGoalWillIntroduceMoreDistributedFleetArchitecture

RemarksfromNavyandDODofficialssince2019haveindicatedthattheNavy'snextforce­

levelgoalwillintroduceaonce-in-a-generationchangeinfleetarchitecture,meaningbasicthe

typesofshipsthatmakeuptheNavyandhowtheseshipsareusedincombinationwithone

anothertoperformNavymissions.Thisnewfleetarchitectureistobemoredistributedthanthe

fleetarchitecturereflectedinthe355-shipgoalorpreviousNavyforce-levelgoals.Inparticular,

thenewfleetarchitectureisexpectedtofeature

•asmallerproportionoflargerships(suchaslarge-deckaircraftcarriers,cruisers,

destroyers,largeamphibiousships,andlargeresupplyships);

•alargerproportionofsmallerships(suchasfrigates,corvettes,smaller

amphibiousships,smallerresupplyships,andperhapssmalleraircraftcarriers);

and

•anewthirdtierofsurfacevesselsaboutaslargeascorvettesorlargepatrolcraft

thatwillbeeitherlightlymanned,optionallymanned,orunmanned,aswellas

largeUUVs.

、InDecember2019,itwasreportedthattheOfficeofManagementandBudget(OMB)haddirectedtheNavyto

includeinitsFY2021budgetsubmissionalegislativeproposaltoformallychangethedefinitionofwhichshipscount

towardthequotedsizeoftheNavy(knownasthenumberofbattleforceships)toincludenotonlymannedships,but

NavyandDODleadersbelievethatshiftingtoamoredistributedfleetarchitectureis

•operationallynecessary,torespondeffectivelytotheimprovingmaritimeanti-

access/area-denial(A2/AD)capabilitiesofothercountries,particularlyChina;6

•technicallyfeasibleasaresultofadvancesintechnologiesforUVsandfor

networkingwidelydistributedmaritimeforcesthatincludesignificantnumbers

ofUVs;and

•affordable—nomoreexpensive,andpossiblylessexpensive,thanthecurrent

fleetarchitectureforagivenlevelofoverallfleetcapability,soastofitwithin

expectedfutureNavybudgets.

Regardingthefirstpointabove,shiftingtoamoredistributedforcearchitecture,Navyand

MarineCorpsofficialshaveindicated,willsupportimplementationoftheNavyandMarineCorps9

newoverarchingoperationalconcept,calledDistributedMaritimeOperations(DMO),anda

supportingMarineCorpsoperationalconceptcalledExpeditionaryAdvancedBaseOperations

(EABO).7AkeyaimofDM0andEABOistoimprovetheabilityoftheNavyandMarineCorps

tocounterChina'simprovingmaritimemilitarycapabilities.

SomeelementsoftheNavy'snew,moredistributedfleetarchitecturewerereflectedinthe

Navy'sproposedFY2021budget.Inparticular,theNavy'sproposedFY2021budgetincluded

fundingforthefollowing:

•procurementofFFG-62-classfrigates;8

•developmentofasmalleramphibiouswarshipcalledtheLightAmphibious

•developmentofasmallerresupplyshipcalledtheNext-GenerationMedium
