overthepasttwoyears,wehavefacedtheworstrecessionsincethegreatdepression.eightmillionpeoplelosttheirjobs.tensofmillionssawthevalueoftheirhomesandretirementsavingsplummet.countlessbusinesseshavebeenunabletogettheloanstheyneedandmanyhavebeenforcedtoshuttheirdoors.andalthoughtheeconomyisgrowingagain,toomanypeoplearestillfeelingthepainofthedownturn.

now,whileanumberoffactorsledtosuchasevererecession,theprimarycausewasabreakdowninourfinancialsystem.itwasacrisisbornofafailureofresponsibilityfromcertaincornersofwallstreettothehallsofpowerinwashington.foryears,ourfinancialsectorwasgovernedbyantiquatedandpoorlyenforcedrulesthatallowedsometogamethesystemandtakerisksthatendangeredtheentireeconomy.unscrupulouslenderslockedconsumersintocomplexloanswithhiddencosts.firmslikeaigplacedmassive,riskybetswithborrowedmoney.andwhiletherulesleftabuseandexcessunchecked,theyalsolefttaxpayersonthehookifabigbankorfinancialinstitutioneverfailed.now,evenbeforethecrisishit,iwenttowallstreetandicalledforcommon-sensereformstoprotectconsumersandoureconomyasawhole.andsoonaftertakingoffice,iproposedasetofreformstoempowerconsumersandinvestors,tobringtheshadowydealsthatcausedthiscrisisintothelightofday,andtoputastoptotaxpayerbailoutsonceandforall.(applause.)today,thankstoalotofpeopleinthisroom,thosereformswillbecomethelawoftheland.

forthelastyear,chairmenbarneyfrankandchrisdoddhaveworkeddayandnight--(applause)--barneyandchrishaveworkeddayandnighttobringaboutthisreform.andiamprofoundlygratefultothem.iwouldberemissifididntalsoexpressmyappreciationtosenatorharryreidandspeakernancypelosifortheirleadership.itwouldnthavehappenedwithoutthem.(applause.)

passingthisbillwasnoeasytask.togetthere,wehadtoovercomethefuriouslobbyingofanarrayofpowerfulinterestgroupsandapartisanminoritydeterminedtoblockchange.sothememberswhoareheretoday,bothonthestageandintheaudience,theyhavedoneagreatserviceindevotingsomuchtimeandexpertisetothiseffort,tolookingoutforthepublicinterestsandnotthespecialinterests.(applause.)andialsowanttothankthethreerepublicansenatorswhoputpartisanshipaside--(applause)--judgedthisbillonthemerits,andvotedforreform.weregratefultothem.(applause.)andtherepublicanhousemembers.(applause.)goodtoseeyou,joe.(applause.)

now,letsputthisinperspective.thefactis,thefinancialindustryiscentraltoournationsabilitytogrow,toprosper,tocompeteandtoinnovate.therearealotofbanksthatunderstandandfulfillthisvitalrole,andthereareawholelotofbankerswhowanttodoright--anddoright--bytheircustomers.thisreformwillhelpfoster

innovation,nothamperit.itisdesignedtomakesurethateverybodyfollowsthesamesetofrules,sothatfirmscompeteonpriceandquality,notontricksandnotontraps.

itdemandsaccountabilityandresponsibilityfromeveryone.itprovidescertaintytoeverybody,frombankerstofarmerstobusinessownerstoconsumers.andunlessyourbusinessmodeldependsoncuttingcornersorbilkingyourcustomers,youvegotnothingtofearfromreform.(applause.)

now,forallthoseamericanswhoarewonderingwhatwallstreetreformmeansforyou,hereswhatyoucanexpect.ifyouveeverappliedforacreditcard,astudentloan,oramortgage,youknowthefeelingofsigningyournametopagesofbarelyunderstandablefineprint.whatoftenhappensasaresultisthatmanyamericansarecaughtbyhiddenfeesandpenalties,orsaddledwithloanstheycantafford.

thatswhathappenedtorobinfox,hitwithamassiverateincreaseonhercreditcardbalanceeventhoughshepaidherbillsontime.thatswhathappenedtoandrewgiordano,whodiscoveredhundredsofdollarsinoverdraftfeesonhisbankstatement-feeshehadnoideahemightface.bothareheretoday.well,withthislaw,unfairratehikes,liketheonethathitrobin,willendforgood.(applause.)andwellensurethatpeoplelikeandrewarentunwittinglycaughtbyoverdraftfeeswhentheysignupforacheckingaccount.(applause.)

withthislaw,wellcrackdownonabusivepracticesinthemortgageindustry.wellmakesurethatcontractsaresimpler-puttinganend

tomanyhiddenpenaltiesandfeesincomplexmortgages-sofolksknowwhattheyresigning.

withthislaw,studentswhotakeoutcollegeloanswillbeprovidedclearandconciseinformationabouttheirobligations.

andwiththislaw,ordinaryinvestors-likeseniorsandfolkssavingforretirement-willbeabletoreceivemoreinformationaboutthecostsandrisksofmutualfundsandotherinvestmentproducts,sothattheycanmakebetterfinancialdecisionsastowhatwillworkforthem.

so,alltold,thesereformsrepresentthestrongestconsumerfinancialprotectionsinhistory.(applause.)inhistory.andthese

protectionswillbeenforcedbyanewconsumerwatchdogwithjustonejob:lookingoutforpeople-notbigbanks,notlenders,notinvestmenthouses-lookingoutforpeopleastheyinteractwiththefinancialsystem.

andthatsnotjustgoodforconsumers;thatsgoodfortheeconomy.becausereformwillputastoptoalotofthebadloansthatfueledadebt-basedbubble.anditwillmeanallcompanieswillhavetoseekcustomersbyofferingbetterproducts,insteadofmoredeceptiveones.now,beyondtheconsumerprotectionsiveoutlined,reformwillalsoreinintheabuseandexcessthatnearlybroughtdownourfinancialsystem.itwillfinallybringtransparencytothekindsofcomplexandriskytransactionsthathelpedtriggerthefinancialcrisis.shareholderswillalsohaveagreatersayonthepayofceosandotherexecutives,sotheycanrewardsuccessinsteadoffailure.

andfinally,becauseofthislaw,theamericanpeoplewillneveragainbeaskedtofootthebillforwallstreetsmistakes.(applause.)therewillbenomoretax-fundedbailouts--period.(applause.)ifalargefinancialinstitutionshouldeverfail,thisreformgivesustheabilitytowinditdownwithoutendangeringthebroadereconomy.andtherewillbenewrulestomakeclearthatnofirmissomehowprotectedbecauseitis“toobigtofail,”sowedonthaveanotheraig.

thatswhatthisreformwillmean.now,itdoesntmeanourworkisover.forthesenewrulestobeeffective,regulatorswillhavetobevigilant.wemayneedtomakeadjustmentsalongthewayasourfinancialsystemadaptstothesenewchangesandchangesaroundtheglobe.nolawcanforceanybodytoberesponsible;itsstillincumbentonthoseonwallstreettoheedthelessonsofthiscrisisintermsofhowtheyconducttheirbusinesses.

thefactiseveryamerican-frommainstreettowallstreet-hasastakeinourfinancialsystem.wallstreetbanksandfirmsinvestthecapitalthatmakesitpossibleforstart-upstosellnewproducts.theyprovideloanstobusinessestoexpandandtohire.theybackmortgagesforfamiliespurchasinganewhome.thatswhywellallstandtogainfromthesereforms.weallwinwheninvestorsaroundtheworldhaveconfidenceinourmarkets.weallwinwhenshareholdershavemorepowerandmoreinformation.weallwinwhenconsumersareprotectedagainstabuse.andweallwinwhenfolksarerewardedbasedonhowwelltheyperform,nothowwelltheyevadeaccountability.
