Thisadvisorycircular(AC)containsspecificationsandguidanceforthestorage,
handling,anddispensingofaviationfuelonairports.Additionally,thisACprovides
standardsandguidanceforthetrainingofpersonnelwhoconducttheseactivities.

ThisACcancelsAC150/5230-4B,AircraftFuelStorage,Handling,andDispensingon
Airports,datedSeptember28,2012.

Applicability.
TheFederalAviationAdministration(FAA)recommendsthestandardsandguidelines
inthisACtodevelopspecificationsandguidanceforthestorage,handling,and
dispensingofaviationfuelonairports.ThisACdoesnotconstitutearegulationandis
notmandatory.Itisnotlegallybindinginitsownrightandwillnotberelieduponasa
separatebasisbytheFAAforaffirmativeenforcementactionorotheradministrative
penalty.However,thefollowingapplies:
1.ThestandardsandguidelinescontainedinthisACarepracticestheFAA
recommendsestablishinganacceptablelevelofsafety,performanceandoperation
foraircraftfuelstorage,handling,training,anddispensingonairports.
2.ThisACprovidesone,butnottheonly,acceptablemeansofmeetingthe
requirementsof14CFR,Part139,CertificationofAirports.
3.Useofthesestandardsandguidelinesismandatoryforprojectsfundedunder
Federalgrantassistanceprograms,includingtheAirportImprovementProgram
(AIP).SeeGrantAssurance#34.
4.ThisACismandatory,asrequiredbyregulation,forprojectsfundedbythe
PassengerFacilityCharge(PFC)program.SeePFCAssurance#9.
Althoughnon-certificatedairportsarenotrequiredtodevelopfuelstandards,theFAA
recommendstheseairportsusetheguidancecontainedinthisACtodevelopsuch
standardsforthecontinuedenhancementofaviationsafety.

AddendumofAuthorizedFuelSafetyTrainingCourses.
TheFAAregardsinstructionalprogramsthatprovidelineserviceandsupervisory
training,asrequiredby14CFR$139.321(e)(1)and(2),ascriticaltosafetyonairports.
Toensurethistrainingiscompleteandeffective:
1.Third-partytrainingproviderswhoprovidelineservicetrainingand/orsupervisory
trainingwillsubmittheirtrainingsyllabustotheAdministratorforreviewanda
determinationofitsacceptability.
2.Airportandtenantfuelingagentswhoprovidelineservicetrainingforotherthan
theirownairportemployeesand/orsupervisorytrainingwillsubmittheirtraining
syllabustotheAdministratorforreviewandadeterminationofitsacceptability.
3.Trainingsyllabusshouldbesubmittedto:

FAAwillreviewthislistonaquarterlybasisandpostanupdatedversiononlineasan
AddendumtothisAC.
Theairportoperatorisresponsibleforconsultingthecurrentlistingofacceptable
trainingcourses.Likewise,thecompanieslistedinthisAddendumareresponsiblefor
notifyingtheFAAofanychangestotheirtrainingsyllabusandtheavailabilityofthe
course(s)offeredortocontactinformation.

Manystandardsandresourcesexistthroughoutthefuelingindustrytoprovideguidance
ontheproperandsafemethodforhandlingaviationfuels.

Standards.
TheFAAusesthestandardscontainedinthecurrenteditionofNationalFirePrevention
Association(NFPA)407,StandardforAircraftFuelServicing,asexamplesthroughout
thisdocument.NFPA407andotherstandardsandresourcesprovideastandardforthe
storageanddeliveryofaviationfuelinanairportenvironment.NFPA407isthe
generallyacceptedindustrybestpracticeatmanyairports;however,localfirecodeand
regulationsatspecificairportsmaydiffer.AllPart139airportoperatorswillidentify
thestandardadoptedintheirAirportCertificationManual.

CHAPTER2.FuelSafetyTraining
Thischapterprovidesguidanceonthedevelopmentofthesupervisoryfuelsafetyand
thelineservicefuelsafetytrainingcourses.Thischapteralsoidentifiesthetraining
topicsthatwillbeaddressedinthesecoursesbasedontheminimumstandards
establishedin14CFR$139.321(b)(1)-(7)and$139.321(e).Chapter4ofthisAC
identifiesadditionaltrainingelementstoincludeintheSupervisoryFuelSafetytraining
course.Theserequirementsencompassthesupervisor'sroleintrainingothers.
2.1
Introduction.
2.1.1
14CFR$139.321setsforththerequirementsforfuelsafetytrainingatcertificated
airports.Theserequirementsincludetwodistincttypesoftrainingforemployeesof
agentshandlingaviationfuel:(1)supervisorytrainingand(2)lineservicefuel
personneltraining.Trainingperformedunderthesupervisorytrainingprogramwillbe
obtainedbycompletinganFAAauthorizedSupervisoryFuelSafetytrainingcourse.
Lineservicefuelsafetytrainingmaybeprovidedby(1)asupervisorwhohas
completedthesupervisorycourseor(2)thecompletionofanauthorizedlineservice
fuelsafetytrainingprogram.Thematerialandprogramutilizedbyacertifiedsupervisor
toprovidetrainingtotheircompanyemployeesmustcontainallprogramelements
outlinedinparagraph3.1.Thematerialandprogramutilizedbyacertifiedsupervisor
toprovidetrainingtotheircompanyemployeesdoesnotneedtobereviewedor
approvedbytheFAA.14CFR$139.321requiresthatallfuelingagentemployees
handlingaviationfuelsmustcompletefuelsafetytraining(seeparagraphs2.1.3and
2.1.4forfurtherdetails).
2.1.2
Incidentsandaccidentscausedbythemishandlingoffuelsandotherhazardous
materialsarevitalconcernsofboththeFAAandairportoperators.TheFAAandother
localandfederalagenciesareconcernedwithimproperpracticesthatleadtopersonnel
injuriesanddamagetoproperty,aswellasenvironmentalimpactscausedbyfueland
lubricantproductsthatarenothandledproperly.Forthesereasons,airportscertificated
underPart139mustensuretrainingisreceivedintheareaslistedin14CFR$139.321
(b)forpersonnelwhosedutiesandresponsibilitiesinvolvethehandlingandstoringof
hazardoussubstancesandmaterials.
2.1.3
Part139.321(e)(1)requires\"Atleastonesupervisorwitheachfuelingagentmusthave
completedanaviationfueltrainingcourseinfiresafetythatisauthorizedbythe
Administrator.Suchanindividualmustbetrainedpriortoinitialperformanceofduties,
orenrolledinanauthorizedaviationfueltrainingcoursethatwillbecompletedwithin
90daysofinitiatingduties,andreceiverecurrentinstructionatleastevery24
consecutivecalendarmonths.\"Shouldthelocalauthorityrequireadditionaltraining,
beyondtheregulatoryrequirement,itisthefuelingagent'sresponsibilitytoensureall
trainingrequirementsarefulfilled.

Allotheremployeeswhofuelaircraft,acceptfuelshipments,orotherwisehandlefuel
mustreceiveatleastinitialon-the-jobtrainingandrecurrentinstructionevery24

consecutivecalendarmonthsinfiresafetyfromthesupervisortrainedinaccordance
withparagraph2.1.5.Shouldthelocalauthorityrequireadditionaltraining,beyondthe
regulatoryrequirement,itisthefuelingagent'sresponsibilitytoensurealltraining
requirementsarefulfilled.Trainingforemployeesmayalsobecompletedusingan
approvedlineservicefuelsafetycourse.TheFAAlistssupervisoryandlineservice
programscurrentlyavailablenationallyintheAddendum,whichisupdatedquarterly.
ItcanbefoundalongwiththisAContheFAA'swebsite.

14CFR$139.321(b)placestheresponsibilityofdeterminingstandardsforfueling
safetyontheindividualairportbasedonstate,local,ormunicipalityfuelingregulations.
TheFAAdoesnotintendthisACtoreplaceairportproceduresthataretailoredtomeet
requirementsimposedbecauseoftheuseofspecialequipmentorasaresultoflocal
regulations.

ThisACprovidesguidelinesinChapter6forsubmittingasupervisoryand/oraline
servicefuelingsafetyprogramtotheFAAfornationalacceptance.

GeneralComponentsofaFuelSafetyTrainingProgram.
GeneralTrainingTopics.
Thespecifictrainingtopicsincludedinasupervisoryandlineservicefuel
safetycoursemustinclude,atminimum,thecomponentsoutlinedinthe
supervisor'sandlineservicetrainingcurriculum.
FireCodeinEffect.

NFPA407,StandardforAircraftFuelServicing,isagenerallyaccepted
bestpracticeatmanyairports.However,thelocalfirecodeand
regulationsineffectataspecificairportmaydifferfromNFPA407.
Informationonlocalfirecodesineffectareavitalcomponentoffuel
safetytrainingandarearequirementofboththesupervisoryandline
serviceprogram.

AirportOperatorsholdingaPart139certificateshouldbeawarethatitis
theirresponsibilitytoprovidethefirecodeofthepublicbodyhaving
jurisdictionovertheairporttotenantfuelingagents.Theairportoperator
shouldreviewandmaintainallgovernmentrequiredpermitsforstorage
andoperation.

HandheldFireExtinguishers.
Eachfuelingagentsupervisororemployeehandlingaviationfuelmustreceivehands-
ontrainingintheproperuseofhandheldfireextinguisherseverytwoyears.Companies
listedintheAddendummustprovidethistrainingorhighlighttherequirementforthe
studenttoreceivethistrainingfromthelocalfiredepartmentorotherqualifiedsource.
Allfuelservicingsupervisorsandlinepersonnelmustcompletefireextinguisher
trainingwithin60days(beforeorafter)theirinitialsupervisoryorlineservicetraining
completiondate,ifithasnotbeenprovidedbyoneofthecertifiedfuelservicetraining

coursesidentifiedinthisAC'sAddendum.Fuelingsupervisorstrainedtoteachhand-
heldfireextinguishertrainingmayprovidethistraining.
2.1.9AirportSpecificCourses.
Anindividualairportmaycreateandsubmitforapprovalasupervisoryorlineservice
courseinfuelsafetythatisspecifictoanairportusingtheguidelinesinChapter6.Such

fireexerciseisnotrequiredaspartofthistraining.Whileextinguishingalivefire
doesprovidethebesttraining,theFAAunderstandstherearelimitationsimposedin
certainlocalitiesandwillacceptclassroomtraining.Suchtrainingmustinclude:
a.Purposeofthefireextinguisher.
b.Howtoidentifytheclassificationofextinguisherusedforaliquidfuelfire.
c.Thenomenclatureassociatedwiththedifferentpartsandcomponentsofafire
extinguisher.
d.Howtoinspectofthecomponentsofthefireextinguisherforserviceability.
e.Properstorageandremovaloftheextinguisherfromthefuelingvehicleorfuel
cart.
f.Demonstrationoftheproperuse/operationofanextinguisher(PASS):
i.Pullthesafetypin,
ii.Aimnozzleatthebaseofthefire,
iii.Squeezethehandlefromasafedistance,and
iv.Sweepthenozzlefromsidetosidetoextinguishthefire.
g.Demonstrationbyallcourseparticipantsthattheycanselecttheappropriate
extinguisherbasedonthetypeoffire.
h.Usingahandheldfireextinguisherorrealistictrainingdevice,anddischarging
agentfromthehandheldextinguishertoextinguishthefire.
Note:Theuseofalivefireexerciseisnotrequiredaspartofthistraining;
however,arealistictrainingdevicemustbeused.Realistictrainingdevices

shouldhavetheapproximateweightanddischargecharacteristicsoftheactual
hand-heldextinguisherusedinfuelservicingareas.
Note:Fortrainingpurposeonly,theextinguishercanusewaterinsteadofdry

Note:Allfuelservicingsupervisorsandlinepersonnelmustcompletehandheld
fireextinguishertrainingeither60dayspriortooraftercompletingeitherthe
supervisoryorlineservicetrainingifitwasnotprovidedbyoneofthecertified
fuelservicetrainingcoursesidentifiedintheassociatedAddendum.Thefueling
supervisormayalsohavebeentrainedtoteachhands-onfireextinguisher
training.

Chapter2providesthebasicelementsoftheSupervisoryFuelSafetytrainingcourse.
Chapter3identifiestheadditionalrequirementstomeetintheFireSafetyfor
SupervisorsTrainingCourse.TheinformationcontainedinChapter2mustprovide
enoughdetailforfuelingsupervisorstocompletelycomprehendthematerialandwhat
theirresponsibilitieswillbeintrainingothersemployees.Thelevelofinstruction
shouldprovidethesupervisortheabilitytoanticipatequestionsandidentifywhen
studentsarenotcomprehendingthematerialordemonstrativeactiontobeperformed.
TheFAArecommendsthatinstructorsteachingtheSupervisorFuelTrainingCourse
possess:
1.AthoroughworkingknowledgeofthecontentsofChapter2,Chapter3,and
requirementsof14CFR$139.321(b)(1)through(b)(7)and$139.321(e)(1)and(2).
2.Aminimumoftwoyearsofexperienceinallaspectsoffuelingprocedures.
4.1Instructors.
InstructorsteachingtheSupervisorFuelTrainingCoursemustbeabletodiscuss
trainingmethodologies,applymotivationaltechniques,andunderstandhowtotest
studentcomprehensionandrecognition.
4.1.1SupervisoryRequirement.
Anoverviewoftechniquesforeffectivetraining,including:
1.Methodsofdelivery:classroom,on-the-job,andonline
2.Understandingofdifferenttypesoflearning(i.e.,visual,cognitive,hands-on)
3.Motivationalaspectsoftraining.
4.2
HandheldFireExtinguishersTraining.
Theinstructormustensureeachstudentreceiveshands-ontrainingintheproperuseof
hand-heldfireextinguishers.CompanieslistedintheAddendummayprovidethis
trainingorhighlighttherequirementforfuelingpersonneltoreceivethistrainingfrom
anothersourceconsideredqualifiedbythelocalauthorityhavingjurisdiction.
