Article4AMemberStatewhichhasgrantedtype-approvalshalltakethemeasuresnecessarytoensurethatitisinformedofanymodificationtoapartorcharacteristicreferredtoinitem2.2ofAnnexI.ThecompetentauthoritiesofthatMemberStateArticle5ModificationswhicharenecessarytoadapttheprovisionsofAnnexesI,11andIIItotakeaccountoftechnicalprogressshallbeadoptedinaccordancewiththeprocedurelaiddowninArticle13ofDirectiveNo70/156/EEC.Article61.By1June1975,theMemberStatesshalladoptandpublishtheprovisionsnecessarytocomplywiththisDirectiveandshallimmediatelyinformtheCommissionthereof.Theyshallapplytheseprovisionsfrom1October1975.2.AssoonasthisDirectivehasbeennotified,theMemberStatesshallensurethatanydraftlaws,regulationsoradministrativeprovisionswhichtheyintendtoadoptinthefieldcoveredbythisDirectivearecommunicatedtotheCommissioninsufficienttimefortheCommissiontosubmititscommentsthereon.Article7ThisDirectiveisaddressedtotheMemberStates.共48页第7页1975L0483——2004年5月1▼M1第4条提供欧共体型式认证的成员国要设法得知附件I的2.2项所述的任何部件或性能是否做了任何改动。成员国的主管部门应确定是否有必要对改动了的车型重新进行试验和编写新的报告。如果有关试验表明与本指令要求不符,则不允许进行改动。第5条为了适应技术进步要求,要按第70/156/EEC号指令的第13条制定的规程对附件I,II和III的有关要求进行必要的修正。第6条1.成员国要在1975年6月1日前采纳和颁布符合本指令要求的必要规定,并将规定的内容立即通知本委员会。成员国自1975年10月1日起要有效实施这些规定。2.在接到本指令发布通知后,成员国要设法将自己打算在指令所涉及的领域内采取的任何法律草案、法规或管理规定通知委员会(要为委员会发表意见留出足够的时间)。第7条本指令向各成员国转发。共48页第8页1974L0483—N—1.5.2004—005▼BANNEXIGENREALDEFINITIONS,APPLICATIONS FOREECTYPE-APPROVAL,EECTYPE-APPROVAL,GENERALSPECIFICATIONS,PARTICULAR SPECIFICATIONS, CONFORMITYOFPRODUCTION(1)1.GENERAL▼M11.1. TheprovisionsofthisAnnexdonotapplytoexteriorrear-viewmirrorsortotheballoftowingdevices.▼B1.2. Thepurposeoftheseprovisionsistoreducetheriskorseriousnessofbodilyinjurytoapersonhitbythebodyworkorbrushingagainstitintheeventofacollision.►M1Thisisvalidbothwhenthevehicleisstationaryandinmotion.◄2.DEFINITIONSForthepurposesofthisDirective:2.1. ‘type-approvalofavehicle’meanstheapprovalofavehicletypewithregardtoitsexternalprojections;2.2. ‘vehicletypeasregardsitsexternalprojections’meansacategoryofmotorvehiclesnotdifferinginsuchessentialrespectsasshapeormaterialsoftheexternalsurface;2.3. ‘externalsurface’meanstheoutsideofthevehicleincludingthebonnet,thelidoftheluggagecompartment,thedoors,thewings,theroof,thelightingandlight-signallingdevicesandthevisiblestrengtheningcomponents;(1)ThetextoftheAnnexesinbasicallysimilartothatofRegulationNo26oftheEconomicCommissionforEuropeoftheUnitedNations.Inparticularthesubdivisionofthesectionsisthesame.WhereanitemofRegulationNo26hasnocorrespondingitemintheAnnexes,thenumberisnonethelessgivenfortherecordinbrackets.共48页第9页1975L0483——2004年5月1▼B附件1一般定义,欧共体型式认证,欧共体型式认证,通用技术条件,具体技术条件,生产一致性(1)1.概述▼M11.1本附件的该条款不适用于车外后视镜或牵引装置的牵引球。▼B1.2这些条款的目的是降低在撞车情况下车身对人身伤害的风险或严重程度。此条款在车辆静止及运行时均适用。2.定义为本指令之目的2.1“汽车型式认证”是指与车辆外部凸出物有关的车辆型式认证。2.2与车辆外部凸出物有关的车辆型式是指在形状或外表材料等基本方面相同的车辆类型。▼M12.3外表面是指汽车外表面,包括发动机罩、行李箱顶盖、车门、翼子板、顶盖、照明及可见的增强组件。(1)本附件之内容与联合国欧洲经济委员会的第26号规则基本相同。特别是本节的划分是相同的。如果第26号规则的项在附件中没有对应的项,那么在括号内给出相应的记录编号。共48页第10页1974L0483—N—1.5.2004—0052.4.‘floorline’meansthelinedeterminedasfollows:successivelypositionroundaladenvehicleaconewithaverticalaxistheheightofwhichisnotdefined,andwithahalfangleof30ºinsuchawaythatitcontacts,constantlyandaslowaspossible,theexternalsurfaceofthevehicle.Thefloorlineisthegeometrictraceofthesepointsofcontact.Indeterminingthefloorline,thejackingpoints,exhaustpipesorwheelsshallnotbetakenintoconsideration.Thegapsofthewheelarchesareassumedtobefilledinbyanimaginarysurfaceformingasmothcontinuationofthesurroundingexternalsurface.Atbothendsofthevehiclethebumpershallbetakenintoconsiderationwhenestablishingthefloorline.Dependentupontheparticularvehiclethefloorlinetracemayoccuratthebumpersectionextremityoratthebodypanelbelowthebumper.Wheretwoormorepointsofcontactoccursimultaneously,thelowerpointofcontactshallbeusedtodeterminethefloorline;2.5. ‘radiusofcurvature’meanstheradiusofthearcofacirclewhichcomesclosesttotheroundedformofthecomponentunderconsideration;2.6. ‘ladenvehicle’meansthevehicleladentothemaximumpermittedtechnicalmass.Vehiclesequippedwithhydropneumatic,hydraulicorpneumaticsuspensionoradeviceforautomaticlevellingaccordingtoloadshallbetestedwiththevehicleinthemostadversenormalrunningconditionspecifiedbythemanufacturer;2.7. ‘extremeouteredge’ofthevehiclemeans,inrelationtothesidesofthevehicle,theplaneparalleltothemedianlongitudinalplaneofthevehiclecoincidingwithitsouterlateraledge,and,inrelationtothefrontandrearends,theperpendiculartransverseplaneofthevehiclecoincidingwithitsouterfrontandrearedges,accountnotbeingtakenoftheprojection:2.7.1.oftyresneartheirpointofcontactwiththeground,andconnectionsfortyrepressuregauges;2.7.2.ofanyanti-skiddeviceswhichmaybemountedonthewheels;2.7.3.ofrear-viewmirrors;2.7.4. ofsidedirectionindicatorlamps,endoutlinemarkerlamps,frontandrearposition(side)lampsandparkinglamps;2.7.5.inrelationtothefrontandrearends,ofpartsmountedonthebumpers,oftowingdevicesandofexhaustpipes;共48页第11页1975L0483——2004年5月1▼M12.4“底板线”是指按下述方法确定的线:将一个半角为30°的圆锥体(自行确定锥高,锥轴与水平面垂直),使其沿一满载车辆的车身外边可接触的最低位置连续接触,这些接触带内的几何轨迹即是底线。确定底线时,不考虑起重器支承点、排气管或车轮的因素。车轮上的拱形间隙可假想成填平后所形成的连续光滑表面。在确定汽车两端的底线时,应考虑保险杠。对某一具体车型,锥体接触点可能在保险杠的端头或在保险杠下面的车身板件上。如果同时有两个或两个以上的接触点,应取下面的接触点来确定底线。2.5圆角半径是指最接近所测圆状部件的圆弧半径。2.6满载车辆是指装至最大额定装载质量的车辆。如果车辆装备有液气、液力或空气悬挂装置,或一种根据载荷自动进行水平调节的装置,应按照制造厂规定正常运行条件的最不利状况。2.7汽车最外边缘是指与汽车的平面,与汽车两侧最外边缘相切的两平面以及与汽车的调平面平行且与前、后最外边缘相切的两平面。在确定汽车最外边缘时,不考虑以下凸出物:2.7.1轮胎与地面接触部分及轮胎气门嘴。2.7.22.7.3外后视镜2.7.4侧面转向指示灯、示廓灯、前后位置灯及驻车灯。2.7.5装在汽车前、后端保险杠上的零件,以及拖拽装置和排气管。共48页第12页1974L0483—N—1.5.2004—005▼M12.8. ‘thedimensionoftheprojection’ofacomponentmountedonapanelmeansthedimensiondeterminedbythemethoddescribedinAnnexII,item2;2.9. ‘thenominallineofapanel’meansthelinepassingthroughthetwopointsrepresentedbythepositionofthecentreofaspherewhenitssurfacemakesitsfirstandlastcontactwithacomponentduringthemeasuringproceduredescribedinAnnexII,item2.2.3.APPLICATIONFOREECTYPE-APPROVAL3.1.ApplicationforEECtype-approvalofavehicletypeinrespectofitsexternalprojections3.1.1. TheapplicationforEECtype-approvalofavehicletypeinrespectofitsexternalprojectionsshallbesubmittedbythevehiclemanufacturerorbyhisauthorizedrepresentative.3.1.2.Itshallbeaccompaniedbytheundermentioneddocumentsintriplicate:3.1.2.1.photographsofthefront,rear,andsidepartsofthevehicletakenatanangleof30ºto45ºtotheverticallongitudinalmedianplaneofthevehicle;3.1.2.2.drawingsofthebumpers;3.1.2.3.whereappropriate,drawingsofspecificexternalprojectionsand,ifnecessary,ofcertainsectionsoftheexternalsurfacereferredtoinitem6.9.1.3.1.3. Avehiclerepresentativeofthetypeofvehicletobeapprovedshallbesubmittedtothetechnicalserviceresponsiblefortype-approval.Attherequestofthetechnicalservice,thespecificcomponentsorsamplesofthematerialsusedshalllikewisebesubmitted.3.2. ApplicationforEECtype-approvalinrespectofluggageracks,skiracksorradioreceivingortransmittingaerialsconsideredtobeseparatetechnicalunits3.2.1. ApplicationsforEECtype-approvalinrespectofluggageracks,skiracksorradioreceivingortransmittingaerialsconsideredtobeseparatetechnicalunitswithinthemeaningofArticle9aofDirective70/156/EECshallbesubmittedbythevehiclemanufacturerorthemanufactureroftheaforementionedseparatetechnicalunits,orbytheirauthorizedrepresentative.3.2.2.Foreverytypeofanyoneofthedevicesreferredtoinitem3.2.1above,theapplicationshallbeaccompaniedbythefollowing:3.2.2.1.triplicatecopiesofdocumentsspecifyingthetechnicalcharacteristicsoftheseparatetechnicalunitandtheassemblyinstructionstobesuppliedwitheveryseparatetechnicalunitsold;共48页第13页1975L0483——2004年5月1M12.8车身外表面凸出物零件尺寸是指根据附件II第2项中规定方法测定之尺寸。2.9车身板件标定线是指按附件II第2.2项之方法,用球体对车身某一板件表面测量时,通过最初和最后位置的两球心的连线。3.申请欧共体型式认证3.1与车辆外部凸出物有关的车辆外型的欧共体型式认证申请3.1.1与车辆外部凸出物有关的车辆外型欧共体型式认证申请应由汽车制造商或其授权代表提出。3.1.2提出申请的同时应提交一式三份的以下文件:3.1.2.1在30°、45°及垂直正中面拍摄的汽车正面、后面及侧面照片。3.1.2.2汽车保险杠图纸。3.1.2.3适当提供某些外部凸出物的图纸,必要时提供6.9.1项中提到的外表面某些部分的图纸。3.1.3需向负责型式认证的技术部门提交待认证车型的样品。如技术部门需要,需提交指定的零件或材料样品。3.2与被认为是单独技术设备的行李架、雪橇架或无线电收发天线有关的车辆外型欧共体型式认证申请3.2.1与在70/156/EEC指令第9a条含义中被认为是单独技术设备的行李架、雪橇架或无线电收发天线有关的车辆外型欧共体型式认证的申请,应由汽车制造商或无线电收发天线制造商或其授权代表提交。3.2.2对于3.2.1项中提到的任何设施,其申请需同时提供以下文件:3.2.2.1与所出售的每台单独的技术设备一起提供的技术特征及组装说明,一式三份;共48页第14页1974L0483—N—1.5.2004—005M13.2.2.2.aspecimenofthetypeofseparatetechnicalunit.Shouldtheresponsibleauthorityconsideritnecessary,itmayrequestafurtherspecimen.ThespecimensshallbeclearlyandindeliblyinscribedwiththemarkspecifiedinArticle9a(3)ofDirective70/156/EEC.Asfarasluggageracksandskiracksareconcerned,provisionshallbemadeforthesubsequentcompulsorydisplayoftheEECtype-approvalnumber.Thetype-approvalnumbershallbeprecededbytheinternationalregistrationletter(s)ofthecountrygrantingsuchapproval►A1(1).◄4.
