WithGDPgrowingwellbelowtrendforseveralquarters,profitstumbling

andunemploymentrising,itnowsmellshorriblylikearecession.

Earlierthisyear,when[Americafirstsneezed,]theEuropean

CentralBank(alongwithmostprivate-sectoreconomists)arguedthatthe

euroareawasinsulatedfromAmerica,sslowdownandhadlittletoworry

about.Thisseemstohavebeenwrong.InGermanytherearefearsabout

recessionasbusinessinvestmentandretailsalestumble.Recentfigures

confirmedthatGermany,sGDPstagnatedinthesecondquarter.Italy,sGDP

fellinthesecondquarter,andalthoughgrowthhasheldupbetterin

FranceandSpain,thegrowthintheeuroareaasawholewasclosetozero

inthequarter.Nobodyisforecastinganactualrecessionintheeuroarea

thisyear,butitisnolongerexpectedtoprovideanengineforworld

growth.

AsforJapan,itisprobablyalreadyinrecession.Japan'sGDP

grewslightlyinthefirstquarter.GoldmanSachsreckonsthatfigures

couldshowthatGDPfellatanannualrateofasmuchas6percentinthe

secondquarter,andthecontractionhasalmostcertainlycontinuedinto

thesecondhalfoftheyear.Persistentdeflationcontinuestobeasevere

problem.ArevisedmeasureofJapan,sconsumerpriceindex,tobe

publishedsoon,islikelytoshowthatdeflationisworsethanwhathad
