esign,writtenproductioninstructionorapprovalfromPartyA,billofmaterialsandoriginalrecordsconfirmedbyPartyAandsignedbyon-sitesupervision,acceptancerecords,etc.6.3.2发生因工作量变更造成乙方预期收益的减少，甲方不另外承担费用。6.3.2PartyAshallnot,duetochangesinworkload,beliableatadditionalcostforanyreductioninPartyBexpectedearnings.6.3.3当地质情况超出甲方地质设计时，乙方未采取合理事故预防措施，由此造成的额外损失由乙方承担。6.3.3WherethegeologicalconditionexceedsPartyA'sgeologicaldesignandPartyB’sfailureoftakingreasonablemeasuresofaccidentprevention,PartyBshallbeartheadditionallossescausedtherefrom.第七条甲方的权利义务Article7PartyA’srightsandobligations7.1甲方的权利7.1PartyA’srights7.1.1有权对《钻井地质设计》、《钻井工程设计》做出变更。在做出上述变更时，甲方须以书面形式通知乙方，并由甲、乙双方分别列案备查。7.1.1PartyAhastherighttomakechangesoramendmentstotheGeologicalDesignofDrillingWellsandtheEngineeringDesignofDrillingWells,andPartyAwhichifdoso,shallnotifyPartyBinwriting,andPartyAandPartyBshallmakearecordofthechangesrespectively.7.1.4有权派代表或监督或聘请第三方进入现场的任何区域对合同的履行情况、施工质量、HSE管理、油气层保护等方面进行监督、检查，但甲方对乙方的监督、检查，并不能成为乙方规避或不承担质量责任的借口或理由。如质量不合格，检验费用由乙方承担，耽误的工期不顺延。7.1.4Toreservetherighttosendrepresentativesorsupervisororhireathirdpartytoenteranyareaofthesitetosuperviseandinspectthefulfillmentofthecontract,thequalityofconstruction,theHSEmanagement,theprotectionofoilandgaslayer,etc.However,PartyA'ssupervisionandinspectiononPartyBshallnotbeanexcuseorjustificationforPartyBtocircumventorfailtobeartheresponsibilityforthequality.Wherethequalityfails,theinspectioncostshallbebornebyPartyBandthedelayedconstructionperiodshallnotbepostponed.7.2甲方的义务7.2PartyA’sobligations7.2.1负责井场、道路的土地征用。若钻前工程不在承包范围内，开钻前，甲方应向乙方提供必要的施工作业场地和作业条件，包括但不限于：井场平整、泥浆池、污水池的土方工作，施工所需的水、电（无电的井场乙方自备发电机）接至施工场地，道路开通至井场。7.2.1Toberesponsibleforlandacquisitionforwellsiteandroad.Wherethepre-drillingworksarenotwithinthescopeofthecontract,PartyAshall,priortocommencementofthedrilling,providePartyBwiththenecessaryconstructionsitesandoperatingconditions,includingbutnotlimitedtothewellsiteleveling,earthworksformudpondsandsewageponds,waterandelectricityrequiredfortheconstruction(PartyBshallprovideitsowngeneratorforthewellsitewithoutelectricity)tobeconnectedtotheconstructionsite,andtheroadstobeopenedtothewellsite.7.2.2有义务应乙方要求及时到现场交接。乙方向甲方交井时，甲方应在个工作日内派专人到现场交接，不得无故拖延或拒绝接井。7.2.2ShallbeobligedtohandoverthewellatthesiteintimeuponPartyB'srequest.WhenPartyBhandsoverthewelltoPartyA,PartyAshallsenditspersonneltothesitewithinworkingdaystohandoverthewell,andshallnotdelayorrefusetohandoverthewellwithoutanyreason.第八条乙方的权利义务Article8PartyB’sRightsandObligations8.1乙方的权利8.1PartyB’sRights8.1.1有权向甲方了解邻井、邻区的地层、井下压力及油气井分布情况等相关资料。8.1.1Toreservetherighttoacknowledgetherelevantinformationonthegeosphereofneighbouringwellsandzones,downholepressure,oil/gaswelldistributionandother.8.1.2有权拒绝甲方供料中不合格产品的使用。8.1.2ToreservetherighttotherighttorefusetheuseofunqualifiedproductsinPartyA'smaterialsupply.8.1.3有权拒绝执行甲方或任何第三方发出的违反安全生产标准、规范或可能造成安全事故的要求、指令，有权采取合适的安全措施进行生产。8.1.3ToreservetherighttorefusetoperformtherequestsorinstructionsissuedbythePartyAoranythirdpartythatviolatesafetystandardsornormsormaycausesafetyaccidents,andtherighttotakeappropriatesafetymeasuresforproduction.8.1.4在发生严重危及乙方生命财产安全的紧急情况下，乙方有权采取必要的措施紧急避险。8.1.4IntheeventofanemergencythatseriouslyendangersPartyB’slifeandproperty,PartyBhavetherighttotakethenecessarymeasurestotakeemergencyshelter.8.1.5有权拒绝除双方工作人员之外的其它人员进入施工作业现场，特别是与保密有关的区域。甲方的人员因工作需要进入作业现场应当凭甲方出具的证明。8.1.5Havetherighttorefuseaccesstotheconstructionsiteotherthanthestaffoftheparties,inparticulartotheareasrelatingtoconfidentiality.PartyA'spersonnelwhoentertheoperationsiteforworkneedsshallpresentthecertificateissuedbyPartyA.8.1.6有权在保证钻井质量、进度的前提下，采用钻井新工艺、新技术，但不能作为增加费用的理由。8.1.6Hastherighttoadoptnewdrillingtechnologyandnewtechnologyonthepremiseofensuringthedrillingqualityandprogress,whichhowevercannotbetakenasthereasonforincreasingthecost.8.2乙方的义务8.2PartyB'sobligations8.2.1乙方在投标前或合同签订前应熟悉和了解施工井的地质设计、工程设计，了解施工现场的各种条件（包括但不限于工程要求及地质条件、现场的气候、水文、道路等自然条件，现场或临近地区的人文、生产、生活条件），充分考虑可能影响本合同作业完成的各种因素。因乙方对以上因素缺乏了解而出现的意外，不能作为改变本合同条款或追加费用的理由。8.2.1Party
