TechnicalSpecificationforOperationandMaintenanceofSmall

Standardsin2008”,GB/T50964-2014

HydropowerStations

isformulated.

Thisspecificationcomprises6chapterswiththemainlycontentsasfollows:generalprovisions,basic

stipulations,hydraulicstructures,metalstructures,electro-mechanicalequipment,andoptimizedoperation.

MOHURDisresponsiblefortheadministrationofthisspecification,andMWRfordaily

administration.SpecifictechnicalcontentsinthisspecificationareinterpretedbyBureauofRural

HydropowerandElectrificationDevelopmentofMWR.Ifthereisanyadviceorsuggestioninapplicationof

(hereinafterreferredtoaspowerstations),improvethelevelofproductionandmanagementandfinally

achievepowerstationsafetyandoptimizedoperation.

Thisspecificationisapplicabletopowerstationswithatotalinstalledcapacityoforlessthan

50MW.

Provisionsstipulatednotonlyinthisspecificationbutalsointheprevailingnationalstandardsshall

becompliedwithfortheoperationandmaintenanceofpowerstations.

2BasicStipulations

2.1OperationandManagement

2.1.1

On-siteoperationcodeshallbeformulated,revisedandreviewedintimebypowerstationoperationand

managementorganizations,concerningwiththerealsituationofthepowerstationaswellastherequirements

ofthisspecification,inordertoensurethesuitabilityandguidanceoftheoperationcode.

2.1.2

Thepowerstationshallappointoperation,maintenanceandadministrativestaffforstationsafety,as

wellasestablishandimprovetheresponsibilitysystemforeachworkpost.

2.1.3

Administratorsofthepowerstationshallbefamiliarwiththeproductionprocessofthepower

station,andmastertechnicalparameters,operationalrequirementsandsafetyoperationcodesofthe

equipment.

2.1.4

Operationandmaintenancestaffshallreceiveinductiontrainingandgetcertificates.Atleastone

testperyearontheoperationsafetycodeorpracticaloperationshallbeconductedforoperatorsofthepower

station.

2.1.5

Operationandmaintenancestaffshallknowtheproductionproces专用softhepowerstation,masterthe

technicalrequirementsforoperationandmaintenanceaswellascomplywiththesafeoperationcode.

2.1.6

Operationandmaintenancestaffshallstrictlycomplywithworkandoperationsheetsaswellasduty

shifting,inspectiontour,andregularequipmenttestingandrotationsystems,inwhichthequalificationrate

andimplementationrateofworkandoperationsheetsshallbothreach100%.

2.1.7

Ifanyabnormalrunningofthepowerstationsequipmentisfound,operationandmaintenancestaff

shalldecreasetheloadofunitsorstoptheequipmentforinspectionpromptly,thenreporttothedispatching

center.Administratorsshalldulyanalyzethecauses,makereportandorganizerelevantpeopletosolvethe

problems.Anyimportantcasesconnectedwithsafetyshallbereportedtothesuperiorcompetentdepartment

intime.

2.1.8

Asoundfilemanagementsystemshallbesetupinthepowerstation.Alltechnicalmaterials

includingoperation,overhaulanddetectionrecordsaswellastestreportsshallbesortedout,analyzedand

archivedintime.

2.1.9

Theequipmentdefectsmanagementsystemshallbestrictlycompliedwithinthepowerstation.The

eliminationrateforannualequipmentdefectsshallreach100%.

2.1.10

Testingan人人文库dratingoftheequipmentinthepowerstationshallbeconductedaccordingtothe

provisions,andtheintactrateshallreach100%,ofwhichnolessthan80%shallreachClass1intactrate.

2.1.11

Grid-connectedpowerstationsshallcomplywiththedispatchingcodeandrelevantrulesofthe

localgrid,inordertoensurethepowerstationandgridrunsafelyandstably.Thepowerstationshallberun

accordingtotheplanofthegriddispatchingorganizationanditsstipulatedvoltagerange,andthepowerand

voltageadjustedonthebasisofdispatchingorders.Thepowerstationequipmentoverhaulshallcomplywith

unifiedarrangementsmadebythedispatchingorganization.

2.1.12

Anannualreservoircontrolandoperationplanshallbecompiledonthebasisofapproveddesign

floodcontrolstandardandreservoirdispatchingprinciplesofthepowerstation,andthensubmittedfor

approval.Thepowerstationshallalsocomplywithunifiedordersmadebythefloodcontrolorganization.

2.1.13

Watermanagementcode,hydraulicobservationcode,hydraulicmaintenancecode,hydraulic

machineryoperationandoverhaulcode,hydraulicoperationsafetycodeshallbecompiled,aswellasflood

controlpostresponsibilitysystem,inspectionsystemduring,beforeandafterthefloodseason,hydrological

reportingsystemandannualfloodcontrolsummarysystemformulatedaccordingtotheactualsituationofthe

powerstation.

2.2SafetyOperation

2.2.1

Asafetyproductionmanagementsystemshallbeformulated,andasafetyproductionresponsibility

systemestablishedandcarriedoutinthepowerstation.

2.2.2

Inthehandlingofaccidents,theprincipleofnotoleranceofaccidentswithoutclearidentificationof

causes,thepersonresponsiblefortheaccidentuntreated,unimplementationofrectifiedmeasuresorrelevant

peoplewithoutdrawinganylessonsshallbeadheredto.

2.2.3

Anemergencymechanismshallbesetup,andanemergencyplan,whichshallbesubmittedtothe

relevantdepartmentforapproval,shallbecompiledonaccountofmajorhazardsourcesinthepowerstation

andtherequirementsofcompetentauthorities.Trainingandemergencyresponsedrillsshallbecarriedout

regularly.

2.2.4

On-sitesafetyinspectionsshallbecarriedoutaccordingtotherequirementsofthesafetyinspection

systemofthepowerstation.Anysafetyproblemsdiscoveredshallbereso专用lvedduringtheinspections.Any

unsolvedproblemsshallbereportedtotherelevantresponsiblepersonpromptly,andpreventionandcontrol

measuresshallbeformulated.Inspectionandrectificationshallberecordedandarchived.

2.2.5

SafetyDayactivitiesofthepowerstationshallberegularlyorganizedandwellrecorded.

2.2.6

Safetyproductiontrendsofthepowerstationshallbeanalyzed,accidentlessonsandweaklinkof

productionmanagementsummarizedaswellaspreventivemeasuresformulated.

2.2.7

Trainingonsafetyshallbearrangedasapartoftheannualeducationandtrainingplanofthepower

stationandstrictlyimplementedaccordingtothisplan.

2.2.8

Theequipmentandfacilitiesinthepowerstationshallbenamed,numberedandidentifiedaccordingto

relevantstipulations.

2.2.9

Aworksheetortelephoneverbalordershallberequiredforworkingonhighvoltage(HV)

equipment.OnlytwoormorepeoplecanworkontheHVequipment,andorganizationalandtechnical

measuresforguaranteeingsafetyshallbedonewell.

2.2.10

Forswitchingoperation,switchopeningandclosingwithload,switchclosingwithgroundwire

(earthswitch),groundwirearticulation(earthswitchclosing)withpower,circuitbreakerclosinginerror

andwrongentryto人人文库HVcompartmentsshallbeprevented.Afterelectricalequipmenthastripped,itshallnot

beswitchedonforoperationbeforethecausehasbeenfound.

2.2.11

Powerstationsshallbepreparedforfireandexplosionwork,andequippedwithfireprotection

equipmentaccordingtorelevantstipulations,whichshallbeinspectedandchangedregularlyinorderto

ensuretheyareintactandqualified.

2.2.12

Safetyequipmentandtoolsshallbeequipped,keptandstoredandtestedregularlyaccordingtothe

stipulations.Protectiveclothingandrequisitesforworkersshallbeavailable,inspectedandusedin

accordancewithrelevantstipulations.

2.2.13

Asafetyagreementshallbesignedforthecontractedworksbetweenthepowerstationownerand

thecontractor.Beforethecontractorentersthesite,theoverhaulmanagementfilescompiledbythecontractor

shallbereviewedandsafetytrainingcarriedoutbythepowerstation.Onlystaffpassingexamsmayenterthe

overhaulsite.Thecontractor’sspecialon-siteoperationworkersshallhavevalidqualificationcertificates,

andtheequipmentandmeterstheyuseshallmeetrelevantsafetyandtechnicalstipulations.

2.2.14

Theoperationalwaterlevelofhydraulicstructures,risingandfallingspeedofthereservoirwater

levelandliveloadshallmeetthedesignrequirements,andbeoperatedandmanagedaccordingtothe

reservoiroperationdispatching.

2.3OverhaulandMaintenance

2.3.1

Overhaulofthepowerstationequipmentshallsatisfytherelevantprovisionsintheprevailing

GuideofMaintenanceManagementforHydropowerStationEquipments

ministerialstandardofDL/T1006.

2.3.2

ThepowerstationequipmentshallbeoverhauledregularlywithanintervalstipulatedinDL/T

1006.Equipmentoverhaulperiodshallbearrangedreasonablyaccordingtofactorssuchasthefeaturesofthe

riverrunoff,andshouldbepreferablycarriedoutinthedryseason.

2.3.3

Anequipmentoverhaulandmaintenancecodeoroverhaulworkguideshallbecompiledforthe

powerstation.Duringtheoverhaul,examinationandacceptanceforqualitycontrolpointsofkeyprocessshall

bedonewell.

2.3.4

Forenterprisesissuingcontractsforoverhaul,anoverhaulcontractshallbemadewiththe

contractor.

2.3.5

Thepreventivetestsaftertheoverhaulforelectricalequipmentsha专用llmeettherelevantprovisionsin

PreventiveTestCodeforElectricPowerEquipment

theprevailingministerialstandardofDL/T596.

2.3.6

Advancedtechnologyandoverhaultoolsshallbeusedfortheoverhaulofthepowerstation

equipmenttoshortentheoverhaulperiod,andoverhaulmanagementshallbeenhanced.

2.3.7

Toolsandlightingfacilitiesusedforpowergeneratingequipmentandemergencyrepairsshallbe

keptandmaintainedbyspecialstaffaswellasinspectedandtestedregularly.

2.3.8

Acceptanceandtrialoperationshallbecarriedoutafteroverhaulandanoverhaulreportshallbe

submitted.

2.3.9

Aninspectionandmaintenancesystemforhydraulicstructuresinthepowerstationshallbesetup.

Thehydraulicstructuresshallbemonitored,inspected,maintainedandrepairedtoeliminatedefectsor

hiddentroubles.

3HydraulicStructures

3.1RetainingandDischargeStructures

3.1.1

Safetyassessmentorsafetytechnicalidentificationforstructuresinthepowerstationshallbecarried

outregularly.

3.1.2

Themonitoringitemsandtimesshallmeetthedesignrequirements.Themonitoringresultsshallbe

analyzedandarchivedintime.

3.1.3

Hydraulicstructuresshallbeinspectedandtouredbystafffrequentlyorregularly.Aninspection

toursystemshallbesetup,inordertodiscoverdefectsandhiddentroublesintime.Theinspectionshall

includethefollowingcontents.

Dambodycracks,slopeleakage,bypassseepage,andabnormalleakageorunusualdisplacementof

permeabledamfoundation.

2

Earthdamslopestability;damcrestflatnessandslopeleveling;nocracks,subsidence,bulges,ant

nestsoranimalcaveswithimpactsonstructuralstabilityorseepageflowsafety;completeslopeprotectionof

damsurfacewithnolocaldefectslikelooseness,subsidenceorslumpin专用g,cushionlossorhollowslope

protection;noleakagepools,subsidencearea,piping,abnormalgrowthofplantsandbackflowscouringin

downstreamsurfaceanddamtoe;noturbidseepagewater.

Denudation,abrasionorwaterseepageofconcretedambody;nodisplacementbetweenadjacentdam

monoliths;normalperformanceofexpansionjointsandwaterstop;nocracksthataffectthestructureor

seepagesafety;normalchangeofupliftpressure.

Intactstructureofdischargestructures;floodwaywithoutanydamage;noabnormalcracks,

settlementsorseepageinthesteepslopes,sidewallsandinnersurfacesoffloodspillwaysandflood

dischargingtunnels;energydissipationfacilitieswithoutanydamage.

Intactnessandnormaloperationofancillaryfacilitiesofretaininganddischargestructures.

3.1.4

Maintenanceandrepairofretaininganddischargestructuresshallbeimplementedaccordingtothe

relevantprovisions.Themaintenanceshallmeetthefollowingrequirements.

Damcrest,slope,parapetwallandobservationfacilitiesshallbeintact.Drainditchesshallbe

dredgedinordertokeepthemclear.

Materialsshallnotbestackedonthedamcrest,slopeorberm.Thedamsurfaceshallnotbeusedas

atransferdock,and人人文库thecrest,slopeanddamtoeshallnotbeusedaswaterconduits.

Onthedamandintheupstreamanddownstreamrangesthatmayaffecttheprojectsafety,activities

harmfultotheprojectincludingdiggingpits,buildingfishpondsanddrillingwellsshallallbeforbidden.

Erosionandscouringofthedamsurfacebyrainwatershallbeprevented.Thefilteringfacilitiesof

thedambodyandpressurereliefdevicesbehindthedamshallbemaintainedinordertoensurenormal

operation.

Inthesilt-ladenareas,reservoirsandflushingfacilitiesshallbeopenedregularly.Forcoldareas,ice

preventionmeasuresshallbeadoptedforbuildings.

Onthedamsurface,noplantsandcropsshallbecultivated,nograzingallowed,noturfspaded,and

noremovalofthesandsandgravelsusedforslopeprotectionandseepagediversionfacilities.

Theconcreteweirswithhydraulicautomaticbalancedgatesshallnotonlymeettherelevant

requirementsforconcretedams,butalsoensuretheopeningandclosingflexibilityoftheflapgates.

Thedeflatingdevicesofrubberdamsshallbesafeandreliable.Thedambagshallbeintactand

meettherequirementsofflooddischarging.Electromechanicaldevicesandwater(air)fillingpipesshall

workproperly.

Thestructureofthedischargestructuresshallbeintact.Ifthereareabnormalcracks,settlementand

waterseepageinthesteepslopes,sidewallsandinnersurfaces,andtheenergydissipationfacilitiesare

destroyed,dischargingshallbestoppedforemergencyrepair.Forthosethatcannotmeettheconditions

temporarily,analternativedischargingschemeshallbeusedinordertopreventworseningtheaccidentand

createconditionsforemergencyrepair.

Thesluicewayofthedischargestructuresshallbekeptclear.Duringdischargingperiods,upstream

driftmaterialsshallbesalvagedpromptly,andraftsandshippingshallbestrictlyforbiddentogetclosetothe

entranceofthestructures.

Theauxiliaryfacilitiesoftheretaininganddischargestructuresshallbeinnormaloperation.The

dischargingsluicesandvalvesshallbekeptintactwithnormalhoistingandreliableoperatingpower.

Ifthereareanydangerousdefectssuchasabnormalcracks,distortionorwaterseepageinthe

retainingstructures,theyshallbedealtwithpromptly.

3.2IntakeStructures专用

3.2.1

Thelowestoperationalwaterlevelofpressureintakesshallmeetthesubmergeddepthrequirements

oftheintake.

3.2.2

Themaintenanceandrepairofintakestructuresshallmeetthefollowingrequirements.

Thesideslopeoftheintake(outlet)shallbestable.

2

Theairholeoftheintakeshallbeunobstructed.

3

Thehoistingchambershallbefreeofdebris,anditswindowsanddoorsingoodcondition.

3.3ConveyanceStructures

3.3.1

Inspectionandpatrollingshallberegularlyconductedforconveyancestructures,especiallyforhigh

slopesthateasilycausegeologicalhazards,andshallbestrengthenedduringtherainyseason.Inspectionand

patrollingshallmeetthefollowingrequirements.

Thereshallbenocracks,distortion,leakage,erosion,abrasion,cavitation,carbonizationor

lossofwaterstopfi人人文库lling,etc.,intunnels.Themainstructureshallbestable.Thereshallbenoserious

rockfallorwaterseepageinunlinedtunnels,noseriousconcretespallingorwaterseepageinlined

tunnels.

Ifinstabilityorwaterseepageoccursinthehillsideofthetunnelintake(outlet),itshallbedealt

withpromptly.

Waterfillingordischarginginthetunnelorpenstockshallstrictlycomplywiththeoperation

specifications.Itisnotallowedtopileheavymaterialsortobuildstructuresonthetopoffree-flowculverts,

oronthetopoffree-flowtunnelswithanoverburdenrockthicknesslessthantripleoftunneldiameters.

Themainbodyandsideslopeofthechannelshallbestablewithoutsoil-rockcollapseorbank

failure.

Thereshallbenosiltationinsidethechannel.Thereshallbenoabrasion,liningdamageorserious

waterseepageinthechannelsurface.

Ifanopenchannelliesbehindthepressureintake,theopeningoftheintakegateshallbestrictly

controlled.Iftheinflowexceedsthedesignvalue,thesurplusflowshallbedischargedthroughthesideweir.

Thebodyandpiersoftheaqueductshallbestablewithoutinclination,cracks,damageorserious

waterseepage.

Thesurgechambershallbestableasawhole,withnounevensettlement,seepage,cracks,serious

weatheringdenudation,ordamagedlinings.Thestructureofthesurgechambershallbesafeandreliableto

meettherequirementsofflowstabilizationandsurgeincaseofsuddenloadchange.Ventilationinthesurge

shaft(tank)withheadcovershallbekeptsmooth.

Thereshallbenodistortion,damagedlining,waterseepageorsideslopecollapseinthebaseplate

ofthepressureforebay,overflowweirandretainingwall.Thefacilitiesofoverflowanddrainageandsand

4.1Penstock

4.1.1
