UNESCO

TheconstitutionoftheUnitedNationsEducational,ScientificandCulturalOrganization(UNESCO)wasadoptedby20countriesattheLondonConferenceinNovember1945andenteredintoeffecton4November1946.

ThemainobjectiveofUNESCOistocontributetopeaceandsecurityintheworldbypromotingcollaborationamongnationsthrougheducation,science,cultureandcommunicationinordertofosteruniversalrespectforjustice,theruleoflaw,andthehumanrightsandfundamentalfreedomsthatareaffirmedforthepeoplesoftheworld,withoutdistinctionofrace,sex,

languageorreligion,bytheCharteroftheUnitedNations.

Tofulfilitsmandate,UNESCOperformsfiveprincipalfunctions:1)prospectivestudiesoneducation,science,cultureand

communicationfortomorrow’sworld;2)theadvancement,transferandsharingofknowledgethroughresearch,trainingandteachingactivities;3)standard-settingactionsforthepreparationandadoptionofinternalinstrumentsandstatutory

recommendations;4)expertisethroughtechnicalcooperationtoMemberStatesfortheirdevelopmentpoliciesandprojects;and5)theexchangeofspecializedinformation.

TheUNESCOInstituteforStatistics(UIS)isthestatisticalofficeofUNESCOandistheUNdepositoryforglobalstatisticsinthefieldsofeducation,science,technologyandinnovation,cultureandcommunication.TheUISwasestablishedin1999.ItwascreatedtoimproveUNESCO’sstatisticalprogrammeandtodevelopanddeliverthetimely,accurateandpolicy-relevant

statisticsneededintoday’sincreasinglycomplexandrapidlychangingsocial,politicalandeconomicenvironments.

AsofSeptember2018,theUIShasmovedtooneeducationdatareleaseinSeptemberofeachyear,withnewnationalandregionaldata.NationaldataarealsoupdatedinFebruary,completingtheUISpublicationofeducationaldatafortheroundofsurveysconductedinthepreviousreferenceyear.

ThisreleaseincludesdatacollectedfromUISsurveysofnationalauthorities,dataprocessedfromhouseholdsurveysandlearningassessments,anddatacollectedfromUISpartners.ThereleaseincludesanupdateofcountryleveldataaswellregionalaveragesforselectedSDG4indicatorsandOtherPolicyRelevantIndicators.

UISdatacanbeaccessedinthefollowingways:

3Datasources

Toproduceinternationallycomparableeducationindicators,theUISusesthemainsourcesofdatalistedbelow.Thesedatasourcesdifferintheircoverageaswellasthetimingandwayinwhichtheyarecollected:

.Administrativedataarebasedoninformationusuallyavailablefromeducationalmanagementinformationsystems(EMIS)usedbyministriesofeducationformanagementandplanningpurposesandaretypicallyupdatedonanannualbasis.EMISshouldtypicallycovermanytypesofeducationalpathsandlevels,includingearlychildhoodeducation(ECE),basiceducationandsecondarygeneraleducation,highereducation,andtechnicalandvocationaleducationandtraining(TVET).Mostinternationalmonitoringofpreviousglobaldevelopmentagendas(EducationForAllandtheMillenniumDevelopmentGoals)wasbasedonadministrativedataproducedbycountriesandcompiledbyinternationalorganizationsonschoolEMIS,whichhassincebeenexpanded.Althoughsomeadministrativedata,suchasschoolfeedingprogrammesandteachers’salaries,areusuallyavailablefromnon-EMISsourcesineducationministries,theseshouldideallybelinkedtoEMIS.

.Householdsurveysareanimportantsourceofdataonaccess,participation,completion,literacyandeducationalattainment.Surveysdifferintermsofcoverage,frequency,objectivesandquestionnairedesign.Incontrasttoadministrativedata,theyarecollectedlessfrequently,andbyavarietyoforganizationsandcountries.Householdsurveydataareusuallyavailablefromnon-EMISsourcesoutsideofministriesbutshouldalsoideallybelinkedtoEMIS.

.Learningassessmentsincludenationalschool-basedassessmentsdesignedtomeasurespecificlearningoutcomesataparticularageorgradeconsideredrelevantfornationalpolicymakers.Theyencompasscross-nationalinitiatives(eitherregionalorglobal)thatarebasedonacommon,agreed-uponframeworkandfollowsimilarprocedurestoyieldcomparabledataonlearningoutcomes.Assessmentdatacanbecollectedfromhouseholds.Skillssurveys(ICT,literacy,etc.)canalsoproviderelevantinformationontheadultpopulation.Learningassessmentscanbeusedtoprovidenon-cognitiveinformationaswell,suchasonhomelanguage,schoolinfrastructure,studentsexperiencingbullyingandteachers’professionaldevelopment.

.Financialandexpendituredatacontaininformationondifferentsourcesofincomeandexpenditure,includinggovernmentspendingoneducation.Thissourcecommonlyencompassesdataontheconstructionandmaintenanceofschools,teachersalariesandhouseholdspendingoneducation,suchassupplies,transportandothercosts.Someadministrativedataaretypicallyavailablefromnon-EMISsourceswithinministriesbutshouldideallybelinkedtoEMIS(e.g.,schoolfeedingprogrammesandteachersalaries),dependingonhowacountryorganizestheirdata.

.Populationdataareimportantasasourceofpopulationestimates(thenumberofpersonsbyageandsexinacountry).TheUISusespopulationestimatesfromtheUnitedNationsPopulationDivision(UNPD),andnationalpopulationdataforalimitednumberofcountries.

TheUIScollectseducationstatisticsinaggregateformfromofficialadministrativesourcesatthenationallevel.Collectedinformationencompassesdataonthestructureofnationaleducationalprogrammes,access,participation,progression,teacher’sstatutorycompensation,schoolinfrastructure,completion,literacy,educationalattainment,andhumanandfinancialresources.Thesestatisticscoverformaleducationinpublic(orstate)andprivateinstitutions(earlychildhoodeducation,primaryandsecondaryschools,andcolleges,universitiesandothertertiaryeducationinstitutions),andspecialneedseducation(bothinregularandspecialschools).

ThesedataaregatheredannuallybytheUISanditspartneragenciesthroughthefollowingthreemajorsurveysthatcanbedownloadedfromtheUISwebsiteat

5.1UISSurveyofFormalEducation

TheUISeducationquestionnairesaresenttoUNESCOcountriesannually.Thequestionnairesarebasedoninternationalstandards,classifications,andmeasuresthatareregularlyreviewedandmodifiedbytheUIStoaddressemergingstatisticalissuesandimprovedataquality.

TheSurveyhasthefollowingfourquestionnaires:

.UIS/ED/ISC11:NationalEducationSystems.Thisquestionnairecollectsinformationonthenationaleducationprogrammesandtheirclassificationsaccordingtothe2011revisionofthe

InternationalStandardClassificationofEducation(ISCED2011).

.UIS/ED/A:StudentsandTeachers(ISCED0-4).Thisquestionnairecollectsinternationallycomparabledataonformaleducationattheearlychildhood,primary,secondaryandpost-secondarynon-tertiarylevels,necessaryfortheevaluationandmonitoringofeducationsystemsworldwide.Thedatacollectedincludethenumberofstudentsdisaggregatedbyeducationlevel,bytypeofinstitution,programmeorientation,sex,ageandgrade;anddataonclassroomteachersbylevelofeducationandbytrainingandqualificationstatus,aswellastheirstatutorysalaries.ThequestionnairealsocollectsdataonthenumberofschoolswithICTservices,basichygienefacilitiesandtheprovisioningoflifeskills-basedHIVandsexuality,aswellasthenumberofschoolswithadaptedinfrastructuresandmaterialsforstudentswithdisabilities.

.UIS/ED/B:EducationalExpenditure(ISCED0-8).Thisquestionnairecollectsinternationallycomparableexpendituredataonformaleducationfromearlychildhoodtotertiaryeducation.Dataaredisaggregatedbysourceoffunding(Government,InternationalandPrivate),destinationoffunding,bylevelofeducation,andbytypeoftransactionandnatureofexpenditure.

.UIS/ED/C:StudentsandTeachers(ISCED5-8).Thisquestionnairecollectsinternationallycomparabledataontertiaryeducation.Thedatacollectedincludethenumberofstudentsbylevelofeducation,sex,andage;andthenumberofgraduatesbylevelofeducationandfieldofeducation.Thequestionnairealsocollectsthenumberofacademicstaffandthenumberofinternationallymobilestudents.

Inadditiontoquestionnaires,thesurveyalsoprovidesguidelinestocountriesrespondentstosupportqualitydatareporting.

5.2UOESurveyofFormalEducation

TheUIS,theOECDandEurostat(UOE)havejointlyadministeredthisannualdatacollectionsince1993.TheUOEquestionnairecompilesdatafromhigh-andmiddle-incomecountriesthataregenerallymembersorpartnercountriesoftheOECDorEurostat.TheUOEsurveygathersmoredetailededucationstatistics.

5.3UISSurveyonLiteracyandEducationalAttainment

TheUISgathersattainmentdatathroughitsbiennialliteracyandeducationalattainmentsurvey,whichissenttoallUNESCOcountries.Thequestionnairescollectinternationallycomparabledatausedtocalculateliteracyandattainmentratesaswellasmeanyearsofschooling.Thedataarederivedfromnationalpopulationcensusesandsamplehouseholdsurveys,includinglabourforcesurveys.

TheUISsupplementsliteracyandeducationalattainmentdataprovidedbycountriesbycalculatingindicatorsbasedoninformationobtainedfrompopulationcensusesandinternationalsurveyprogrammessuchastheMultipleIndicatorClusterSurvey(MICS)andtheDemographicandHealthSurvey(DHS).TheUISalsoappliesmethodologies,suchastheGlobalAge-specificLiteracyProjectionsModel(GALP),toproduceliteracyestimatesforyearswithmissingdataandtoproduceregionalandglobalaverages.

6Dynamictemplates:Indicatorswithdatacollectedfromnationalsources

TheUIShasrecentlypilotedaninnovativeandstraight-forwardapproachtocollectadministrativeandfinanceeducationdatatosupportcountriesintheproductionofhigh-qualityinternationallycomparableSDG4dataandindicators.

Thenewapproachisbasedonenteringpubliclyavailablerawdataintodynamictemplatesthatautomaticallyproducetherelated23indicators:16SDG4indicatorsand7OPRIindicators–or,putdifferently,21indicatorsonstudents,teachers,andschools,and2indicatorsoneducationexpenditure.

Thisprocessallowscountriestodirectlyvalidatetheindicatorsinstantlygeneratedandchecktheirconsistencyovertime.Italsoenablesthemtoimmediatelyviewwhatindicatorsaremissing,whatdataareneededtoproducethemandthentoworkonfillingthesedatagaps.Thetemplatesareanexcellenttoolforcapacity-buildingastheypresentthemethodologyofcalculationofeachindicatorindetail,increasingcountries’ownershipoftheproduceddataandindicators.

Aninterestingfeatureofthetemplatesisthattheyoffercountriesthepossibilityofcalculatingpopulation-basedindicatorseitherbyusingUNPDpopulationornationalpopulation.TheyalsoletcountriescomparetheindicatorsproducedbythetemplatewiththeonespreviouslypublishedbytheUIS.Lastbutnotleast,themetadatacollectedinthetemplatesmayserveasabasisforacomprehensiveinventoryofallpubliclyavailablenationalpublicationsanddatasources.

6.1Dynamictemplates,workflowsanddatapointsproduced

Administrativedatatemplate

Thetemplatecollectsdatafor13years(2010to2022)onstudents,teachersandschools.ItisautomaticallyprefilledwithpopulationdatafromUNPD,ISCEDmappingdataonthenationaleducationsystem(theoreticalentranceageanddurationofthenationaleducationprogrammes),andwithindicatorfiguresavailableattheUISforcomparisonpurposes.Indicatorsareautomaticallycalculatedwiththeindicatorformulasembeddedinthetemplate.

Thetemplateincludesthefollowing:

.Metadatasheet:Itpresentsthedefinition,calculationmethodandformula,anddatarequiredforeveryindicator;allowsthecomparisonofUISpublishedindicatorswiththeonesproducedinthetemplatefromnationaldata;andenablestheselectionofthesourceofpopulationdata(UNPDornational).

.Datasourcesheet:Itcompilesthenamesandlinksofallthenationalpublicationsfromwhichdatawereextractedandusedtopopulatethetemplate.

.Sixsheetstocollectstudents’dataforeachlevelofeducationfromearlychildhoodtotertiaryeducation:dataaredisaggregatedbyageandsexinallsheets;thesheetsonprimaryandsecondarygeneralprogrammesalsoincludedatadisaggregatedbygradeanddataonrepeaters.

.Asheettocollectteachers’datafrompre-primarytouppersecondaryeducation:dataaredisaggregatedbysexandstatusofteachers(trained/qualified).

.Asheettocollectdataonbasicservicesinschoolsfromprimarytouppersecondaryeducation:electricity,internetandcomputersforpedagogicalpurposes,infrastructureandmaterialsforstudentswithdisabilities,basicdrinkingwater,single-sexbasicsanitationfacilities,basichandwashingfacilitiesandlifeskills-basedHIVandsexualityeducation.

.Twosheetswithpopulationdata(nationalsourcesandUNPD):Inthesamesheets,theschool-agepopulationiscalculatedbasedonthepopulationdataandthenationaleducationsystemdata(ageofentryintoalevel,durationoflevel,splitorcalendaryear)shouldthecountrybeinterestedininputstheirownnationalpopulationestimates.

.FourteensheetswhichcontaintheembeddedformulasforthecalculationoftheSDG4andOPRIindicators(SeeTables2and3).

Financedatatemplate

Thefinancetemplatecollectsdatafor11years(2012to2022)ongovernmentexpenditureoneducationandtotalgovernmentexpenditure.ThetemplateisprefilledwithGDPdatafromtheWorldBankandwithindicatorfiguresavailableattheUISforcomparisonpurposes.Indicatorsareautomaticallycalculatedwiththeindicatorformulasembeddedinthetemplate.Thetemplateallowsthecalculationoftwoindicators:1.a.2Proportionoftotalgovernmentspendingonessentialservices(education)andGovernmentexpenditureoneducationasapercentageofGDP.

Inadditiontoametadatasheet,thetemplateincludesonlyonesheetofdata–‘Educationalexpenditure’.Itisenoughtoprovidedataforonlytwodatapointsinthissheettogettheindicators:totalgovernmentexpenditureonallsectors(includingeducation)andtotalgovernmentexpenditureoneducation.Theinformationispresentedforalllevelsofeducationcombinedfromearlychildhoodtotertiaryandforalllevelsofgovernmentcombined–central,regional,andlocal.Itisoptionaltoprovideinformationforeachlevelofeducationseparatelyandbysource(ministryoffinanceorotherministries).Thedatacanbeprovidedbasedontherevisedestimates/budgetoractualexpenditure.

ThesheetallowsthecomparisonbetweentheindicatorsproducedandtheonespublishedbytheUIS.Tables2and3presenttheSDG4andOPRIindicatorsandvariablesintheadministrativedataandfinancetemplates.
