1.Mission
Withaspecificfocusonthecriticalnexusofclimatechangeandnutrition,theI-CANWGcontributestotheattainmentoftheoverallmissionoftheATACH,namely“torealizetheambitionsetatCOP26tobuildclimate-resilientandsustainablehealthsystems,usingthecollectivepowerofWHOMemberStatesandotherstakeholderstodrivethisagendaforwardatpaceandscale;andpromotetheintegrationforclimatechangeandhealthnexusintorespectivenational,regionalandglobalplans”.
2.ObjectivesandfunctionsoftheICANWG
Climatechangeandmalnutritionaretwoofthegreatestchallengesfacinghumanitytodayandareintrinsicallyintertwined.Byaddressingtheseprioritiesinanintegratedway,wehaveonesolutiontotwoofourbiggestbarrierstosustainabledevelopment.Climatechangeisimpactingfoodsystems,healthsystems,socialprotectionsystemsandwatersystems-allofwhicharefundamentalforgoodnutrition.Throughcoordinationandcollaboration,theATACHI-CANWGstrivestohelpfostercollaborationtoacceleratetransformativeactiontoaddressthecriticalnexusofclimatechangeandnutrition.
TheI-CANWGwillmeetatleasteverysixmonths,underATACHauspices.
KeyobjectivesoftheI-CANWG:
•Buildingastrongallianceacrossnutritionandclimatecommunities
•Strengthenexistingeffortstotakeactionandaddressgaps
•Developanevidencebaseonintegratingnutritionandclimateaction.
Functions
ThekeyfunctionsoftheI-CANWGarethesameasthoseoftheATACHbutthroughseniortechnicalexpertexchangeandcollaboration,willfocusonactionsforclimateandnutritionactions;namely:
•Deliveringinternationalshifttoenhanceandprioritizeclimateandnutritionaction(ADVOCATE,CONNECT):ThisfunctionfocusesonareaswhereaglobalshiftcanbedeliveredthroughthecollectivepowerofMemberStatesandotherstakeholders,asappropriate.ItreflectsthecollectiveinterestoftheI-CANWGaswellascontext-specificthemeswhichmaybemoreapplicabletosmallergroupingsofMemberStates.
•Monitoring:Collaboratewithpartnersincollating,sharingandcommunicatingevidenceandoptionsforpoliciesandactionsthatshowco-benefitsforclimateandnutritionfromhealthsystemsagrifoodsystems,watersystems,andsocialprotectionsystems.Thisfunctionwillalsocommunicateevidenceontrade-offsandsynergiesbetweenoptionsforpoliciesandactions
•QualityAssurance:Collaboratewithpartnersindevelopingqualityassurancemechanismsdesignedtohelpensurethatassessments,plansandimplementationareofthequalityrequiredtodeliveroncommitmentsmadetherebyfacilitatingacommonunderstandingofsuchcommitmentsandmeasuresofprogress.Thecoreaimistohelpidentifywheresupportisrequiredandtoidentifygoodpractice.
•Financing:MobilizeresourceforI-CAN
•Knowledgesharingandcoordinatingaccesstotechnicalassistance(CATALYZE):ThisfunctionprovidesaforumforAllianceParticipantstoshareexpertise,knowledgeandexperienceontheassessment,planningimplementation,financing,andmonitoringofcommitments.ThissupportsexchangeamongParticipantsandaccesstoinformationtosupportevidence-basedandcost-effectivedeliveryofcommitments.

3.TheSecretariat
Subjecttotheavailabilityofsufficienthumanandfinancialresources,WHOservesastheSecretariatoftheATACHandeachofitsWGs.FurtherinformationontheroleoftheSecretariatisavailableinthe
TORsoftheATACH
(availableinArabic,Chinese,English,French,Russian,andSpanish).
4.Participants
TheATACHI-CANWGisopentoMembersStatesandNon-StateActors(NSAs)thathaveexpressedtheirinterestinATACH.OnceparticipantstotheATACHareconfirmed(followingtheapplicationprocessspecifiedintheATACHTORs),theywillberequestedtoconfirmthespecificWGtheyareinterestedinjoiningbysendinganemailtoatach@.IfparticipantsconfirmtheirinteresttoparticipateintheI-CANWG,theywillbeaddedtothespecificgroupandautomaticallyinvitedtorelevantWGmeetings.Theywill,atanytime,havethepossibilitytoleavetheWG.
5.ResponsibilitiesofParticipantstotheATACHI-CANWG
OnjoiningtheI-CANWG,Participantsundertaketo:
•AdheretotheseTermsofReference;
•Promotethework,vision,goalsandobjectivesoftheI-CANWG;
•ActivelyinitiateandparticipateintheI-CANWGonI-CANactivities,discussionsanddeliberations,andcontributetotheimplementationofactionsandprioritiesderivingfromtheagreedworkplananddiscussions;
•Participate,asappropriate,intheI-CANWGmeetings;
•Shareknowledgeandinformation(lessonslearned,casestudies,programmeresults,etc.)withotherI-CANandATACHWGsparticipantsasappropriate.
6.ChairsoftheI-CANWG
ConsistentwithandbuildingonfromtheATACHToRs,eachATACHWGwillhavetwoco-chairs,representingbothgovernmentinstitutionswithamandateforclimatechangeandnutrition,andtechnicalagencies/organizations,toprovideleadershiptothegroupandprogresstheWGagenda.TheWHO,asATACHConvener,co-conveningcountriesandWGChairs,willformaSteeringGrouptoensurecoordinationoftheworkacrossATACHandtodiscussemergingpriorities.
Theco-chairsoftheWorkingGroupswillbeappointedbyWHOinconsultationwiththeATACHco-Convenorsforaninitialperiodofone(1year).
CriteriafortheselectionofWGchairs:
•Governmentinstitutionswithamandateforclimatechangeandnutrition.Countrieswillbeconsideredasco-chairsbasedontheirproactivity,theprioritytheygivetothespecificWGtopic,andtheircapacitytoadvancetheWGobjectivesandgoals.
•Technicalagencies/organizationswithproventechnicalexperienceandrecordsonthesubjectmatter.Motivationto,proactivityin,andcapacitytoadvancethegoalsandobjectivesoftheWGwillalsobeconsideredbytheSecretariat.
SubmissionofinteresttochairanATACHWG:
AllparticipantstotheATACHareinvitedtosubmittheirinteresttochairanyoftheATACHWGsbysendingamessagetotheSecretariat
(atach@)
.AllsubmissionswillbeassessedbytheWHOSecretariat,whowillconsulttheco-conveners,anddecisionswillbereportedtotheSteeringGroup(SG)andcommunicatedtoapplicants.ThefinalproposalforChairswillalsotakeintoconsiderationrepresentationofallWHORegionsintheoverallgovernancemechanismoftheATACH.
Roleoftheco-chairsoftheATACHWGs:
AsincludedintheTORsoftheATACH,theco-chairsoftheATACHWGsareexpectedto:
•ChairthediscussionsduringtheWGmeetings(ensuringaction-orientedfocusanddeliverables);
•PromoteactiveinvolvementoftheWorkingGroupParticipantsinthedevelopmentandimplementationofitsworkplan;

•WorkwiththeSecretariattoprogressWorkingGroupobjectivesandplansincludinginthedevelopmentoftheWGworkplan;
•SupporttheSecretariatandSteeringGroupintheidentificationofprioritiesand/orchallengesfortheattainmentoftheobjectivesrelatingtothespecificWorkingGroup;
•PromoteandensuresynergieswithotherWorkingGroups;
•ParticipateinSteeringGroupmeetings,representingthework,issuesandviewsofthewiderWorkingGroup;
•SupporttheSecretariatintheagendadevelopmentandactiveparticipationintheATACHWGmeeting.
