This
EVStrategyisalsoanimportant
element
inachievingtheaimsandobjectivesofReading’sClimateEmergencyStrategy,includingtheambitioustargetofachievinganetzerocarbontownby2030.CentralGovernmenthasbroughtforwardplansto
banthesaleofnewpetrolanddieselcarsintheUK
by2030,
and
over
thepastfew
yearstherehasbeenasignificantgrowthintheproportionofnew
EVsalesacrossthecountry,includinginReading.Thisgrowthissettoincreaseas
weexperiencevolatilitywithfluctuatingpetrolanddieselprices,EVs
becomingamoreaffordableoptionastechnologyadvances,
andasresidentslooktomakemoreenvironmentallyconsciouschoices.As
amajor
hubforemployment,
leisure,retailandkeyservices,Readingattractsmanyvisitors.Oneimpactofthis
successis
highlevelsoftrafficcongestionaspeopletravelto
andthroughReadingbyprivatecar.Thisisdespiteushavinganextensivebusnetwork
intheborough
andamajorrail
hub
atReadingStation.As
aresultofcongestion,
Readingalsosufferswithairpollutionandalargepartofthetowncentreand
keycorridors
intheborougharecoveredbyanAirQuality
ManagementArea(AQMA).Thisposesconsiderablehealthriskstoresidents
andvisitors,particularly
younger
oroldermembersofthecommunityandthosewithunderlyinghealthconditions.Thefurtheruptakeofelectricvehicles
toreplacepetrolordieselvehicleswillhaveapositiveimpactonairquality,and
thereforeonthehealthandwellbeingofeveryoneinReading.PageiiJune2023ElectricVehicle
ChargingInfrastructureStrategy2023WeareawarethatEVsstillemitfineparticulatepollutionanddonotaddress
congestion.Therefore,
increasingtheuptake
ofEVsis
onlypartoftheanswer,
andareductioninprivatevehicleusageisstillneeded.However,aswenotein
theReadingTransportStrategy2040andClimateEmergencyStrategy,
evenafterreducingdemandandencouragingmodalshifttoothermodes,therewillstillbe
asignificantneedformotorisedtransportfornecessaryjourneys.Aselectricitysupplyisdecarbonised,
replacingfossilfuel-basedvehicleswithEVswillbeakeyelementandoneofthemostimportantcontributors
toanetzerocarbonReading.Oneofthesignificantbarriersto
adoptingEVsis
theabilityforpeopletocharge
their
vehicle,particularlyiftheydonothave
adrivewaytoinstallchargingfacilities
athome.
TheCouncilhasakeyroleinfacilitatingtheroll-outofcharginginfrastructure,and
thisstrategyhas
beendevelopedto
bringforwardmeasurestotacklethis
issue,
particularlytoaddress
any
gapsin
provisionwhicharenotadequatelycateredforbytheprivatesector.Inaddition,we
areawareoftheissueofalackofcapacityintheoverallpower
network.WhilstthisisnotwithintheCouncil’scontrol,weareworkingwithsuppliersincludingSouthernElectricPowerDistributionasamatter
ofurgencytoensuresufficientsupplyisavailabletofacilitate
thetransitiontoEVsand
encouragewider
adoptionofEVsacrosstheborough.It
isrecognisedthatEV
chargingisarapidlychangingarea,thereforethisstrategywillberegularlyreviewedastechnology
advances
andnew
nationalpoliciesand
funding
streamsarebroughtforward.
Thisstrategyiscurrentlyindraftform,andwewelcomeallfeedbackreceivedthroughthepublic
consultationto
helpshapethefinalstrategy.This
willensurethatwearebestplacedtodeliver
thewiderbenefits
thatthetransitiontoEVswillbring
to

TheReading
ElectricVehicle(EV)
ChargingInfrastructureStrategyformspartof
the
ReadingTransportStrategy2040,
which
aimstoaddressenvironmental,
airquality,andhealthand
wellbeing
issuesassociatedwithourtransportchoices.Thetransportstrategy
visionis
topromoteasustainable
transportsysteminReading
thatcreatesan
attractive,greenandvibranttownwithneighbourhoodsthatpromotehealthychoicesandwellbeing.Through
the
ReadingTransportStrategy,
wearecommittedtoprovidingtransport
optionsthatenhancequalityoflife,reduceemissionsandimproveair
quality.
TheEVChargingInfrastructure
Strategy
alsosupportsthe
widerobjectivescontainedwithinthe
Reading
ClimateEmergencyStrategy
andAirQualityActionPlan(AQAP).The
ClimateEmergencyStrategyseeksto
achievenetzerocarbondioxideemissionsinReadingby2030,whilst
theAQAP
aimstoaddressareasofpoorair
qualityin
theborough.1.2
Inordertoachieveoursustainabletransportvisionand
meetthe
widerenvironmentalgoals,
we
aim
to
reducecaruse(bothwithinand
throughthe
borough)by
providingattractiveandviablealternatives
throughenhancedpublictransportand
activetraveloptions.However,
itis
recognised
that
privatevehicle
use,car
andvantrips,willremainformanythemostappropriatemodeoftransport.
Therefore,
byencouragingtheadoptionofelectric
vehiclesfor
essentialtrips,theycanbemade
to
be
more
sustainable
withalowerimpacton
theenvironmentand
climate
change.1.3
Akeydriverto
the
successfuladoptionofelectricvehiclesistheabilitytoadequatelychargevehicles.Forsome
thenaturalchoicewillbethroughhomechargingin
anoff-street
setting,but
thiswillnotbe
availableformanyasReadinghas
aparticularlyhigh
proportionofhomes(approximately45%),suchasVictorianterracedhousing,thatdonot
haveoff-street
parking
intheborough.ElectricVehicleChargingInfrastructureStrategy2023Page1of66June20231.4
Arangeof
charginginfrastructure
optionswillthereforeberequiredtocomplementhomecharging
andprovideoptionswhenthisis
notavailable,including
destinationandworkplacecharging
aswellas‘en-route’charging.Havingcomprehensive,
accessible,equitableandefficientcharginginfrastructureisessentialinenablingtherapid
adoptionofelectricvehicles
andisthekeyfocusofthis
strategy.1.5
However,the
transitionto
electric
privatecars
willonlypartiallyaddresswider
objectivesrelatingtotheenvironment,healthand
wellbeing,andtheeconomy.Around85%offine
particulatepollutionfromvehiclesdoesnotcomefromexhausts
but
fromwearand
tearontyres,brakesandroadsurfaces,
withtheparticles
beingliftedback
into
theairthroughvehiclemovement.Inaddition,reducingsingle/lowoccupancyroadtravelwillberequiredto
achieveimprovementsinair
qualityandlevelsof
congestionasthiswillnotbe
addressedby
the
transitionto
electricvehicles.Afurthercoreelementof
thisstrategyisthereforetheprovisionof
charginginfrastructureforelectricbuses,carclubs,
taxis,e-bikesand
e-scooters*to
helppromotethesesustainableformsof
travel.
*It
shouldbenoted
thattheuseofe-scooters
is
currentlyillegalonthepublichighway,exceptthrougha
Government
approvede-scooterpublichirescheme.Theuseofprivatelyownede-scootersonthepublichighwayisthereforesubjectto
Governmentbringingforwarda

objective
of
the
Reading
EV
Charging
Infrastructure
Strategy
is
to
set
out
the
current
position
and
to
light
the
future
pathway
supporting
theuptakeofelectricvehiclesforthe
residents,visitorsand
businessesof
Reading.Electric
Vehicle
Charging
Infrastructure
Strategy
Aim:Our
EV
Charging
Infrastructure
Strategy
aims
to
accelerate
the
transition
to
Electric
Vehicles
fornecessary
travel
in
Reading
in
the
context
of
wider
Local
Transport
Plan
aspirations
to
reduce
the
needtotravel,reducecarbonemissions,improveairqualityandpromotesustainableandactivetravel.1.7
TheEVCharging
InfrastructureStrategyis
partof
a
wider
suite
of
policiesto
drivetowards
a
cleanerandgreener
Reading.
The
strategy
isthereforeput
forwardto
enableand
encouragetheuptakeof
moresustainable
transportcrossReadingin
tandem
withpromotingandenablingmodalshift,activetravelopportunities
andcleanercarbonreducedtraveloptionsforallcommunities,businessesandvisitorstoReading.1.8
Reading’sEVChargingInfrastructureStrategy
willalsoplayasignificantroleindrivingtowardacarbonneutralReading

a
Reading-wide
approach

facilitate
the
transition
to
the
use
of
electric
and
zero
emission
vehicles
(includingelectricbuses,
carclubs,
taxis,e-scootersande-bikes)forresidents,businessesand
visitors
inReading.2.
Increase
public
electricvehicle
charging
point
provision
to
enable
forecast
growth
in
EVs
so
far
as
practicable,
and
preventinfrastructure
becoming
a
constraint
to
EV
take

adaptable
policy

respond

focusses
on
EV
charging
for
cars,
car-based
vans,
and
taxis
(hackney
carriage
and
private
hire
vehicles),
however
it
does
include
currentEVandlowcarboninitiativesforbuses,micro-mobility(e-scootersande-bikes)
and
large/heavygoodsvehicles(HGVs)andotherservice
vehicles.1.13

alsolooksatotherdevelopingtechnologiessuchashydrogenandincludemodalshiftopportunitiessuchas

Inthis

theelectricchargingdevicesforvehiclestorechargethroughanelectriccableconnection.
Werecognisethatthere
are
trialsofwirelessEVcharging
whichmay
becomeaviablealternativeinthefuture
and
wewillevolveourstrategyasrequiredfornew
technologies.1.15
Electric
vehicles(EVs),sometimesreferredtoasUltra
LowEmissionVehicles
(ULEVs),or‘plug-in’vehiclesincludingpureBattery
ElectricVehicles(BEVs)andPlug-inHybrids(PHEVs),allrequirecharging
fromtheelectricaldistributionnetworkwhichwillcontinueto
haveassociatedcarbonemissionsfarintothefutureeven
thoughthevehiclestravel
withzero
tailpipeemissions.ULEVsalso
includeotherzeroemission(attailpipe)vehiclessuchas
hydrogenFuelCellVehicles(FCEVs)whichgeneratetheirownelectricityon-boardfroma
fuelsuch
ashydrogen,and
donotneedtoplugin
totheelectricitygridtorecharge.Hybrids(HEVs)whichdo
notpluginhavea
muchsmallerbatterywhichisrecharged
whiledriving(regenerative).HEVscandriveinelectric
modefor
only
a
few
miles
atthemost.StrategyDeliveryDelivery1.16
This
strategyincludesanAction
Planwithkeyobjectivestodirect
anddeliverfutureinfrastructureneedsof
Reading.Theaction
planidentifiesspecificactionsregardingtheobjectivesandboththeimmediateactionsas
wellas
the
longer-termtasks.1.17
Itisacknowledgedthatthedeliveryof
EVCPsrequiresasignificantlevelofresourcingandfundingeitherfrom
publicfunds(localornational)
orprivatesectorfundsormorelikelya
combinationofboth.Itisalsorecognisedthatlocalauthoritybudgetsarealreadyconstrainedandfuturespendingmore
uncertainagainstthe
backdropoftheimpactfrom
the
Covidpandemic.Localauthoritieswill
needto
take
carefulconsiderationtoensureinvestmentinEVCPsdeliversgoodvalueformoneywhilstalso
notbecomingobsoletewithinitsexpectedtimeframe.1.18
Localauthoritiesalsoneed
todefinetherole
they
will
playinthedeliveryof
EVCPscomparedto
privateproviders,home
chargingand
otheroptionsavailable.This
strategyandthecommitments
outlined
inthe
actionplanwilltakeaccountof
theseissuesworkingwithstakeholdersandsupplierstoprovidethe
Councilwithacoherentplanforthe
wholeoftheborough.
Itwillalsolooktocapitaliseonexistingbudgetas
wellasfutureGovernment
grantsandfundingopportunitieswhilst
developingpartnershipswiththe
private
sectortodeliveran
EV
charging

InfrastructureStrategytraverses
acrossawideareaofCouncilpolicy
areasfromenvironmentandenergy,climate
change,airqualityto
planningand
transport,healthand
wellbeingandwillbefullyconsultedwitheachas
wellasexternalstakeholderstoensure
we

whereincomeislow.Lowerincomehouseholdsareoftendisproportionatelyaffectedbypoorairqualityand

sectorof
society

Councilislimitedinthe
actionsitcantaketo
supportlow-incomehouseholdswiththe
direct
purchaseofEVs,actioncanbe
takentobemindfulof
equitableaccesstoEVchargingand
EVs
wherever
possible.
Electriccarclubsandthechargersneededtopowerthemare
identifiedasavaluablemeasuretohelpimprovesocialinclusionwithinthe
EV
ChargingInfrastructureStrategy
and
this
willbea
keyprioritymovingforward.1.23

on-streetchargingisunderwayinReading
to
enableEVdriversaccessto
localcharginglocationswherepeoplehavenooff-streetparking.TheCouncilisalsosupporting

sinceconfirmedthatnewpetrolanddieselcarsandvanswillnotbe
allowedto
besoldin
theUKfrom2030.Thestrategysetsout
plansandtargetstoenableamassiveexpansionofcharginginfrastructureacrossthe
country,reduce
emissionsfromthevehiclesalreadyontheUK’sroads,anddrive
theuptakeof
zeroemissioncarsandvans.2.2

toaddresstheproblemswithlongterminfrastructureplanningintheUK.Thisfirst
NationalInfrastructureAssessment
buildsontheanalysisintheCommission’sinterimreport,Congestion,Capacity,Carbon:
Prioritiesfornationalinfrastructure,to
setoutalong-termvisionforhighquality,
goodvalue,sustainableeconomicinfrastructurefortheUK,and

climatechange.Thepurposeofthislegislationisbothto
amendtheexistingcompulsorythirdpartyinsuranceframeworkbyextending
itto
coverthe
use
of
automatedvehiclesand
dealwithelectricand
hydrogenpoweredvehiclecharging

Part1ofthisActrelatesto
motorinsuranceforautomatedvehicles(i.e.,vehicles
thatcandrive
themselves
withouthuman
intervention)
anddeterminesliabilitywhere
an
accidentcausedby
an

electric

intendedtoaddressincompatibilityof
chargepointsby
requiring

outplansto
meetambitiouslegallybindinginternational
targetstoreduceemissionsof
thefivemost
damagingairpollutantsby2020and2030.Thisstrategyoutlinesthe
government’sambitionsrelating
toreducingairpollution,makingairhealthierto
breathe,protectingnatureandboostingtheeconomy.Thestrategysetsouta
