theendof2021,therewere418,887operationalcellsitesacrossthenation,andthatdoesn’taccountforallthenew5Gbasestationsaddedto

existingcellsites.19

reforms

encouraged

therapid

deployment

of

5G,

with

62

percent

of

cell

sites

built

from

2016

to

2021cOperatorsalsoinvestheavilyinspectrum—thelifebloodofwirelessnetworks.TheFederalCommunicationsCommission(FCC)auctionslicensesthatproviderightsto

useparticularairwaveswithoutinterferencefromothers.Thewirelessindustrycompetesvigorouslyintheseauctionsto

gaintheresourcesneededto

FWAcompetition.27ThescaleofFWAanditscompetitiveimpactonthehomebroadbandmarketultimatelydependsonsufficientspectrumbeingmadeavailablefor5G.Innovative

trafficwillonlykeepclimbing—Ericsson

theon-rampofchoiceformanyofthosewithoutahomebroadbandconnection,mobilehelpsdriveconnectivity,choice,anddigitalliteracywithinhistoricallyunderrepresentedgroupslikecommunitiesofcolor,

low-incomehouseholds,andruralpopulations.Americanscontinueto

addwirelessconnections,drivenbygrowthindata-onlydevices—themedicalsensors,smartwatches,hotspots,andmorethatrunonwirelessdata.Thesedevicesmakeupanincreasingshareofoverallconnectionsevery

year—42percentofthenation’s

499millionwirelessconnectionstoday.23The

forvarying

consumer

preferences

andbudgets.

cheaper

and

connections

are

Thislongtrackrecordofdecliningpriceshelpsexplainwhywirelessistheonlybroadbandconnectionforoveraquarteroflow-incomehouseholds.29FIXED

thefixedbroadbandmarket.Wirelesshaslongbeenthemostwidelyusedbroadbandtechnology.In2021,PewResearchestimatedthatwhile77percentofadultsintheUnitedStates

haveahomebroadbandconnection,85percentownasmartphone.30

Forabout15percentofAmericans,theirwirelessdeviceistheironlybroadbandconnection.31Demographicdisparitiesinsmartphoneadoptionhaveallbutdisappeared:85percentofAfricanAmericansand83percentofLatinosownsmartphonestoday,comparedwith85percentofwhiteAmericans.32EarlyFWAofferingsarethefastest

growingbroadbandconnectioninthenation.Lastyear,
