Inaddition,SaudiArabiaisplacingsignificantemphasisonadvancingresearchandminingventuresrelatedtobatterymaterialsupstreaminordertoaddresscrucialgapsintheelectricvehiclesupplychain.Thenationismakingconcertedeffortstoattractlithiumminersandbatterymanufacturerstoestablishoperationswithinitsbordersaspartofitspushtomoveawayfromrelianceonhydrocarbons.Totapintoitsestimated$1.3trillionmineralresourcesandaddresstheincreasingsupplydeficit,thecountryisrapidlyissuingmininglicenses,withlithiumemergingasakeysource.Thegovernmentisprocessingalmost150explorationlicenseapplicationsfromforeigncompaniesandplanstolure$32billionofinvestmentintotheminingsector.SaudiArabia'sMinisterofIndustryandMineralResources,MrBandarbinIbrahimAlKhorayefhassaidthatthegovernmentplanstoallotmorethanadozenlicensesforminingexplorationtointernationalinvestors.Intermsoflithiumextractionandprocessing,researchersarecurrentlyexploringeffectivetechniquesforextractingandrefiningthemineralfromthesaltybrinebyproductfoundaroundSaudiArabia'soilfields,withtheaimofutilizingitintheproductionofbatteries.

TheSaudiStandards,MetrologyandQualityOrganization(SASO)haddisallowedtheimportofEVsin2017,awaitingtheissuanceofthethenpendingSASORegulationsforElectricVehicles.Thesubsequentlypublishedregulations,calledtheTechnicalregulationsforElectricVehicles(updatedinNovember2020)applytoallelectricvehicleswithamaximumGrossVehicleWeightofupto3500kgandatopspeedofmorethan25km/hour.TheseregulationswereinfluencedbytheEVframeworksofothercountries,withparticularemphasisontheregulationsimplementedbytheUnitedArabEmiratesconcerningthesaleandutilizationofEVs.TheregulationsapplytoelectricvehiclesplacedinKSA,whethermanufacturedinsideKSAoroutsideit.
