Asaglobalsuperpower,Americaexportsitscultureonanunprecedentedscale.Frommusictomedia,filmtofastfood,languagetoliteratureandsport,theAmericanideaisspreadinginexorably(不可阻挡地),notunliketheinfluenceofempiresthatprecededit.Thedifferenceisthattoday'stechnologyflingsculturetoeverycorneroftheglobewithblindingspeed.IfittooktwomillenniumsforPlato's"Republic"toreachNorthAmerica,thelatesthitfromJustinTimberlakecanbefoundinGreek(andJapanese)storeswithindays.Sometimes,U.S.idealsgettransmitted--suchasindividualrights,freedomofspeech,andrespectforwomen--andlocalculturesareenriched.Atothertimes,materialismorworsebecomesthemessageandlocaltraditionsgetcrushed.

Butwhatsomecall"McDomination"hascreatedabacklash(强烈反应)incertaincultures.Andit'snotclearwhetherfastfood,Disney,orrock'n'rollwillchangetheworldthewayHomerorShakespearehas.

Hollywoodrulestheglobalmoviemarket,withupto90percentofaudiencesinsomeEuropeancountries.EveninAfrica,twoofthreefilmsshownareAmerican.FewcountrieshaveyettobetouchedbyMcDonald'sandCoca-Cola.StarbucksrecentlyopenedupanewfrontinSouthAmerica,andeveryone'sgotaHardRockCalfT-shirtfromsomewhereexotic.

WestIndiansportsenthusiastsincreasinglywatchbasketball,notcricket.BaseballhaslongsincetakenrootinAsiaandCuba.AndChineseyoungpeoplearebecomingmorecaptivatedbyAmericanfootballandbasketball,someevenprintingthenamesofNBAstarsontheirschoolsweatsuits.AmericanEnglishisthelanguageofchoiceforwould-bepopstarsinEurope,softwareprogrammersinIndia,andInternetsurferseverywhere.

America'spreeminenceishardlysurprising.Superpowershavethroughouttheagessoughttoperpetuatetheirwayoflife:fromthephilosophyandmythologyoftheancientGreekstothelawandlanguageoftheRomans;fromtheartandarchitectureoftheTangDynastyandRenaissance.ItalytothesportsandsystemsofgovernmentoftheBritish.

"Mostempiresthinktheirownpointofviewistheonlycorrectpointofview,"saysRobertYoung,anexpertinpostcolonialculturaltheoryatOxfordUniversity."It'sthecertaintytheygetbecauseofthepowertheyhave,andtheyexpecttoimposeitoneveryoneelse."

ThreatsofAmericanCulturalDomination

languagesdesignedfortheirownauthorstouse,andalotoftheworstonesweredesignedforotherpeopletouse.

Whenlanguagesaredesignedforotherpeople,it'salwaysaspecificgroupofotherpeople:peoplenotassmartasthelanguagedesigner.Soyougetalanguagethattalksdowntoyou.Cobol(计算机通用语言)isthemostextremecase,butalotoflanguagesarepervadedbythisspirit.Ithasnothingtodowithhowabstractthelanguageis.Cisprettylow-level,butitwasdesignedforitsauthorstouse,andthat'swhyhackerslikeit.Theargumentfordesigninglanguagesforbadprogrammersisthattherearemorebadprogrammersthangoodprogrammers.Thatmaybeso.Butthosefewgoodprogrammerswriteadisproportionatelylargepercentageofthesoftware.

AnAPBisadescriptionofaspecificsuspectaccusedofcommittingaspecificcrimeorcrimes,usuallybasedoneyewitnessaccounts.Forexample,followingabankrobbery,policemightinterviewsuspectsandreviewsurveillancecamerafootagebeforereleasingthefollowingAPB:

SuspectwaslastseeninadarkblueFordpick-uptruck.HewaswearingaredT-shirtandblackjeans.Suspectisdescribedasawhitemale,5-feet10-inchestallandthinwithrecedingblondhair.Hehasatattooofasnakeonhisleftforearm.

Thenextstepinprofilingisthepsychologicalprofile.Investigatorscreatethisprofileintheabsenceofphysicalevidenceoreyewitnessdescriptions,ortosupplementsuchdescriptions.Theytakewhattheyknowaboutanunknownsuspectandhisactionsandtrytogenerateadditionalinformation.Forexample,ifaserialmurdererhasbeenkillingthefemaleemployeesofalawfirm,profilersmightfinditlikelythatthekillerisamaleformeremployeeorclientofthelawfirm.

Otherevidence,suchasnotesleftbythekiller,thelocationofthekilling,orthestateofthecrimescenecanallowprofilerstodevelop"educatedguesses."Theseguessesmightincludethingslikethesuspect'seducationlevel,psychologicaltraumas(创伤)hehassufferedorwherehelives.Theyarenotalways100percentaccurate,andsometimestheycanberathervague.

PredictiveProfiling

Withpredictiveprofiling,criminalprofilinggetsmorecontroversial.Insteadofseekingaparticularsuspectbasedonevidenceataspecificcrime,predictiveprofilingattemptstoguesswhichpeoplearelikelytocommitacrimethathasn'thappenedyet.

Thisisn'tarevolutionaryideabyitself.Policeofficersdon'tjustreacttocrimes:theypatrol,observeandtrytospotsuspiciousbehavior.thatcouldmeanacrimeisgoingtotakeplace.Fewpeoplewouldquestionanofficers'righttoinvestigateasuspicioussituationorquestionasuspiciousperson.Evenwhenpolicedepartmentsusetheircriminalprofilesasajustificationforsearchesandarrestswithoutwarrants,thosepracticeshavebeenupheldbytheSupremeCourt.
