本文以新公共服务理论为视角,研究了S市老年人“数字鸿沟”问题。通过深入调研和数据分析,得出以下结论:

首先,老年人中存在数字技能差异,部分老年人缺乏数字技能,难以使用互联网及相关技术,造成了数字鸿沟现象。

其次,政府承担赋予老年人数字技能的责任。但是,目前政府在老年人数字化服务方面的投入不足,缺乏有效的政策和措施,无法解决老年人数字鸿沟问题。

此外,社区组织、志愿者以及亲友间提供的服务能够对老年人缓解数字鸿沟产生积极影响。

最后,本文提出建立政府、社区、非营利组织与企业四方合作的数字服务中心,并加强对老年人数字技能教育的推广,来缓解老年人数字鸿沟问题。

Abstract:

Thispaperstudiesthe"digitaldivide"problemofelderlypeopleinScityfromtheperspectiveofthenewpublicservicetheory.Throughin-depthinvestigationanddataanalysis,thefollowingconclusionsaredrawn:

Firstly,therearedifferencesindigitalskillsamongelderlypeople,andsomeelderlypeoplelackdigitalskills,makingitdifficulttousetheInternetandrelatedtechnologies,leadingtothephenomenonofdigitaldivide.

Secondly,thegovernmentbearstheresponsibilityofgivingelderlypeopledigitalskills.However,atpresent,thegovernment'sinvestmentindigitalservicesfortheelderlyisinsufficient,andthereisalackofeffectivepoliciesandmeasurestosolvetheproblemofelderlydigitaldivide.

Inaddition,servicesprovidedbycommunityorganizations,volunteers,andfriendsandfamilycanhaveapositiveimpactonelderlypeopleinalleviatingthedigitaldivide.

Finally,thispaperproposestoestablishadigitalservicecenter,whichisapartnershipbetweenthegovernment,community,non-profitorganizations,andenterprises.Thepromotionofdigitalskillseducationfortheelderlyshouldalsobestrengthenedtoalleviatetheproblemofelderlydigitaldivide.
