ThescenesthisweekfromMozambiquehavebeenincrediblymoving.Idontsupposeanyofuswillforgettheextraordinarycourageofthepregnantwomanclamberingforsafetyupatreehavingtogivebirththereandthen,fortunatelymotherandbabybeingwinchedbyhelicoptertosafetyminuteslater.

Thatmotherscouragehasbeenmatchedbysimilaractsofbravery,notjustfromthevictimsofthefloodbutfromthosetryingtorescuethem.

Manyhavebeensaved.Manyothersarestillindanger.Thesearetheworstfloodstohavehittheareaforhalfacentury.Itsbelievedthatthereareasmanyas100,000peopletherestillstrandedandindangerfromthefloodwaters-intrees,onroofsorcrowdedtogetherwithoutfoodordrinkingwaterontheonlyhighgroundtheycanfind.Aroundhalfamillionpeoplearebelievedtohavelosteverythingtheypossessed.

AnditssuchatragedyforMozambique:acountrythataftermanyyearsofdifficultywasfinallystrugglingtogetbackonitsfeetagain.

Inthelightofthistragedy,theworldhashadtoactquickly.AndIbelievewecanbeproudofthewaythatBritainandBritishpeoplehavereacted.AndofthewaythatourDepartmentforInternationalDevelopmenthasuseditsenormousexpertiseinordertodotheverybestitcantohelp.Andwereluckythatwehavethatexpertiseindealingwithdisasterrelief.

Andweveseenitthisweekinaction.

Wecharteredsevenhelicopters-fivelocally,twofromtheUkraine.WearesendinganotherfourRAFhelicoptersofourown.108inflatableboatshavebeenloadedontoaplaneinKenttoflyimmediatelytotheregion.

WehavesentLandRovers,satelliteequipment,RoyalNationalLifeboatpersonnelandafirebrigadeteam.

Thetotalassistance-notjustpledgedbutdonated-fromtheUKgovernmentstandsat￡7.3m.Andtodaywecandomore.Whenthefloodwaterssubside,therebuildingprocesswillhavetobeginquickly.Otherwisethepopulationwillbeatthemercyofcholeraandmalaria

epidemics.ThatiswhywearesendingFortGeorge,aspecialsupplyshipcurrentlyinthegulf,totheregion.Itisequippedwithfreshwater,food,medicine,muchneededaviationfuel,aswellasfiveRoyalNavySeaKinghelicopters.Itsgoingtobeabletoaccommodate500evacuatedpeople.InjustoveraweekitwillbeinMozambique,deliveringmoreinthehumanitarianeffort.

Youcanneversaythatyouvedoneenoughorthatyoucouldnthavedonemore.ButIdoknowthatourcountryhasactedquickly-puttingitsexpertiseacrosstheboardatthedisposalofMozambique;andshowingonceagainhowBritaincanbeaforceforgoodintheworld.

Iknow,too,thatyouwantthegovernmenttoact.ClareShort,GeoffHoontheDefenceSecretary,andtheirMinistershavebeenworkingflatoutonthis.TheyknowhowmuchtheBritishpeoplecareaboutsufferinglikethis.AndIknowtoothatyouwillallwanttoplayyourpartaswell.YesterdayanemergencyappealwaslaunchedbythecharitiesworkinginMozambique.Itdeservesalloursupport.

BeingPrimeMinisterisadifficultjobbutnothingsmoredifficultthanbeingaparent.

Andtherearefewerbiggerworrieswhenyouareaparentthandrugs.Nomatterhowhardyoutrytobringyourchildrenupwell,nomatterhowsensibleanddecenttheyare,weallofusworry.

Whatiftheyfallinwithwrongcrowd?Whatifmykidsgetofferedecstasyatapartyoraclub?Whatifsomeoneevenoffersthemdrugsatschool?

Heroin.

Ecstasy.

Crack.Cocaine.

Lethaldrugswithlethalconsequences.Harddrugsthatleadtoaddiction.Oftenafterstartingfromsocalledsofterdrugs.Thesedrugsruinlives.Theyreplacehopewithdespair,theytearfamiliesapart.Theyshattercommunities.

Andtheyfuel,ofcourse,weallknowthat,somuchofourcrime.Itisestimatedthatatleasthalfofallthepropertycrimeinthiscountryislinkedinsomewaytodrugs.

Anditisntjustinner-cityhousingestateswhicharepreytodrugs.

Theresnotacommunity,fromhereinthecentreofLondontothemostremotepartsofourcountryside,whichisfreefromit.Notaparent-richorpoor-thatdoesntworry.Notafamilythatisimmunetothethreat.

SonotjustasaPrimeMinister,asaparenttoo,wewanttosupporthardworkingfamiliesandmakesurethatweengageinarealbattletocombatthescourgeofdrugsinoursociety.Weallknowtheresnosingle,simplesolution.Whatsneededisaraftofco-ordinatedmeasurestotacklethismodernmenace.

Chokingoffthesupplyofdrugs.Catchingandpunishingdrugdealers.Breakingthelinkbetweendrugsandcrime.Treatingproperlythosehookedondrugs.Educatingourchildrenaboutthedangers.

Givingfamilieseverypossiblesupport.

Newlawsarethecrucialfirststep.

Weretakingnewpowerstotestcriminalsfordrugs.

Mandatorytestingofallprisoners.

Newpowerstoensureconvicteddrugoffendersarereferredfortreatment.

Newsevenyearminimumsentencesfordrugdealers.

Butwehavetodomore.Becausenomatterhoweffectivelythepolice,orcourtsorcustomsoperate,theycantwinthiswarontheirown.Weveallgottoplayourpart.

ThatswhatsbehindthesuccessfulMetropolitanPoliceRatonaRatphone-lineherein

LondonandtheotherCrimeStopperscampaignsthatareengagingmembersofthepublicinthisbattletoo.

Justtogiveyouacoupleofexamples,inonecaseagrandmothergotsuspiciousaboutthepeoplenextdoor.Fromhercalltotheconfidentialnumber,thepolicewereabletobusta￡1milliondrugsfactory.

Orinanother,vitalinformationprovidedthemissingdetailsthepoliceneededfora￡3millionheroinseizure.Justtwotelephonecallsresultinginthat.

InjusttwoweekscallstotheLondonRatonaRatschemeincreasedfrom70to2,000.Sevenhundreddrugdealersandusershavebeenarrestedsincetheschemebegan.

Initiativeslikethisareworkingsuccessfullyrightacrossthecountry.Sowehavetodomore.NotjustinrelationstocourtsinvolvingthemembersofthepublicbutearlierthisweekIchairedameetinghereintheCabinetroomwithkeyMinisters-JackStraw,MoMowlamandthe

personinchargeofourdrugsstrategy-theformerchiefconstableKeithHellawell,policeandcustoms,whereanumberofspecificconcreteideaswerepresentedwhichwecantakeforward.

TheresoneimmediatestepthatIcanannounce-ajointHealthandHomeOfficeplantorecruitmorethan300extraspecialistdrugcounsellorswhocandealproperlyandeffectivelywiththosereferredbythePolicefortreatment.Someofthesepeoplewanttogetoffdrugsbutunlesstheygetthetreatment,theydontgetthechance.Ifwegetyoungoffendersoffdrugs,therellbefarmorechancestoppingthemreoffending.Sincetheyreoftenoffendingtofeedthehabit.Theadvertsforthesenewpostswillgooutinthenextfewdays.

ThecreationoftheNationalHealthServicebackin1948liftedamassiveworryfrompeopleslives.

Forthefirsttime,healthcaredidnotdependonwealth.Need,notabilitytopay,waswhatmattered.

EveryfamilyinBritain-andcertainlymine-hasitsownreasonstothankthecreatorsoftheNHSandtheexpertiseanddedicationofitsnursesanddoctors.

ButwhilesupportfortheNHSremainsstrong-andinparticularforitsfoundingprinciples-inrecentyearstheresbeenincreasingconcern.

Concern,forinstance,aboutgrowingdelaysandpatchystandardsofcare.Aboutwhyhealthfundinghasnotkeptpacewithothercomparablecountries.

Andtheseconcerns,inturn,havefedfearsabouttheverysurvivaloftheHealthServiceinthenewcentury.

IunderstandthesefearsbutIdontsharethem.IbelievethevaluesandprinciplesbehindtheHealthServiceareasrelevanttodayastheywere50yearsago.

ButIalsoacceptthatonlybyrenewingandmodernisingourhealthservicefundamentallycanwere-assurethecountrythattheHealthServicewillcontinuetomeetitshealthneeds

ThishasmeantconfrontingtwoproblemswhichhavehamstrungtheeffectivenessoftheHealthServiceoverdecades-chronicunder-fundingnumberone,andtwo,theshortcomingsofasystemdesignedreallytomeetthehealthneedsandambitionsof1948.

Wetackledtheunderfundingfirst.

Becausewevetakenstepsasagovernmenttorestorestabilitytotheeconomy,publicfinancesbeingputbackinshapeandbecausewevecreatedtheconditionswheretherearenowamillionfewerpeoplein

benefitandamillionmorepeopleinworkthecountrycannowaffordtherecord-andsustained-investmentthattheNHSneedsoverthenextfewyears.

ThisyearsBudgetdeliveredanannualfundingincreaseofmorethan6%aboveinflationforthosefouryears-twicethereal-termsincreasethattheNHShasreceivedoveritshistory.

ButpastlackofinvestmentisnottoblameforalltheshortcomingsintheHealthService.

Itcantexplainforinstance,whyservicesinonehospitalcanbesomuchbetterthanthoseinanotherinthesametown.

Indeed,sometimesthewholedebateaboutshortageofmoneyhashelpedmaskotherseriousfailuresinthehealthservicewhichriskwastingtheextrainvestmentthatwenowwanttoputin.

SothechallengewelaiddownwhenweannouncedtheextramoneyisthattheGovernmentwoulddelivertheinvestmentbutthemoneyhadtobeaccompaniedbymodernisationandreformofthechronicsystem

failuresoftheNHS.

ThatswhatthefirsteverNationalPlanfortheNHS,publishedonThursday,delivers.

Itsambitiousbutitisrealistic.Itsaplanrootedintheexperienceofpatientsandthousandsoffront-lineNHSstaff,ateverylevelandineverypartofthecountrywhohavehelpeddrawitup.

Iknow,becauseIvehaddozensofmeetingswiththemoverthelastfewmonthsasIveworkedtohelpdrawthisup.
