A.thebeststudentspreferthesameschool B.itwasaimedtoincreasecompetition C.itallowsparentstochoosebetweendifferentschools D.municipalandindependentschoolsarealltax-funded(C)BACKintherosymid-2000s,immigrantsweretoleratedandsometimesevenwelcomedinBritain.Timesweregood,andthehard-graftingfolkwhorushedinafterPolandjoinedtheEUin2004faredwell.Butfiveyearsofeconomicslumphavehardenedattitudes.Pollssuggestthelocalsareturningfrostyjustasanewwaveofimmigrants,fromBulgariaandRomania,rumblestowardsthenation’sshores.Politiciansreflectthosefears.Yettheevidencesuggestsmoreimmigrationwouldbeaboost,notadrag.Britain’snativepopulationisremarkablystable.Sincetheearly1990sbirthshavetalliedsocloselywithdeathsandemigrationthattheheadcounthasbeenflat.Almostallofthecountry’spopulationgrowthisdowntoimmigration.Thenumberofnon-nativeslivinginBritainrosefrom4.8min1995to13.4min2011.Immigrantsmightmakeupaquarterofthecountry’spopulationby2015.ThemixedbackgroundofBritain’simmigrantshelpsexplaintheireffectonthelabourmarket.TheMigrationAdvisoryCommittee,anofficialcommission,lookedacrossarangeofstatisticalstudiesandrubbishedthenotionthatalienspushdownwagesandliftunemployment.Thereislittleevidenceofarelationshipbetweenimmigrationandaveragewages(indeed,somestudiesfindthatwagesrise).Ifthereisadeleteriouseffectonemployment,itseemstocomefromaspecifictypeofimmigrant—thosefromoutsidetheEU—andtoaffectlow-skillednatives.Immigrationdoes,however,seemtoaccentuateincomeinequalityinBritain.Newarrivalstendtohavehugelyvariableskills,fromhotshotprogrammerstomanuallabourers.Theyadddisproportionatelytothetopandbottomofthewagescale,makingitseemmorepolarised.Andtheperceptionofstiffeningcompetitionforlow-paidworkmaybedrivingpublicopinion.In2005YouGov,apollster,foundthat56%ofBritonssupportedthefreedomofEUcitizenstoliveandworkwheretheychose.Inthelatestpolljust38%did.Thisisnot,however,agoodreasontoblockimmigrationmorestrenuously,asboththeConservativeandLabourpartiespledgetodo.Otherfactorsaremoreimportantinpushingdownwagesinbasicjobs.Newtechnologyhasreducedtheneedforunskilledwork.Inc
