水电站水资源论证报告书雷山县毛坪电站雷山县水利水电勘测设计队2006年3月0目录TOC\o"1-5"\h\z1总论.31(1项目由来31(2目的和意义3(3编制依据411.4取水水源与取水地点51.5委托单位与承担单位52建设项目情况...52.1建设项目名称、项目性质52.2建设地点,占地面积和土地利用情况52.3建设规模及分期实施计划62.4职工人数与生活区建设72.5主要产品及用水工艺..82.6建设项目用水保证率及用水量、用水要求、取水情况82.7建设项目污水排放情况93区域水资源开发利用现状及水文地质条件.93.1毛坪河开发情况93.2水文地质条件94建设项目取水水源论证114.1论证区域水资源量114.2不同保证率的来水量,可供水量及取水可靠程度124.3对周边地区及其它用户的影响244.4取水口设置的合理性245建设项目用水量合理分析245.1建设项目用水过程及水平衡分析245.2产品用水定额,生活区用水定额及用水水平分析2516建设项目退水情况及对水环境影响的分析256.1退水系统概况.256.2污染物排放浓度,总量及达标情况.256.3对附近河段环境的影响.267取水对水资源状况和其它用户的影响.267.1取水对区域水资源状况的影响.267.2对其它用水用户的影响.278水资源保护措施279影响其它用水户权益的补偿方案2710水资源论证结论.2810.1建设项目取水合理性2810.2取水水源量,质的可靠性2810.3退水情况及水资源保护措施2810.4结论2921总论1(1项目由来受雷山县通达房地产公司的委托,由雷山县水利水电勘测设计队承担毛坪水电站1000KW的水资源论证工作。根据中华人民共和国水利部、中华人民共和国国家发展计划委员会2002年联合颁布的《建设项目水资源论证管理办法》及附件《建设项目水资源论证报告书编制基本技术要求》,针对建设项目的用水要求,结合取水河道的水源条件,基于论证区域调查与收集的资料,分析水源条件,论证各水源的水量,分析项目建设用水的合理性、项目建设取水后对区域水资源状况和其它用户的影响,提出允建项目取水水量等。1(2目的和意义为适应工农业生产的快速发展和人民生活水平的不断提高,解决当地电力供需矛盾,拟在方祥乡境内的毛坪河上修建毛坪电站。该电站为引水式径流电站,总装机容量1000kW,多年平均年利用小时数为4271h,保证出力157kW,多年平均年发电量456.27万kW.h。工程投资352.98万元。电站投入运行后,有利于缓解当前电力紧张局面,将对全县经济的繁荣和发展起到重要的促进作用。经对工程效益分析,兴建毛坪电站财务上是可行的、经济上是合理的。根据《建设项目水资源论证管理办法》,需要编制水资源论证报告书。31(3编制依据1(3(1法律法规《中华人民共和国水法》2002.8《中华人民共和国水污染防治法》1996.5.15《中华人民共和国水污染防治法实施细则》2000.3《中华人民共和国河道管理条例》1988.6《取水许可制度实施办法》1993.8《水利产业政策》1995.2《建设项目水资源论证管理办法》2002.31.3.2规程规范《建设项目水资源论证报告书编制基本要求》(水利部?国家发展计划委员会第15号令)2002.3《关于做好建设项目水资源论证工作的通知》(水资源[2002]145号)2002.4《水资源评价导则》(SL/T238-1998)《水利工程水利计算规范》(SL104-95)《水利水电工程水文计算规范》(SL278-2002)《建设项目水资源论证法规及有关文件汇编》1.3.3采用标准《地表水环境质量标准》(GB3838-2002)《污水综合排放标准》(GB8978-1996)《工业企业产品取水定额编制通则》(GB/T18820)4《建设项目水资源论证技术标准汇编》1.4取水水源与取水地点取水水源电站取水为毛坪河地表径流水。取水地点根据水电站所在地理位置,确定拦水堰址位于电站取水坝坝址位于毛坪村下游2建设项目情况2.1建设项目名称、项目性质建设项目名称:雷山县毛坪电站建设项目性质:新建工程,水力发电。2.2建设地点,占地面积和土地利用情况毛坪水电站工程位于贵州省雷山县毛坪河上的毛坪村,地处清水江上游南哨河的上游,属于雷公山自然保护区核心区范围,电站所在河流无通航、过木及排水要求,工程对外交通以公路为主,工程点距雷山县城区44km,距雷山县方祥乡27km,现有雷毛公路直通工程区(坝址、厂房),交通较为便利。工程点对外交通设计考虑厂房接雷毛公路,需新修进厂公路1.2Km。工程永久性占地包括拦河堰枢纽工程、引水建筑、压力前池、压力管道以及厂区枢纽。征用土地调查范围是根据工程布置和施工组织提供的资料确定征用土地范围。永久性占地面积为14.3亩。2.3建设规模及分期实施计划5建设规模毛坪电站设计装机容量1000kW。分期实施计划本工程规模较小,只考虑在一年之内建成,不分期实施。2.4职工人数与生活区建设一、机构设置毛坪水电站是一民营企业电站,主要供电地区是与南方电网网络联网。在设立管理机构时,本着管理方便,职能统一的原则,是雷山县通达房地产公司的直属电站,由公司负责建设和投产后的经营管理。二、人员编制依据《小水电建设项目经济评价规程》(SL16—95)表B4.1小水电站定员编制参考表。该电站包括生产人员和管理人员,共编制12人,其中生产人员8人,管理人员4人。三、生活区建设生活区建在电厂厂区,与电厂整体布设统一规划。2.5主要产品及用水工艺主要产品主要产品为电力能源。用水工艺上游取水头部一引水建筑物一前池一压力管道一厂房一水轮机一下游。62.6建设项目用水保证率及用水量、用水要求、取水情况用水保证率及用水量23拦水堰址以上控制流域面积31km,多年平均流量0.977m/s,3多年平均径流量0.19亿m。电站设计水头为176.10m,引用流量31.30m/s,单机容量一台630kW,另一台320kW,总装机容量950kW,多年平均发电量520.29万kW.h。3本次设计P=90%的保证流量为0.27m/s,保证出力352kW。选用总装机容量950kW是保证出力的2.7倍,符合装机容量的倍比系数2.0—3.5之间选定机组的要求。水质要求:本电站为水力发电,对水质,水温无特别要求,一般农业用水能满足用水要求。水水源类型与取水口设置电站取水为毛坪河地表径流水,拦水堰枢纽位于烂缸子处的主河道上,由溢流堰、非溢流堰、冲砂闸和取水建筑物组成。取水口采用开敞式取水口。2.7建设项目污水排放情况3区域水资源开发利用现状及水文地质条件由于电站为水力发电,仅有生活区排出的极少量污水。电站编制33人员为18人。平均用水量为3.06m/天,年用水1116.9m。该枯水年,3径流量0.134亿m生活用水排放量占枯水水量的十万分之八,生活污水经生化处理后达标后全部排放对河道环境无不良影响。7毛坪河开发情况毛坪河是大槽河中段的一级支流。发源于贵州省赤水市的尖子上,海拔高程为1358.70m,流经贵州省赤水市的长沙镇,然后进入XXX的XX镇境内,在三角潭处汇入大槽河,全河道长22.6km,2河道平均比降为41.07%。,全流域面积为86.00km,沿河多急滩,落差集中于中下段。毛坪河水能资源丰富,可开发量为1950kW.毛坪河共规划有三个梯级开发的水电站,毛坪水电站是其中第二个。水文地质条件1、气象2毛坪河干流全长22.6km,流域面积为86.00km,河道平均比降为41.07%。,沿河多急滩,落差主要集中于中下游。流域呈羽状形,地形为南高北低,海拔高程265—1358m之间,中上游丛山峻岭,少量狭小台地分布,草木丛生,森林茂密,植被良好,水系发育,河流大部分穿行于高山狭谷之中,迂回曲折,险滩相连,河道狭窄,比降大;下游河面相对开阔,比降较为平缓,水量集中,农垦较比上游发达。毛坪河流域属中亚热带的湿润性季风气候,具有气候温和、冬暖夏热、雨量充沛、四季分明等特点。根据XXX气象局1963—2000年气象资料统计:多年平均气温为18.0?,历年极端最高气温42.0?,极端最低气温-2.0?。多年平8均降水量1170mm,降水多集中于5—9月,占全年雨量的68%,实测最大24小时降雨量177.9mm,最大3日降雨量为195.3mm。多年平均相对湿度83%,最大平均相对湿度99%,最小相对湿度16%。多年平均绝对湿度18.1mb,最大绝对湿度39.5mb,最小绝对湿度3.7mb。多年平均风速1.3m/s,历年最大风速30m/s,最多风向为N。多年平均雷雨日24.3天,多年平均霜日2天,多年平均蒸发量1040mm。2、径流毛坪河流域的径流主要来源于降水,地下径流补给极少。由于中上游河道切割较深,河流枯季径流较稳定丰富。径流分布与降水季节分布一致。5—10月径流量占年径流的70%以上,最小流量一般出现在12月至次年。33毛坪河多年平均流量0.602m/s,多年平均径流量0.19亿m。毛坪水电站位于大槽河中段一级支流的毛坪河中下段的毛坪桥处,本次径流计算借用邻近流域天堂岩水文站径流资料,通过面积比拟加雨量修移用至毛坪水电站拦水堰址,作为本工程设计径流依据。2毛坪水电站拦水堰址处控制流域面积48.1km,天堂岩水文站控22制流域面积350km,面积均小于550km,应同属一个气候类型和暴雨区。毛坪水电站拦水堰址处控制流域多年平均降雨量1170.9mm,天堂岩水文站控制流域多年平均降雨量1175.1mm。3、泥沙毛坪水电站工程所在流域无实测泥沙资料,拦水堰进水口处泥9沙估算只能根据相邻流域的泥沙资料,并结合本流域的实际情况选用,从《四川省水文手册》上查得拦水堰址处的多年平均侵蚀模数m。T2=520/km。因流域内植被覆盖良好,岸坡比较稳定,洪水发生泥沙并T2不严重,所以坝址以上流域多年平均侵蚀模数选用500/km。求得毛5坪电站拦水堰以上悬移质输沙量为0.24X10T。毛坪河属山区性河流,河床由块石、砾石组成,推移质占悬移质的10%,故毛坪电站拦5水堰以上的年输沙总量为0.264X10T。5毛坪水电站拦水堰址处的年输沙总量为0.264X10T,多年平均3含沙量为1.39kg/m,输沙率为0.84kg/s。4建设项目取水水源论证4.1论证区域水资源量3拦水堰以上多年平均流量0.602m/s,多年平均来水量0.19亿33m,多年平均径流深730mm。本次设计P=90%的保证流量为0.27m/s,保证出力352kW。选用总装机容量950kW是保证出力的2.7倍,符合装机容量的倍比系数2.0—3.5之间选定机组的要求。工程区所在河段无点污染源分布,水质良好,按《四川省地面水水域功能划类管理的规定》,本河段属于?类水域功能区。4.2不同保证率的来水量,可供水量及取水可靠程度毛坪水电站所在流域无实测水文资料,邻近流域小槽河流域设有天堂岩水文站。10毛坪河流域与小槽河流域相邻,流域形状基本相似,平均海拔2高程接近,面积均小于550km,同属一个气候类型和暴雨区,森林植被的分布及种类基本相同,下垫面基本一致。小槽河、毛坪河均位于两省交界处,为经济不发达地区,人类活动影响均较小。小槽河流域和毛坪河流域都由降水形成,其特性很相似。因此,根据水利水文规范借用小槽河流域实测水文资料,分析计算移用至毛坪水电站工程所在流域,作为工程设计依据。2毛坪水电站坝址控制流域面积48.1km,径流计算时,保证计算径流与实际接近,故扣除了贵州境内两个水库控制流域面积22.122km后,按26km计算径流量。毛坪电站坝址控制流域多年平均面雨量1170.9mm,天堂坝水文站控制流域多年平均面雨量1175.1mm,面雨量非常接近,因此雨量不作修正。只将天堂岩代表年逐日平均流量按面积比拟移算到毛坪水电站工程拦河堰处,即获得毛坪水电站拦河堰处丰(P=90%)平(P=50%)枯(P=10%)三个设计代表年逐日平均流量成果。根据天堂岩各时段分析计算成果,按照典型年选择原则,分别选出1989年、1986年、1993年作为天堂岩站丰(10%)、中(50%)、枯(9
