/r/n市建筑机械检测中心/r/n/r/n/r/n5应急响应/r/n5.1应急响应的总体要求/r/n5.1.1/r/n按洪涝、台风等灾害的严重程度和范围,将应急响应行动分为四级。/r/n5.1.2/r/n进入汛期,/r/n防汛指挥机构应实行24小时值班制度,全程跟踪风情、雨情、水情、工情、灾情,并根据不同情况启动相关应急程序。/r/n5.1.3/r/n洪涝、台风等灾害发生后,由/r/n项目/r/n部/r/n小组/r/n向区县人民政府和市防汛指挥部报告情况。造成人员伤亡的突发事件,可越级上报,并同时报市防汛指挥部。任何个人发现海塘、水闸发生险情时,应立即向有关部门报告。/r/n5.1.6/r/n因洪涝、台风灾害而衍生的疾病流行/r/n,防汛指挥机构应组织有关人员/r/n全力抢救和处置,采取有效措施切断灾害扩大的传播链,防止次生或衍生灾害的蔓延,并及时向区人民政府和市防汛指挥部报告。/r/n/r/n5.2应急响应分级与行动/r/n浦东新区/r/n防汛防台突发公共事件按照其性质、严重程度、可控性和影响范围等因素,分为四级:即/r/nⅣ/r/n级(一般)、/r/nⅢ/r/n级(较重)、/r/nⅡ/r/n级(严重)、/r/nⅠ/r/n级(特别严重)四个响应等级,应对一般较大、重大、特大突发公共事件。/r/n响应行动/r/n /r/n(1)/r/n项目部/r/n防汛指挥部领导进入岗位,组织开展防汛抢险和灾后救助工作,并加强汛情监测,密切关注汛情变化,及时向市防汛指挥部上报汛情、灾情和灾害处置等情况。/r/n(2)/r/n项目部/r/n防汛指挥部指令,/r/n/r/n实施防汛抢险和各项应急处置工作。/r/n防御指引/r/n(1)注意收听、收看有关媒体报道,了解最新预警信息,妥善安置易受风雨影响的室外物品;/r/n(2)各新闻媒体、各电子显示屏发布有关预警信息和安全提示;/r/n(3)各/r/n班组/r/n、各部门按照防汛防台预案,做好各项防御准备;/r/n(4)/r/n深基坑,及开挖处及时做好排水覆盖/r/n工作;/r/n(/r/n5/r/n)各/r/n集/r/n水井/r/n加强值守,/r/n及时/r/n抽空;/r/n(/r/n6/r/n)加固/r/n工地广告宣传牌,验收牌等,检查脚手架及绿网是否张挂牢固,是否除抢险人员外来人员及时清场,关闭除抢险以外一切电源/r/n,高空、/r/n塔吊等是否放置自由旋转位置,是否碰撞等/r/n/r/n,及时做好有/r/n效防御措施;/r/n(/r/n7/r/n)/r/n电工班组/r/n等管线部门加强抢修力量的配备;/r/n(/r/n8/r/n)/r/n泥工班组/r/n提前进行道路进水口清洁工作,并做好降雨过程中的/r/n排水/r/n工作;/r/n/r/n(/r/n9/r/n)/r/n项目部/r/n要迅速组织巡检,在第一时间内完成抢排积水、道路清障、应急抢修等灾后恢复工作。/r/n5.2/r/n.2/r/n/r/nⅢ/r/n5.2/r/n.3/r/nⅡ/r/n级响应(橙色预警)。/r/n5.2/r/n.4/r/n/r/nⅠ/r/n5.3人员转移撤离方案/r/n5.3.1/r/n准备工作/r/n根据近几年在/r/n“/r/n麦莎/r/n”/r/n和/r/n“/r/n卡努/r/n”/r/n及/r/n“/r/n韦帕/r/n”/r/n和/r/n“/r/n罗莎/r/n”/r/n台风中人员撤离、转移的情况和经验,首先/r/n对/r/n临时工棚内人员的情况进行调查和统计,根据/r/n撤离协议地点撤离工人,/r/n,/r/n确保人员安全/r/n。/r/n5.3.2/r/n撤离指令发布条件/r/n在台风影响前,接市防汛的撤离指令后迅速通知各有关单位及时撤离、转移,确保人员安全。/r/n5.3.3/r/n撤离点保障/r/n撤离点的/r/n项目部指点地点/r/n由/r/n小组成员王实组织护送人员到达安全地点,/r/n所在/r/n地点有项目部/r/n提供/r/n饮食、医疗/r/n后勤保障。/r/n5.4信息报送/r/n5.4/r/n.1/r/n/r/n/r/n迅速报告信息。一旦掌握和发现突发事件信息,/r/n要按照/r/n“/r/n早发现、早报告、早处置/r/n”/r/n的原则,立即根据其性质和威胁程度/r/n,/r/n将有关信息报告区应急联动中心、所在地镇政府、园区管委会、上级主管部门。市民有义务通过/r/n110/r/n5.4/r/n.2/r/n/r/n严格报告制度。各应急救援部门/r/n和项目部管理人员/r/n接到报警信息后,要按照相关预案和报告制度的规定,在组织抢险救援和应急处置工作的同时,及时掌握和汇总相关信息,重要信息要及时向区应急联动中心和区应急办报告(突发应急事件发生后半小时内向区应急办口头汇报,一小时内书面报告)。要做到事发后报告迅速,处置时报告正确,事件结束后要有总结报告。/r/n5.4/r/n./r/n3/r/n5.4/r/n.5/r/n/r/n/r/n一旦出现超出本/r/n5.5应急结束/r/n防汛防台突发事件的结束需经有关的权威部门宣布,并注意区别于现场抢救活动的结束。/r/n6后期处置/r/n6.1灾后救助/r/n和重建/r/n6.1.1/r/n善后工作/r/n6.1.1/r/n.1/r/n突发公共事件发生后,/r/n有关职/r/n能部门,要积极稳妥,深入细致地做好善后处置工作/r/n,/r/n使他们有一个安定的环境,恢复生产工作,稳定思想情绪。对突发公共/r/n事件中的伤亡人员、应急处置工作人员,以及紧急调集、征用/r/n个人的物资,要按照规定给予怃恤、补助或补偿。/r/n6.1.1/r/n.2及时调/r/n查统计灾害事故影响范围和损害程度,并按规定向上级报告/r/n。/r/n6.1.1/r/n.3积极支持、配合/r/n上级/r/n部门妥善安置。/r/n6.1.2/r/n社会救助/r/n6.1.3保险/r/n鼓励参加保险,减少损失。/r/n及时向/r/n有关保险公司/r/n要求/r/n定损理赔。/r/n因定损理赔需要/r/n单位和个人提供相关情况的,单位和个人应积极配合。/r/n6.2抢险物资补充/r/n抢险物资根据当年使用情况及时补充,同时根据汛情及时调整储备物资的品种和数量,达到一定年限的及时予以更新,确保防汛物资能及时拉得出、用得上。/r/n6.3水毁工程修复/r/n在发生灾情后,/r/n项目部/r/n应/r/n积极配合有关部门对/r/n水毁工程/r/n的/r/n修复/r/n工作/r/n。/r/n6./r/n4/r/n调查与总结/r/n6./r/n4/r/n.1/r/n突发公共事件处置完毕后,/r/n项目部/r/n应积极配合/r/n7应急保障/r/n建立应急救援小分队,对暴雨后易积水点,采用潜水/r/n泵等设备临时排除积水。/r/n7.1通信与信息保障/r/n可通过电话、传真机、网络、微波通讯等方式联络。/r/n/r/n7.2抢险与救援保障/r/n7.2.1/r/n人员保障/r/n7.2.1/r/n.1/r/n建立业余/r/n抢险队伍。/r/n由各班组骨干组成/r/n。/r/n7.2.2/r/n医疗保障。对受灾区内的伤病员,在抢险队伍救出后用救护车送到医院治疗,如需转院,由接受医院负责转院。/r/n7.3专业保障/r/n7.3./r/n1/r/n环境卫生:出现灾情,/r/n项目部要/r/n认真做好/r/n卫生工作,确保清洁,灾后/r/n配合/r/n防疫部门进行消毒防疫。/r/n7.4治安与医疗保障/r/n7.4.1/r/n治安保卫。一旦出现灾情,/r/n项目部要配合/r/n公安部门做好治安保卫工作。/r/n7.4.2/r/n医疗救护和卫生防疫。对受灾区内的伤病员,在抢险队伍救出后用救护车送到医院治疗,如需转院,由接受医院负责转院。/r/n7.5物资与资金保障/r/n7.5.1/r/n按规定/r/n根据自身情况储备一些物资,作为/r/n现场/r/n抢险物资;/r/n由项目部/r/n提供资金保障。/r/n防汛抢险储备物资及运输车辆均要明确专人负责,定点储存,严禁随意动用,随时听
