/r/n2/r/n配套产业等为辅的工业园/r/n”/r/n。/r/n根据原金乡县环境保护局/r/n2017/r/n年/r/n7/r/n月/r/n10/r/n日《金乡县环境保护局关于济/r/n/r/n/r/n品工业/r/n园/r/n区的规划产业定位为/r/n“/r/n以大蒜果蔬精深加工/r/n(/r/n生物保健、生/r/n/r/n/r/n聚园区/r/n”/r/n。/r/n加剂制造,符合园区的规划。/r/n其/r/n/r/n他/r/n/r/n符/r/n/r/n合/r/n/r/n性/r/n/r/n分/r/n/r/n析/r/n本项/r/n目/r/n不属于《产业结构调整指导目录/r/n(/r/n2019/r/n/r/n年本/r/n)/r/n/r/n》/r/n(/r/n2021/r/n年修改/r/n)/r/n/r/n/r/n省建设项目备案证明/r/n(/r/n附件/r/n/r/n4/r/n)/r/n/r/n,因此,本项目的建设符合国家/r/n/r/n、选址可行性/r/n出具的证明/r/n(/r/n附件/r/n/r/n3/r/n)/r/n/r/n,本项目用地符合当地总体规划。项/r/n/r/n目建设不占用基本农田,根据《限制用地项目目录》/r/n(/r/n2012/r/n/r/n年本/r/n)/r/n/r/n和《/r/n禁/r/n止/r/n/r/n用地项目目录》/r/n(/r/n2012/r/n/r/n年本/r/n)/r/n/r/n,本项目的建设不属于限制用地和禁止用/r/n地/r/n范/r/n/r/n围。本项目不在山东省禁止限/r/n制供地项目,符合《山东省禁止限制供地项目/r/n/r/n符合性/r/n根据《济/r/n宁市生态红线规划》/r/n(/r/n2016-2020/r/n/r/n年/r/n)/r/n/r/n、济宁市生态保护红线区/r/n/r/n/r/n/r/nSD/r/nB/r/n,金乡县水源涵养生态保护红线区/r/n(/r/nSD-08-B1-07/r/n)/r/n。/r/n/r/n是/r/n/r/n改善环境质量的基准线。通过对项/r/n目所在地区域环境质量现状分析,环境质/r/n/r/n/r/n/r/n不存在重大风险源,在做好相应风/r/n险保障措施后,环境风险能够控制在安全/r/n/r/n符合环境质量底线规定要求。/r/n3/r/n本项目的建设所需的水、电等资源较/r/n少,原材料供应来自周边厂家,供/r/n/r/n利用上线的相关要求。/r/n根据济宁市人民政府关于印发《济宁市/r/n“/r/n三线一单/r/n”/r/n生态环境分区管/r/n控/r/n方/r/n/r/n案》的通知(济政字〔/r/n2021/r/n〕/r/n27/r/n/r/n号)/r/n/r/n,项目所在地属于重点管控单元,项/r/n目/r/n/r/n与济宁市各县(市、区)/r/n/r/n环境管控单元生态环境准入清单符合性见下表。/r/n济/r/n/r/n控/r/n制单元编码/r/nZH/r/n3/r/n7082820003/r/n环/r/n境管控单元名称/r/n鱼山街道/r/n管/r/n控单元分类/r/n重点管控单/r/n元/r/n管控方案/r/n本项目内容/r/n符/r/n合性/r/n空/r/n间布局约束:/r/n1./r/n严防垃圾/r/n渗/r/n滤液直排或溢流入河,严禁垃圾向农村转移。/r/n/r/n2/r/n./r/n新建、改建、扩建涉气工业项目,在满足产业准入、总/r/n/r/n量/r/n控制、排放标准等管理制度要求的前提下,应大力推进/r/n/r/n项/r/n目/r/n进园、集约高效发展。/r/n/r/n3./r/n一般生态空间原则上按限制开发区域的要求进行管理。/r/n本/r/n项目位于园/r/n/r/n符合/r/n污/r/n染物排放管控:/r/n1./r/n推进污水处理设施污泥安全处置,禁止处理处置不达/r/n标/r/n/r/n的污泥进入耕地。/r/n/r/n2./r/n南水北调沿线航行船舶产生的污水、垃圾,应在具备集/r/n/r/n中处/r/n理条件的港口等统一收集、统一处理,实行登记管理,/r/n/r/n不/r/n得将污染物直接排入河流或湖泊。/r/n/r/n3./r/n大气环境受体敏感重点管控区内石化、化工和涉及涂装/r/n/r/n的/r/n各重点行业加强对/r/n/r/nVOCs/r/n/r/n的收集和治理,确保废气收集/r/n/r/n率/r/n、治理设施同步运行率和去除率达到国家和省有关要/r/n/r/n求,加大汽油、石脑油、煤油以及原油等油品储运销全/r/n过/r/n/r/n程/r/n/r/nVOCs/r/n/r/n排放控制。加强移动源污染防治,逐步淘汰高排/r/n/r/n放的老旧车、船,严格控制柴油货车污染排放;严格落/r/n实/r/n/r/n扬/r/n尘污染防治各项措施。/r/n/r/n4/r/n./r/n严格执行山东省《区域性大气污染物综合排放标准》/r/n/r/n /r/nDB/r/nSO/r/nNOx/r/n粉尘、/r/nVOCs/r/n排/r/n放/r/n量不得超过区域允许排放量。全面加强/r/n/r/nVOCs/r/n/r/n污染管/r/n/r/n控。加大秸秆禁烧管控力度/r/n。/r/n因/r/n金乡县金泉/r/n/r/n污/r/n水处理有限/r/n/r/n公/r/n司工业废水/r/n/r/n处/r/n理工程未建/r/n/r/n成/r/n,本项目生/r/n/r/n产/r/n废水处理后/r/n/r/n回/r/n用,待污水/r/n/r/n处/r/n理厂可以接/r/n/r/n纳/r/n工业废水后/r/n/r/n再/r/n排入污水处/r/n/r/n理/r/n厂处理。生/r/n/r/n活/r/n污水经市政/r/n/r/n管/r/n网排入金乡/r/n/r/n县/r/n金泉污水处/r/n/r/n理/r/n有限公司处/r/n/r/n理/r/n。喷淋废水/r/n/r/n为/r/n乙醇的水溶/r/n/r/n液/r/n,全部回用/r/n于/r/n生产。/r/n符合/r/n环/r/n境风险防控:/r/n1./r/n强化城镇生活污染防治,采取有效措施,减少污水处/r/n理/r/n/r/n厂/r/n检/r/n修期和突发事故状态下污水直排对水体水质的影响。/r/n/r/n2./r/n完善生活垃圾收集储运系统,全面推广密闭化收运/r/n。/r/n/r/n3/r/n./r/n加强对烧结、工业炉窑、医疗垃圾和危险废物焚烧有毒/r/n/r/n有害大气污染物排放企业的监管/r/n。/r/n本/r/n项目生活垃/r/n/r/n圾/r/n委托环卫部/r/n/r/n门/r/n清运,不涉/r/n/r/n及/r/n烧结、工业/r/n/r/n炉/r/n窑、医疗垃/r/n/r/n圾/r/n和危险废物/r/n符合/r/n4/r/n4./r/n当预测到区域将出现重污染天气时,根据预警发布,/r/n/r/n按/r/n级别启动应急响/r/n应/r/n,落实各项应急减排措施。/r/n焚/r/n烧。按级别/r/n/r/n启/r/n动应急响/r/n/r/n/r/n应/r/n急减排措/r/n/r/n施/r/n。/r/n资/r/n源/r/n开发效率要求:/r/n1/r/n./r/n实施生活节水改造,禁止生产、销售并限期淘汰不符合/r/n/r/n节/r/n水标准的产品、设备。/r/n/r/n2./r/n新建高耗能项目能耗要达到相关要求。产生大气污染物/r/n/r/n的工业/r/n企业应持续开展节能降耗,持续降低单位/r/nGDP/r/n/r/n能/r/n/r/n耗/r/n及煤耗水平。/r/n/r/n3./r/n禁燃区禁止新/r/n建/r/n、扩建燃用高污染燃料的设施,已建成/r/n/r/n的/r/n应限期淘汰或改用天然气、电或者其他清洁能源。/r/n/r/n4./r/n推进冬季清洁取暖,实现清洁能源逐步替代散煤。/r/n严/r/n防/r/n散/r/n煤复烧,对暂未实施清洁取暖的地区,确保使用的散煤/r/n/r/n质/r/n量符合标准要求。/r/n本/r/n项目不涉及/r/n/r/n节/r/n水标准的产/r/n/r/n品/r/n、设备。本/r/n/r/n项/r/n目不属于高/r/n/r/n耗/r/n能项目。本/r/n/r/n项/r/n目无高污染/r/n/r/n燃/r/n料。本项目/r/n/r/n无燃煤设施/r/n。/r/n符合/r/n4/r/n、《山/r/n东/r/n省深入打好蓝天保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合性/r/n表/r/n/r/n1-2/r/n/r/n与《山东省深入打好蓝天保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合/r/n性/r/n要/r/n求/r/n项/r/n目情况/r/n符/r/n合性/r/n聚焦钢铁、地炼、焦化、煤电、水泥、轮胎、煤炭、化/r/n工/r/n/r/n8/r/n个重点行业,加快淘汰低效落后产能。严格执行质量/r/n、/r/n/r/n环/r/n保、能耗、安全等法规标准,按照《产业结构调整指导/r/n/r/n目录》,对/r/n“/r/n淘汰类/r/n”/r/n落后生产工艺装备和落后产品全部/r/n淘/r/n/r/n汰出清。各市聚焦/r/n“/r/n高耗能、高污染、高排放、高风险/r/n”/r/n等/r/n/r/n行业,分类组织实施转移、压减、整合、关停任/r/n务/r/n本/r/n项目不属于/r/n/r/n“/r/n限制类/r/n”“/r/n淘汰/r/n/r/n类/r/n”/r/n项目,本/r/n项/r/n目不属于/r/n“/r/n高/r/n耗能、高污染/r/n、/r/n高/r/n排放、高风/r/n险/r/n”/r/n等行业/r/n符合/r/n持续/r/n压/r/n减煤炭消费总量,/r/n“/r/n十四五/r/n”/r/n期间,全省煤炭消费总/r/n/r/n量下/r/n降/r/n10%/r/n,控制在/r/n3.5/r/n亿吨左右。对以煤、石油焦、渣油、/r/n/r/n重油等为燃料的工业炉窑,加快使用工厂余热、电厂热力、/r/n/r/n清/r/n洁能源等进行替代。新、改、扩建熔化炉、加热炉、热/r/n/r/n处理炉、干燥炉原则上使用清洁低碳能源,不得使用煤炭、/r/n/r/n重/r/n油/r/n本/r/n项目生产过/r/n/r/n程/r/n不使用煤炭/r/n符合/r/n坚/r/n持依法治污,综合运用按日连续处罚、查封扣押、限产/r/n/r/n停/r/n产、移送拘留等手段,依法从严处罚环境违法行为。加/r/n/r/n大/r/n省级生态环境保护督察力度。建立对重点排放源监测或/r/n/r/n检/r/n测结果的全程留痕、信息可追溯机制。严厉打击不正常/r/n/r/n运/r/n行废气治理设施等环境违法违规行为。对企业自动监测/r/n/r/n监/r/n控设备运行情况开展专项检查,严厉打击自动监测监控/r/n/r/n设/r/n备不正常运行和数据造假等违法行为;对排污单位和第/r/n/r/n三/r/n方机构、人员参与弄虚作假的,分别依法追究责任。严/r/n/r/n格/r/n禁止以各种形式干扰空气质量监测站正常运行行为。/r/n本/r/n项目建成后/r/n定/r/n期检查废气/r/n证/r/n其正常运/r/n符合/r/n5/r/n、/r/n《/r/n山东省深入打好碧水保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合性/r/n表/r/n/r/n1-3/r/n/r/n与《山东省深入打好碧水保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合/r/n性/r/n要/r/n求/r/n项/r/n目情况/r/n符/r/n合性/r/n5/r/n精准治理工业企业污染。继续推进化工、有色金属/r/n、/r/n农副食品加工、印染、制革、原料药制造、电镀/r/n、/r/n/r/n冶/r/n金等行业退城入园,提高工业园区集聚水平/r/n本项目不属于上述行/r/n业/r/n符/r/n合/r/n指/r/n导工业园区对污水实施科学收集、分类处理,梯/r/n/r/n级循环利用工业废水。逐步推进园区纳管企业废水/r/n/r/n“/r/n一/r/n企一管、明管输送、实时监控,统一调度/r/n”/r/n,第/r/n/r/n一/r/n时/r/n间锁定园区集中污水处理设施超标来水源头,/r/n及时有效处理处/r/n置/r/n因/r/n金乡县金泉污水处理有/r/n限公司工业废水处理工/r/n程/r/n未建成,本项目生产废水/r/n处/r/n理/r/n后回用,待污水处理厂可/r/n以接纳工业废水后再排入/r/n污水处理厂处理。生活污水/r/n经市政管网排入金乡县金/r/n/r/n泉/r/n污水处理有限公司处理。/r/n喷/r/n淋废水为乙醇的水溶液,/r/n/r/n全/r/n部回用于生产。/r/n符合/r/n推/r/n动/r/n地表水环境质量持续向好。开展入河排污口溯/r/n源分/r/n析,建立/r/n“/r/n排污单位/r/n—/r/n排污通道/r/n—/r/n排污口/r/n—/r/n受纳/r/n水体/r/n”/r/n的排污路径,完成排污口分类、命名、编码和/r/n标志/r/n牌/r/n树立等工作,形成规范的排污口/r/n“/r/n户籍/r/n”/r/n管理。/r/n按照/r/n“/r/n取/r/n缔/r/n一批、合并一批、规范一批/r/n”/r/n要求,编制/r/n整治工/r/n作/r/n方案,提出/r/n“/r/n一口一策/r/n”/r/n整治措施/r/n本项目无入河排污口。/r/n符/r/n合/r/n持续推进地下/r/n水/r/n环境状况调查评估,/r/n2025/r/n年年底前,/r/n/r/n完/r/n成一批化工园区、化学品生产企业、危险废物处/r/n/r/n置/r/n场、垃圾填埋场、矿山开采区、尾矿库等其他重/r/n/r/n点/r/n污染源地下水基础环境状况调查评估。科学划定/r/n/r/n地下水/r/n污/r/n染防治重点区。/r/n2022/r/n年/r/n6/r/n月底前,完成南四/r/n/r/n湖/r/n流域地下水环境状况调查评估,研究提出南四湖/r/n流/r/n域水环境综合治理对策/r/n本项目进行分区防渗。/r/n符/r/n合/r/n6/r/n、/r/n《/r/n山东省深入打好净土保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合性/r/n表/r/n/r/n1-4/r/n/r/n与《山东省深入打好净土保卫战行动计划/r/n(/r/n2021-2025/r/n/r/n年/r/n)/r/n/r/n》符合/r/n性/r/n要/r/n求/r/n项/r/n目情况/r/n符/r/n合性/r/n加/r/n强/r/n土壤污染重点监管单位环境监管。土壤污染重点监管/r/n/r/n单/r/n位/r/n应制定、实施自行监测方案,将监测数据公开并报生/r/n/r/n态环境/r/n部门;严格控制有毒有害物质排放,并按年度向生/r/n态环境/r/n部/r/n门报告排放情况;法定义务在排污许可证发放和/r/n/r/n变/r/n更时应予以载明/r/n不/r/n属于土壤/r/n污染重点/r/n监/r/n管单位/r/n符合/r/n严格建/r/n设用地风险管控与修复。加强部门协同,畅通信息/r/n/r/n共享/r/n,完善建设用地风险信息互通机制。从严管控农药、/r/n/r/n化/r/n工等行业的重度污染地块规划用途,确需开发利用的,/r/n/r/n鼓/r/n励用于拓展生态空间。结合空间规划及地块出让条件,/r/n/r/n对/r/n依/r/n法应当开展土壤污染状况调查的地块,应当明确开发/r/n/r/n利/r/n用/r/n必须符合相关规划用途的土壤环境质量要求/r/n不属于农药/r/n、/r/n/r/n化/r/n工等行业/r/n/r/n的/r/n重度污染/r/n/r/n地/r/n块规划用/r/n途/r/n符合/r/n总结威海市试点经验,选择/r/n1~3/r/n个试点城市深入开展/r/n“/r/n无/r/n废/r/n/r/n城/r/n市/r/n”/r/n建设。以赤泥、尾矿和共伴生矿、煤矸石、粉煤灰、/r/n/r/n建/r/n筑/r/n垃圾等为重点,推动大宗工业固体废物贮存处置总量/r/n/r/n趋/r/n零/r/n增长。推动赤泥在生产透水砖、砂石等方面的综合利/r/n/r/n用。加/r/n快/r/n黄金冶炼尾渣综合处理技术研发进程,以烟台等/r/n/r/n市/r/n为/r/n重点加强推广应用。开展非正规固体废物堆存场所排/r/n/r/n查/r/n整/r/n治。构建集污水、垃圾、固废、危废、医废处理处置/r/n/r/n设/r/n施/r/n和监测监管能力于一体的环本项目依托厂区现有危废/r/n危/r/n险废物分/r/n类 源/r/n/r/n增/r/n量,/r/n50%/r/n由省级统筹,/r/n50%/r/n留给所在市;对光伏发电/r/n/r/n等/r/n其他可再生能源项目,建成投用后形成的能源增量全/r/n/r/n部留/r/n给/r/n所在市;对/r/n“/r/n十四五/r/n”/r/n期间,建成投用的核电机组/r/n/r/n能/r/n源增量,/r/n50%/r/n由省级统筹,/r/n50%/r/n留给所在市。留给各/r/n/r/n市/r/n新能源的能源增量,除国家和省里布局建设的重大项/r/n/r/n目/r/n外,必须全部用于非/r/n“/r/n两高/r/n”/r/n项目建设。/r/n/r/n11./r/n完善法规制度倒逼落后用能企业退出。进一步健/r/n全/r/n/r/n法/r/n规制度、提升重点耗能企业能效标准,突出标准引领/r/n/r/n作/r/n用,依据能效标杆水平和基准水平,限期分批实施改/r/n/r/n造/r/n升级和淘汰。落实差别化用能政策,对于已投产企业/r/n/r/n用/r/n能,好于《高耗能行业重点领域能效标杆水平和基准/r/n/r/n水平/r/n》/r/n(2021/r/n年版/r/n)/r/n标杆水平或者单位产品能耗国家标准/r/n/r/n先/r/n进值的重点用能单位,各市可在用能保障上予以倾斜/r/n/r/n安/r/n排;对于能效水平达到山东省地方标准的,合理安排/r/n/r/n用/r/n能,鼓励对标先进水平改造提升;对于能效水平达不/r/n/r/n到/r/n国家基准水平或地方标准限定值的,责令限期整改,/r/n/r/n逾/r/n期整改不到位的淘汰出清。完善单位能耗产出效益综/r/n/r/n合/r/n评价,强化在任务分解、项目审批、要素配置、政策/r/n/r/n扶/r/n持等方面结果运用。/r/n9/r/n、环发/r/n[2012]77/r/n/r/n号文符/r/n合性/r/n按/r/n照《关于进一步加强环境影响评价管理防范环境风险的通知》/r/n(/r/n环发/r/n/r/n/r/n号/r/n)/r/n的规定,对环境风险源识别、环境风险预测、选址及敏感目标、/r/n/r/n,不存在重大的环境风险。/r/n10/r/n、《金乡县南/r/n四湖流域水污染综合整治三年行动方案(/r/n2021-2023/r/n》符/r/n/r/n合性(金环委/r/n[2021-2023]1/r/n/r/n号/r/n)/r/n表/r/n1-8/r/n/r/n与/r/n金/r/n环委/r/n[2021-2023]1/r/n号的符合性/r/n重点任/r/n务/r/n本/r/n项目情况/r/n符合性/r/n(/r/n一)/r/n/r/n深化治理城镇生活污染/r/n/r/n1/r/n、改造雨污管网。加快管网雨污分流/r/n/r/n改/r/n造,从居民小区、公共建筑和企事业/r/n/r/n单/r/n位内部源头开始,/r/n/r/n全面解决管线渗/r/n/r/n漏/r/n、错接、混接等问题,确保污水处理/r/n/r/n/r/n1/r/n0/r/n0/r/nmg/r/n//r/nL/r/n/r/n以上。/r/n/r/n2/r/n、推进污水管网建设。持续推进城中/r/n/r/n村/r/n、老旧小区、城乡结合部、新建城区/r/n/r/n的污水管网建设。/r/n/r/n3/r/n、提高好污水处理能力。统筹规划建/r/n/r/n设/r/n生活污水处理设施和收集管网,实现/r/n/r/n污/r/n水收集、处理能力相匹配,全面解决/r/n/r/n城/r/n镇生活污水直排问题。/r/n/r/n4/r/n、保障设施长效运维。加强管网、泵/r/n/r/n站/r/n、污水处理厂等相关设施的运行维护/r/n/r/n管理/r/n队/r/n伍建设,建立以/r/n/r/n5-10/r/n年为一个/r/n/r/n排/r/n查周期额度管网长效管理机制。/r/n/r/n5/r/n、推进污泥、垃圾安全处理与处置。/r/n/r/n采/r/n取焚烧、填埋、综合利用等方式,加/r/n/r/n快推/r/n进/r/n污泥无害化处置和资源化利用,/r/n/r/n到/r/n/r/n2023/r/n年,流域内城镇污泥实现无害/r/n/r/n化/r/n处理处置。禁止处理不达标的污泥进/r/n/r/n入/r/n耕地。/r/n本/r/n单/r/n位位于金乡县食品园区内,园/r/n/r/n区已完成雨污分流和主要管网/r/n建/r/n/r/n设/r/n。/r/n厂区内采取雨污分流,生活污/r/n/r/n水/r/n入/r/n金泉生活污水处理厂,工业废/r/n/r/n水经处理后进入金泉工业污水/r/n处/r/n/r/n理/r/n厂。厂区内设置雨水沟和雨水排/r/n/r/n放/r/n口/r/n,接入食品园区雨水管网。/r/n符合/r/n(/r/n二)/r/n/r/n全面防治农村农业污染/r/n本项目不涉及相关行/r/n业/r/n符合/r/n(/r/n三)/r/n/r/n分类防治工矿企业污染/r/n治理/r/n硫/r/n酸盐和氟化物。以硫酸盐浓度和/r/n/r/n氟化物浓度较高的河流为重点,实施流/r/n/r/n域内化工、煤矿等行业的涉硫涉氟工/r/n矿/r/n/r/n企业特征污染物治理。/r/n/r/n电镀、印染、食品加工等工业企业,以/r/n/r/n万/r/n福河等总氮总磷浓度较高的入湖河/r/n/r/n流为重点,加强氮磷排放控制和排放/r/n监/r/n/r/n管。/r/n1/r/n、本项目不属于涉硫涉氟工矿/r/n企/r/n/r/n业;/r/n/r/n2/r/n、本单位为食/r/n品添加剂制造行业,/r/n/r/n采/r/n用厌氧/r/n+/r/nA/r/n//r/nO/r/n+/r/n化学沉淀工艺预/r/n/r/n处理/r/n后/r/n,排入金泉工业污水处理厂/r/n/r/n
