4、考peopleeveryday.AndearlierthisafternoonIhadachancetoseeyourmayor,FrankJackson;yourcountyexecutive,EdFitzGerald.Andeventhoughtheyrenothere,Iwanttothankthemforthegreatworktheyredoingonbehalfofworkingpeoplethroughouttheregion.(Applause.)Andthen,finally,IwanttothankMarkandGaryforshowingmeoneofthebiggest
5、steelplantsinAmerica.Andtheytoldmethatfolksareproudtohavebeenmakingsteelrighthereforacentury-100years-righthere.(Applause.)Andtheyexplainedthat,today,thesteelyoumakeinClevelandissomeofthestrongestyoullfindanywhereintheworld.Itsoneofthemostproductiveplantsintheworld.Bestworkersintheworld.(Applause.)A
6、ndwhatsremarkableis,whenyouthinkaboutit,gobacktowherethisplantwasjustafewyearsago.Theeconomywasinfreefall,autoindustryonthebrinkofcollapse.Andthatmeantdemandforsteelhaddriedup.Theblastfurnaceswentquiet.About1,200steelworkerspunchedoutforwhatmighthavebeenthelasttime.Andthatallcameattheendofadecadewhe
7、nthemiddleclasswasalreadyworkingharderandharderjusttogetby,andnearlyoneinthreeAmericanmanufacturingjobshadvanished-alotofthemgoingoverseas.Andthatcouldhavedevastatedthiscommunityforgood.Butwerolledupoursleeves,wemadesometoughchoices.WerescuedandretooledtheAmericanautoindustry;itsavedmorethanamillion
8、jobs.WebetonAmericaningenuityandAmericanworkers.(Applause.)Andassemblylinesstartedhummingagain,andautomakersstartedtomakecarsagain.Andjustafewmonthsafterthisplantshutdown,yourplantmanagergotthecall:Firethosefurnacesbackup,getthoseworkersbackonthejob.Andoverthelastfouryears,youvemadeyourselvesoneofth
9、emostproductivesteelmillsnotjustinAmerica,butintheworld.Intheworld.(Applause.)Soyouretooledtomakethestrongersteelthatgoesintonewer,betterAmericancarsandtrucks.Youcreatednewpartnershipswithschoolsandcommunitycollegestomakesurethatfolkswhoworkherehavethehigh-techskillstheyneedforthehigh-techjobs-becau
10、seIwaslookingaroundthisfactory,andtheresawholebunchofcomputerstuffgoingon.Oneofyourengineers-andIwanttomakesureIgetMargaretsnamerighthere-MargaretKrolikowski.DidIgetthatright,Margaret?(Applause.)WheresMargaret?Whereisshe?Thereissheis,backthere.SoImgoingtoquoteyou-Imgoingtoquoteyou.HereswhatMargarets
11、aid:Whenwecameback,wewantedtomakesurewewereinapositionwherewenevershutdownagain.Nevershutdownagain.Andthatmeansmakingsurethatworkershereareconstantlyupgradingtheirskillsandinvestmentsbeingmadeinthestate-of-the-arttechnology.Anditwasinteresting,whenIwasmeetinganumberofthefolkswhoweregivingmethetour-f
12、olkswhohavebeenhere30years,40years-butobviouslytheplanthaschanged,andsoduringthatperiodtheyvehadtoupgradetheirskills.Andthatswhatshappened.AndthestoryofthisplantisthestoryofAmericaoverthelastfiveyears.Wehaventjustbeenrecoveringfromacrisis.Whatwevebeentryingtodoisrebuildanewfoundationforgrowthandpros
13、peritytoprotectourselvesfromfuturecrises.AndbecauseofthegritandresilienceandoptimismoftheAmericanpeople,wereseeingcomebackstorieslikeyoursallacrossAmerica.Overthelast44months,ourbusinesseshavecreated7.8millionnewjobs.Lastmonth,another200,000Americanswentbacktowork.(Applause.)Andalotofthosejobsareinm
14、anufacturing.Sonowwevegotmoreworktodotogetthoseenginesoftheeconomychurningevenfaster.Butbecausewevebeenwillingtodosomehardthings,notjustkickthecandowntheroad,factoriesarereopeningtheirdoors,businessesarehiringnewworkers,companiesthatwereshippingjobsoverseas,theyrestartingtotalkaboutbringingthosejobs
15、backtoAmerica.Werestartingtoseethat.Andletmegiveyouanexample,becauseweweretalkingaboutthis-Mr.Mittalandothersweretalkingaboutwhatsdifferentnow.TakealookatwhatwevedonewithAmericanenergy.Foryears,folkshavetalkedaboutreducingourdependenceonforeignoil-butwedidntreallydoit.Andwewerejustimportingmoreandmo
16、reoil,sendingmoreandmoremoneyoverseas.Gaspriceskeepongoingupandupandup.Wefinallydecidedweweregoingtodosomethingaboutit.SoweinvestedinnewAmericantechnologiestoreverseouraddictiontoforeignoil,doublewindpower,doublesolarpower,producemoreoil,producemorenaturalgas,anddoitallinawaythatisactuallybringingdo
17、wnsomeofourpollution,makingourentireeconomymoreenergy-efficient.Today,wegeneratemorerenewableenergythanever.Weproducemorenaturalgasthananybodyintheworld.Justyesterday,welearnedthatforthefirsttimesince1995,theUnitedStatesofAmericaproducesmoreofourownoilhereathomethanwebuyfromothercountries.Firsttimes
18、ince1995.(Applause.)Andthatsabigdeal.ThatswhatAmericahasdonethesepastfiveyears.Andthatisahugecompetitiveadvantageforus.Partofthereasoncompaniesnowwanttomove-wewerejusttalkingaboutit-thisplant,ifitslocatedinGermany,energycostsaredouble,maybetriple;sameinJapan.Sothisgivesusabigedge.Butthisisalsoimport
19、ant:Wereachedthemilestonenotjustbecausewereproducingmoreenergy,butalsowe;rewastinglessenergy.Andthisplantisagoodexampleofit.Wesetnewfuelstandardsthatdoublethedistanceourcarsandtrucksgoonagallonofgasbythemiddleofthenextdecade.Thatsavestheaveragedriver,everybodyhere,morethan$8,000atthepumpoverthelifeo
20、fanewcar.Youlikethat?(Applause.)Welaunchedinitiativestoputpeopletoworkupgradingourhomes,andourbusinesses,andourfactoriessowerewastinglessenergy.Allthatsavesbusinessesmoneyontheirenergybills.Yourplantisoneofthehundredstoanswerthatcall.Andifyouresavingmoneyonenergycosts,thatmeansyoucaninvestinequipmen
21、t,investinworkers,hiremorepeople,producemoreproducts.Andheresanotherthing:Betweenmorecleanenergy,lesswastedenergy,thecarbonpollutionthatshelpingtowarmtheplanet,thatactuallystartsgoingdown.Andthatsgoodnewsforanybodywhocaresaboutleavingaplanettoourkidsthatisasbeautifulastheonewegotfromourparentsandour
22、grandparents.(Applause.)Soitsawin-win.Oureconomykeepsgrowing,creatingnewjobs,whichmeansthatstrengtheningourenergysecurityandincreasingenergyefficiencydoesnthavetobeachoicebetweentheenvironmentandtheeconomy-wecandoboth.Sowevetackledthewayweuseenergy.ThafsmakingAmericamorecompetitiveinordertoattractgo
23、odjobs.Wevealsotackledourdeficits.Alotofpeoplehavebeenconcernedaboutdeficits.SinceItookoffice,wecuttheminhalf.ThatmakesAmericamoreattractivewhen让comestobusinessinvestmentdecisions.Andwevetackledabrokenhealthcaresystem.Obviously,werenotdoneyet.(Applause.)Obviously,wrenotdoneyet.Butoverthelastthreeyea
24、rs,healthcarecostshavegrownattheslowestpaceonrecord.Andthisisagreatplacetoworkthankstoagreatsteelworkersunionandcooperationbetweenmanagementandlabor.(Applause.)Butjustkeepinmindthatifbusinesseshealthcarecostsaregrowingataboutone-thirdtheratethattheywereadecadeago,thatmakesAmericaamoreaffordableplace
25、todobusiness,anditalsomeansthattheinvestorshere,iftheyreputtinglessmoneyintohealthcarecosts,theycanputmoremoneyintermsofhiringmoreworkersandmakingsurethattheyregettinggoodpay.Sothatswhatallthesetoughdecisionsareabout:Reversingtheforcesthathavehurtthemiddleclassforalong,longtime,andbuildinganeconomyw
26、hereanybody,ifyouworkhard,youcangetahead.Thatswhatplantslikethishavealwaysbeenabout.Itsnotthatitseasywork.Butitmeansifyouworkhard,youvegotachancetobuyahome,youvegotachancetoretire,youvegotachancetosendyourkidstoschool,youhaveachancetomaybetakealittlevacationonceinawhile.Thatswhatpeoplestrivefor.Andt
27、hatswhatwillmakethe21stcenturyanAmericancentury,justlikethelastcenturywas.ButIdidntrunforPresidenttogobacktowherewewere.Iwantustogoforward.Iwantustogotowardsthefuture.(Applause.)Iwantustogetustowhereweneedtobe.Iwanttosolveproblems,notjustputthemoff.Iwanttosolveproblems.Andwevegottodomoretocreatemore
28、good,middle-classjobsliketheonesfolkshavehere.Thatmeanswevegottodoeverythingwecantoprepareourchildrenandourworkersforthecompetitionthattheyregoingtoface.Weshouldbedoingeverythingwecantohelpputsomesortofadvancededucationwithinreachformoreyoungpeople.Noteverybodyhasgottogotoafour-yearcollege,butjustlo
29、okingattheequipmentaroundhere,youvegottohavealittlebitofadvancedtraining.Itmaycomethroughacommunitycollegeoritmaycomethroughatechnicalschool,butwevegottomakesureyoucangetthateducation,yourkidscangetthateducationwithoutgoingbroke-withoutgoingbroke,withoutgoingintodebt.(Applause.)Sowereworkingonthat.A
30、notherthingweshouldbeworkingon:Fixingabrokenimmigrationsystem.(Applause.)Whenyouthinkaboutthiswholeregion,alotoffolksforget,butalmosteverybodywhoworkedinthatplant100yearsagocamefromsomeplaceelse.Andsowevegotnowanewgenerationofhopeful,strivingimmigrants;wevegottomakesurethattheycomelegallyandthatwedo
31、whatweneedtosecureourborders,butwevealsogottomakesurethatwereprovidingthemopportunityjustlikeyourparents,grandparents,great-grandparentsreceivedwhentheyarrivedatthisplant.Andthatsimportant.(Applause.)And,bytheway,itwillhelpoureconomygrowbecausethentheyrepayingtaxesandhelpingtoinvestandbuildhereinAme
32、rica.WeshoulddoeverythingwecantorevitalizeAmericanmanufacturing.Manufacturingis-thatsthehubofoureconomy.Whenourmanufacturingbaseisstrong,theentireeconomyisstrong.Alotofservicejobsdependonservicingmanufacturingjobs.And,typically,manufacturingjobspayalittlebitbetter.Sothatsbeenapath,atickettothemiddle
33、class.Sowhenwemakesteelandcars,makethemhereinAmerica,thathelps.LikeIsaid,theworkmaybehardbutitgivesyouenoughmoneytobuyahomeandraiseakid,retireandsendyourkidstoschool.Andthosekindsofjobsalsotellussomethingelse.Itsnotjusthowmuchyougetinyourpaycheck,itsalsoasenseof,ImmakingsomethingandImhelpingtobuildt

36、yKapturhasbeenabigproponentofthis,becausesheknowshowimportantmanufacturingis.Iwanttocreatemoreofthem-placeswherebusinessesareworkingwithuniversitiesandtheyrepartneringtofigureoutwhatarethenewmanufacturingtechniquesthatkeepusatthecuttingedgesothatChinaorGermanydontgetaheadofusintermsoftheequipmenttha
37、tsbeinginvested.Wewanttobeatthecuttingedge,sowhatwereproducingisalwaysthebeststeel,itsalwaysthebestcars.Butthatrequiresresearchandinvestment.AndyourSenator,SherrodBrown,helpedustocreatethatfirstmanufacturinghubinYoungstown.Andhesnowleadingabipartisaneffort-(applause)-hesnowleadingabipartisaneffortwi
38、thSenatorBluntofMissouritomovemoreofthesemanufacturinginnovationhubsallacrossthecountry.AndCongressshouldpassSherrosbill.WeshouldbedoingeverythingwecantoguaranteethenextrevolutioninmanufacturinghappensrighthereinCuyahoga,happensrighthereinOhio,happensrighthereinAmerica.(Applause.)Andletmemakeonelast
39、point.WehavetodoeverythingwecantomakesureeveryAmericanhasaccesstoquality,affordablehealthcare,period.(Applause.)Youmayhavereadwehadsomeproblemslastmonthwithwebsites.Imnothappyaboutthat.AndthenIhadapressconferencetodayandIsaid,youknowwhat,wefumbledtheballintermsoftherollout.Butwealwaysknewthiswasgoin
40、gtobehard.Theresareasonwhyfolkshadtriedtodoitfor100yearsandhadntdoneit.Anditscomplicated.Therearealotofplayersinvolved.Thestatusquoisentrenched.Andso,yes,theresnoquestiontherolloutontheAffordableCareActwasmuchtougherthanweexpected.ButIwanteverybodyheretounderstand,Iamgoingtoseethisthrough.(Applause.
41、)IwantmillionsofAmericanstomakesurethattheyrenotgoingbrokewhentheygetsickandtheycangotoadoctorwhentheirkidsgetsick.Andwerenotapologizingforthat.Wearegoingtogetthisdone.(Applause.)Soweregoingtogetthewebsiteworkingthewayitssupposedto.Theplansarealreadyouttherethatareaffordableandpeoplecangettaxcredits
42、.Weregoingtohelpfolkswhoseoldplanshavebeencanceledbytheinsurers-manyofthemwerentverygood-andweregoingtomakesurethattheycangetnewer,betteroptions.Butwerenotgoingtogobacktotheoldsystem,becausetheoldsystemwasbroken.Andeveryyear,thousandsofAmericanswouldgetdroppedfromcoverageordeniedtheirmedicalhistoryo
43、rexposedtofinancialruin.Youguysareluckythatyouworkatacompanywithastrongunionthatgivesyougoodhealthbenefits.(Applause.)Butyouknowfriendsandfamilymemberswhodonthaveit,andyouknowwhatitslikewhentheygetsick.Youknowhowscaryitisforthemwhentheygetsick.Orsomeofthemhavehealthinsurance-theythinktheydo-andtheyg

48、outit,youdhaveanother5.4millionAmericanswhocouldgetaccesstohealthcarenextyear,regardlessofwhathappenswiththewebsite.Thatstheirdecisionnottodoit.Anditsthewrongdecision.Theyvegottogoaheadandsignfolksup.Sothebottomlineissometimeswejusthavetosetasidethepoliticsandfocusonwhatsgoodforpeople.Whatsgoodtogrowourmiddleclass?Whatsgoingtohelpkeepplanslikethisgrowing?Whatsgoingtomakesurewereputtingmorepeoplebacktowork?Whatsgoingtoreallymakeadifferenceintermsofourkidsgettingagreateducation?And,look,wevedoneitbefore.Thatsthegoodnews.ThegoodnewsisthatAmericais-look,wemakemistakes.Wehav
