We will hear from many eminent speakers their experiences and views on how to move forward the Pan-Beibu Gulf Cooperation.While we listen to the ideas being presented, there are some highlights of the Cooperation that I would like participants to keep in mi

4、nd.First, the Pan-Beibu Gulf Cooperation should build on the Framework Agreement on Comprehensive Economic Cooperation between ASEAN and China when formulating a plan of action. The Framework Agreement defines the economic integration of ASEAN and China in terms of strategy and policy formulation. T

5、his will ensure that plans are consistent and do not overlap. Moreover the Framework Agreement identifies sub-regional development cooperation as one of the areas of economic cooperation to pursue.Objectives of the Pan-Beibu Gulf Cooperation to strengthen infrastructure construction in communication

6、, environmental protection and information, reinforce cooperation in logistics, finance, tourism, culture, public health, industrial development, investment, are key programmes in the Framework Agreement. These programmes could be implemented with greater focus and at a more rapid pace when carried

7、out at the sub-regional level. The ASEAN-China programmes could move forward more quickly with the Pan-Beibu Gulf Cooperation as the sub-regional vanguard.Second, the Pan-Beibu Gulf Cooperation must be business oriented. There must be efforts to set the regulatory environment for business cooperatio

8、n, promote business partnership, and support ASEAN-China economic cooperation. As the economies of ASEAN and China get increasingly inter-linked, businesses in the Pan-Beibu Gulf will have wider choices of where to set up operations. ASEAN has always placed great value of the contribution of the pri

9、vate sector in economic growth. There is no difference in this regard. The encouragement of private business activity must remain a priority in the Pan-Beibu Gulf Cooperation development.In the context of business networking, private sector led organisations like the ASEAN Chambers of Commerce and I

10、ndustry, the ASEAN-Chinese Business Council, and the China Council for the Promotion of International Trade should be involved in building contacts. Part of enhancing cooperation is the aspect of encouraging cultural promotion through people to people contacts in order to make the two regions even c

11、loser. This move will certainly involve an increase in the exchange of visitors by officials as well as private citizens between the two sides. These organisations can facilitate business dialogues and government consultations to support initiatives of the Beibu Gulf Cooperation development where pr

12、oducing business transactions would be the primary goal. Nanning and the China-ASEAN Exposition can serve as the focal point for other conferences and seminars between ASEAN and China, e.g. on ICT, tourism, ports, science/technology, agriculture, etc.女士们先生们！第一届环北部湾经济合作论坛提出了要形成沿环北部湾城市之间的战略联盟。许多人认 为北部
