32、管理操作办法第一节 总则第一条 质量检查分为:日常抽检、节点检查和专项检查。第二条 质量检查依据:现行国家及地方或行业规范标准,有效的设计资料、工程合同及相关补充协议,批准的监理规划、监理细则、施工组织设计、施工方案及各种专项方案。第二节 质量检查标准第三条 日常抽检标准:每月要求对工程、材料、设备检查不少于2000点,按楼盘项目均衡分布。检查点数分布依据:各楼盘的点数=该盘工程项目数量占公司在建总项目数量的百分比2000。第四条 日常抽检必须有针对性地确定检查内容和检查重点,并按子分部工程、分项分类要求,制定检查计划。检查部位必须随机选定,并按工程进度所涉及的分项均衡分布,以使检查结果趋向正
33、态分布,减少主观影响。第五条 节点检查是对各项目工程重要实体质量的必检内容,按各专业质量节点内容对关键工序、重要部位的质量进行重点抽查。节点检查贯穿于日常检查过程中。节点检查内容详见附件一。第六条 专项检查是对影响工程实体安全、使用功能及观感较大的重点部位进行检查以及公司指派的专项调查。第三节 质量检查办法第七条 在质量检查过程中,质量监督部按照发现质量问题的严重程度,分别采取下发恒大地产集团质量安全问题整改通知单(附件二)、恒大地产集团质量安全问题整改函(附件三)、恒大地产集团质量问题砸掉返工通知单(附件四)等形式进行处理,对于重大质量问题、事故,必须及时形成专题报告上报集团公司领导。质量工
34、程师在发现质量问题后,应当时下发恒大地产集团质量安全问题整改通知单,经现场责任工程师确认归档,并在整改期限内对整改情况进行复查; 对于比较重要的质量问题在现场签发恒大地产集团质量安全问题整改通知单后,还需另外正式下发恒大地产集团质量安全问题整改函并抄送公司相关部门和抄报公司领导。质量工程师在发现需砸掉返工的质量问题后,应现场签发恒大地产集团质量问题砸掉返工通知单,并由责任工程师签字确认后,对不合格项实体进行现场砸掉或返工处理,需砸掉的不合格实体,由保安负责实施,返工完成后,工程部需通知质量监督部进行复查;对于重大质量问题或质量事故,质量监督部应及时上报集团公司领导,经集团公司研究后处理。为维护
35、公司利益,当发现需砸掉返工的严重质量问题和可能会引发工程纠纷的质量安全问题后,质量工程师应及时进行有效取证,取证方式可采取拍照、复印相关资料、施工责任方书面确认等合法手段。质量监督部每一个月将本月发现需砸掉返工的质量问题汇总形成月度砸掉返工情况通报,并分发各相关部门及抄报公司领导;对于本月需砸掉返工的质量问题中比较严重的问题另外汇总,报请主管工程的公司领导批示,按公司的问责处理程序进行处理。接工程部砌体验收通知后,质量工程师对验收范围内的门窗尺寸、砌体尺寸及其相关定位尺寸进行复核,发现与设计及验收规范不符的质量问题,按需砸掉返工的质量问题处理程序进行处理。质量监督部每半月将本期间对广州地区楼盘
36、的工程检查情况汇总形成工程质量简报,并分发各相关部门及抄报公司领导。质量监督部对外地公司的工程质量检查完毕后,必须立即形成工程质量情况通报,并分发各相关部门及抄报公司领导。质量监督部每月月底完成集团公司相关质量制度考核及上报工作。 附件一恒大地产集团质量监督部各专业节点检查内容土建专业检查施工前施工组织设计方案、各专项施工方案是否已审批完毕并抽查过程落实执行情况。检查监理规划、各专业监理实施细则、旁站监理方案及其落实执行情况。检查施工现场质量管理是否有健全的质量管理和保证体系、施工质量控制和质量检验制度。检查施工放线测量成果报验和复查确认情况。检查监理人员是否经常地、有目的对承包单位的施工过程
37、进行巡视、检查、检测。检查内容主要包括是否按照设计文件、施工规范和批准的施工方案施工,是否使用合格的原材料构配件,已完施工部位是否存在质量缺陷。抽查施工现场管理人员尤其是质检人员是否到岗到位,施工操作人员的技术水平操作条件是否满足工艺操作要求,特种操作人员是否持证上岗。检查检验批、分项、分部工程质量的验收确认情况。检查工地例会纪要。工地例会应有项目经理参加,检查分析工程项目质量状况,针对存在的质量问题提出改进措施并检查成效。检查监理工作程序有否体现事前控制和主动控制的要求。检查进场的工程原材料构配件的质量控制情况。检查监理日记、监理周报、监理月报。检查监理通知单。对施工过程出现的质量缺陷,专业
38、监理工程师有否及时下达监理通知单责令承包单位整改并复查整改结果。对工程质量起重要作用的检测项目,检查相关各方是否参与进行见证检测,确保施工过程中的关键质量得到控制。检查施工和监理资料是否齐全有效并及时整理归档。抽查水泥搅拌桩施工中对水泥及外掺剂的质量、桩位、计量设备、机头提升速度、水泥注入量、搅拌桩的长度及标高等主要施工质量参数的检查记录。核查现场控制情况。检查静力压桩。施工前检查进入现场的成品桩、接桩用电焊条的产品质量控制情况。检查试桩记录。检查施工过程压桩顺序、贯入情况、电焊接桩质量、桩体垂直度、电焊后的停歇时间等施工质量控制参数的检查记录。核查现场控制情况。抽查混凝土灌注桩的施工顺序、成
39、孔、持力层、清渣、放置钢筋笼、灌注混凝土等全过程的检查记录。核查现场控制情况。检查桩位的偏差检查记录,抽查现场的实际情况。检查桩基的检测方案是否经有关单位确认后执行。检查桩体质量检验报告和单桩承载力的检验报告。检查地基基础子分部的质量控制资料,参加阶段性中间验收。检查基坑土方开挖的施工方法是否按批准的施工方案执行。检查深基坑支护结构的位移监测记录。检查基坑开挖至设计标高后的验槽(坑)记录。检查锚杆及土钉墙支护工程施工质量收控情况。检查土方回填施工质量的控制情况。检查模板及其支架的承载力刚度稳定性控制情况,是否有胀模、跑模现象。检查模板及其支架拆除的顺序及安全措施有否按施工技术方案执行。检查底模
40、及其支架拆除时的混凝土强度是否符合设计要求或规范要求,有否报监理机构审批后执行。检查钢筋隐蔽工程验收记录及主控项目受控情况。检查受力钢筋的保护层厚度控制情况。检查进场的预搅拌混凝土的质量证明书及试件强度试验报告。检查现场搅拌混凝土每工作班复称抽查结果记录。检查后浇带混凝土浇筑有否按施工技术方案进行。检查现浇结构的外观质量存在缺陷的情况。检查现浇结构的轴线位置、垂直度、标高的偏差检查记录。检查电梯井井筒长宽对定位中心线的偏差、井筒全高的垂直度偏差的检查记录。检查地下室防水分项工程施工质量的控制情况。参加基础、转换层、标准层、屋面层的隐蔽验收。检查混凝土结构子分部工程的质量控制资料及分项工程施工质
41、量验收情况。检查混凝土结构的观感质量验收情况。检查屋面防水层施工质量控制情况。参加混凝土结构子分部工程中间验收。检查装饰分部工程施工的样板先行制度执行情况。检查外墙面、内墙面、天花、地面等主要部位施工过程质量受 控情况。检查阴阳角的方正顺直及细部质量受控情况。检查监理机构对项目验收前的准备工作情况。参加项目竣工综合会验。设备给排水消防煤气工程2.1 检查施工组织设计方案是否于开工前经审批确认,抽查落实执行情况。2.2 检查项目监理机构制定的监理规划是否全面科学,专业监理实施细则是否具有针对性,抽查落实执行情况。2.3 检查监理工程师对进入现场的设备,材料在使用前是否严格进行控制把关。检查监理工
42、程师对隐蔽工程制度的执行情况,抽查重要部位的隐蔽管道是否严格按设计及规范的要求进行施工。 抽查中间验收及专业验收资料,参加阶段性验收及重要部位专业验收。检查监理工程师对工序质量的控制情况,抽查已完工序的给排水消防煤气管道安装质量。检查监理工程师对变频供水设备,通风空调等设备的安装质量是否严格控制把关。 检查监理工程师在给水管道试压,排水管道的灌水通水通球试验时是否严格执行旁站监理制度。 检查监理工程师在质量控制中对发现问题是否及时下发监理通知单并落实整改。检查监理工程师在质量控制资料管理方面是否严格控制把关,资料是否及时整理归档。抽查设备材料使用许可证,给排水管道的试验记录等。检查分户验收的质量控制情况,抽查已验收完的项目是否仍存在质量问题。参加竣工验收,抽查项目竣工质量控制资料。建筑电气工程(含弱电部分)检查基础接地的隐蔽验收受控情况
