32、usiness master, and service political clean, and style excellent of Office team.附件4：关于大连商品交易所标准仓单管理方法等实施细则的修改说明为使规则更加贴近市场，进一步完善期货市场服务产业的功能，在防范风险的前提下，我所对大连商品交易所豆粕、豆油、棕榈油、焦炭标准仓单管理方法（以下简称豆粕等仓单管理方法）、大连商品交易所黄大豆1号、黄大豆2号、玉米、线型低密度聚乙烯、聚氯乙烯标准仓单管理方法（以下简称黄大豆1号等仓单管理方法）、大连商品交易所交割细则（以下简称交割细则）等规则条文进行了修改完善。相关规则修正案共涉

33、及三项规则七处条文的修改，现详细说明如下： 一、两个标准仓单管理方法的修改 （一）更改豆油标准仓单注销月份（豆粕等仓单管理方法第44条）依据我所标准仓单管理方法的原规定，全部豆油标准仓单在每年的12月份最终一个工作日之前必需进行注销。原规定给卖方客户对豆油品种1月份主力合约的操作带来不便，主要表现在两方面：一是时间惊慌，具有潜在的交割风险。受元旦和春节假期的影响，1月份的工作日通常较少，豆油仓单注销后，办理1月合约交割的卖方客户重新注册仓单的时间不够充裕，致使存在潜在交割违约风险。二是增加了卖方客户资金压力。在仓单注销后的重新注册期间，对1月合约来说，客户没有可用于折抵交割月份卖持仓交易保证金

34、的仓单，须要额外交纳合约价值30%的保证金，增加了客户的资金压力。因此市场调整豆油仓单注销月份呼声较高。在此次规则修改中，我所将豆油仓单的注销月份更改为3月份。这样调整考虑到以下因素：一是4月份不是豆油合约月份，仓单注销后重新注册时间充裕，降低了潜在交割风险；二是3月为注销月份，与我所豆粕、大豆、玉米等多数品种注销月份一样，便于会员、客户记忆和操作。（二）规定厂库交割货物质量异议期（豆粕等仓单管理方法第70条）我所现行规则虽然规定了样品保留期限，但是对质量争议提出期限却未做出详细规定。在实际操作中，客户可能在超过样品留存时间后仍旧提出质量异议，使得交割争议事项可能因为证据欠充分而难以处理。因此

35、，在此次规则修改中，我所增加了相应的条款，以明确各品种厂库交割质量异议提出时间。（三）延长厂库交割棕榈油样品留存时间（豆粕等仓单管理方法第52条） 我所原规则规定厂库交割棕榈油样品留存时间为至发货日后10天。而新增加的棕榈油品种厂库交割质量争议期规定为发货日后5个工作日。在规则运行中，如遇到“十一”等长假，争议期可能会超过10天，导致棕榈油厂库交割样品留存时间无法覆盖质量争议期。因此，在此次规则修改中，我所将棕榈油厂库交割样品留存时间由10天延长为15天，以完全覆盖5个工作日的质量争议期。（四）删除LLDPE、PVC进口产品检验举荐品牌资格的规定（黄大豆1号等仓单管理方法第40条）依据市场改变

36、状况，我所将取消LLDPE、PVC进口产品免检举荐品牌资格，主要缘由有以下几点：1.由于LLDPE、PVC被调出国家法检书目，货主无法供应作为免检申请材料之一的“商检证书原件”，导致我所进口免检规则无法实现。商检证书为出入境检验检疫局对规定法检货物进行检验后出具的证书。依据我所原规则，进口LLDPE、PVC举荐品牌申请入库免检，必需提交商检证书。2009年，为减轻企业负担、加快进出口货物流转速度，国家质检总局调整了出入境检验检疫机构实施进出境商品书目（简称法检书目），将LLDPE、PVC等商品调出法检书目，对其不再出具商检证书，致使货主无法满意我所免检申请的要求，进口LLDPE、PVC产品举荐品牌免检规则在事实上不再具有适用性。2. 将生产厂家出具质量承诺书作为商检证书的替代方案不具有可行性。入库免检有利于降低交割成本、提高交割效率，但也存在肯定程度上的交割风险。我所境内举荐品牌的LLDPE、P
