1、.Forest Carbon Offset Protocol Consultation Response FormThe Government of British Columbia is developing a Forest Carbon Offset Protocol (FCOP) that will guide the design, development, quantification and verification of B.C forest carbon offsets from a broad range of forest activities on private an

2、d public land in B.C. Forest carbon is an increasingly significant component of climate action, and the protocol will ensure that forest carbon offsets developed in B.C. meet domestic and international quality standards. Given the importance of the forest land base in the province, the protocol is a

3、 key element in sustaining British Columbias reputation for climate action and economic growth in North America.The FCOP is intended to: w Meet the requirements of, and be implemented under, B.C.s climate change legislation.w Guide creation of high quality forest carbon offsets that meet or exceed i

4、nternationally recognized carbon offset standards. w Accommodate all forest types and forest management regimes in B.C. enabling projects on public and private land across the province.w Be comprehensive covering the range of forest activities from improved forest management to conservation.Developm

5、ent of the FCOP is being led by the Climate Action Secretariat of the Ministry of Environment in collaboration with the Pacific Carbon Trust, the Ministry of Forests, Mines and Lands and the Ministry of Aboriginal Relations and Reconciliation. When approved, the FCOP will be implemented under the Em

6、ission Offset Regulation of the British Columbia Greenhouse Gas Reduction Targets Act. The FCOP would also establish eligibility of forest carbon offsets under the proposed Offset Regulation of the Greenhouse Gas Reduction (Cap and Trade) Act.A draft Forest Carbon Offset Protocol has been prepared b

7、y the government project team for public review and comment prior to finalization. The draft protocol can be downloaded from the CAS Forest Carbon Offset Protocol website: .bc.ca/cas/mitigation/fcop.html.Comments regarding the draft protocol are being solicited until January 31, 2011. Com

8、ments may be provided using this response form or a separate submission. Following review of comments and submissions, the project team will complete the protocol in early 2011.A summary report of comments and submissions received will be prepared without specific attribution by an independent contr

9、actor and posted on the CAS website. Comments received will be treated with confidentiality by government staff and contractors. However, comments that you provide and information that identifies you as the source of those comments may be publicly available if a Freedom of Information (FOI) request
