12、零担线路运输。零担货运按经营区域分为：县（市 ）内、地 （市 ）内、省内、省际和国际零担货运；接送达速度分为：普通零担货运、快件零担货运、特快专运零担货运。第五条零担货运经营活动是指零担货物的受理、仓储、运输、中转、装卸、交付等过程。第六条中华人民共和国交通部负责全国零担货运管理，各级地方交通主管部门负责本辖区零担货运管理，具体管理工作由各级道路运政管理机关（以下简称运管机关）负责。第二章经 营 资 格第七条经营零担货物受理和经营零担货运站场的业户除具备道路运输服务业户开业技术经济条件外，还应满足下列要求：一、零担货物受理业户应具备：（一）有固定的营业场所，与业务相适应的货物仓储面积和装卸设施

34、达到二级以上。二、经营省内零担货运需有5辆 （25 个吨位 ）以上零担货运车辆，跨省经营需有10 辆 （50个吨位）以上零担货运车辆，国际零担货运按国际双边运输协定办理。三、业主、驾驶员、业务人员须持有运管机关核发的上岗证。驾驶员应有安全行驶2 年以上或安全行驶5 万公里以上的驾驶经历。第三章审 批 程 序第九条申请经营零担货运的业户须向运管机关提交下列文件：一、开业申请报告。二、 单位申办凭乡镇以上政府或上级主管部门的证明，个人申办凭居民身份证和乡镇以上政府证明。三、申请经营项目的可行性报告。四、按照开业条件要求，零担受理业户、零担货运站场、零担运输业户相互签订合作意向书。班线接发货站点的证

47、，由县、地（市 ）运管机关审核后，报省运管机关审批。4、 省际线路，由相关省运管机关协商无异议后，由经营业户所在地省级运管机关审批，并报交通部备案。5、 国际线路，由部授权的省级运管机关根据两国或多国汽车运输协定的规定审核，并报交通部审批。第十四条已开业的业户需扩大经营范围或合并，分立、 迁移变更时，应经原批准开业的运管机关同意，按审批权限办理有关手续。第十五条业户歇业、停业须提前30 天向原开业审批机关提出申请，经批准后，办理手续，并向社会公布。经营零担线路运输不足六个月的，不得歇业、停业。第四章经 营 规 范第十六条零担货运经营方式可采用定线、定点、定班运输形式或定线、定点、不定班运输形式
