13、高效、有序地开展，特作如下规定；一、商会会员必须遵守国家法律、法规，遵守商会的章程和各项规章制度。商会对有下列行为的会员，解除其会员身份，同时解除其在商会各级组织中的一切职务：1、触犯国家法律、法规、受到刑事处分的；2、参加非法组织，拒不悔改的；3、因企业信誉差、造成极坏的社会影响，严重败坏东北籍人声誉的；4、拉山头、结帮派，对商会团结造成严重影响的；5、用造谣、污蔑等手段败坏商会声誉的；6、侵占、挪用商会财产资金的；7、其它对商会建设有不利影响的。二、商会各级组织成员，要热忱参与商会工作，认真履行自己的工作职责，自觉遵守商会的章程、规章、制度和个人服从组织、少数服从多数，下级服从上级的组织原

14、则。商会对有下列行为的各级组成人员，解除其一切商会职务：1、 常务会长办公会、会长办公会、理事会的组成人员无正当理由连续三次不参加会议的；2、拒不执行商会各级组织决定的；3、不接受商会工作任务的；4、 在商会各级组织会议后，散布与会议精神相对立的言论，造成不良后果的；5、其它对商会建设有不利影响的。三、 商会聘用的专职工作人员要热爱商会，严格遵守商会的规章制度，尽职尽责地完成自己的本职工作。商会对有下列行为的专职工作人员予以解聘：1、不胜任本职工作要求的；2、因失职给商会造成较大政治、经济损失的；3、因不遵守纪律、法规和公民道德规范，给商会造成不良影响的；4、贪污、挪用商会资金或侵占商会财务的

40、safe and云南省东北商会财务管理工作细则一、关于财务工作责权关系的简要说明1、 会长是商会法人代表，有权利和责任根据商会的财务制度“一支笔 ”批示请款单和报销单，其他人非经会长授权都没有批示权。如会长违反财务制度，监理会可要求会长做出检查并酌情在经济上予以赔偿。2、在常务会长办公会及会长的领导下，秘书处财务部制定预算、决算报告和商会财务状况报告，检查监督财务人员遵守财务制度情况，并重点防止出现贪污、 挪用商会资金和侵占商会财产的情况发生。如果工作监督不力，发现问题不及时，秘书长和财务部领导要负相应责任。3、 民主理财小组对会长、秘书长、 财务部负责人和财务人员实施全面监督，并审查财务的预

41、算、决算报告和商会财务状况报告。4、财务人员在工作业务上要接受财务部的监督、检查和工作部署。但是，因为商会的财务人员需要兼职，所以对他们的日常管理及兼职工作的分配，由办公室主任负责。二、民主理财制度1、商会成立民主理财小组。监事会的全体成员均为理财小组成员，监事长兼任民主理财小组组长；2、民主理财小组在理事会的领导下展开工作。民主理财小组的职权是：（1）审核认定财务部对商会组织重大活动所提出的财务预算、决算报告；（2）依据商会的财务制度，对商会各项费用的使用情况进行监督检查；（3）审议商会财务部向理事会提交的商会财务收支情况的报告。三、招待费、捐资费、礼品费使用制度1、上述费用使用额度在5 万
