13、渗水用；手孔井四壁必须抹水泥沙浆。 6、室外防水控制箱由设备厂家根据所需容量配备，外壳采用优质冷轧钢板壁厚不小于.外表喷室外塑粉并做好防水防盗及散热。 7、室外摄像机探头立柱用钢不得影响材料和机械性能的裂纹、分层、重皮、夹渣等缺陷麻点或划痕的深度不得大于钢材厚度负公差的1/2，且不应大于0.5mm。 8、设计依据：设计风载：/2，疲劳寿命：30年，按国家最新标准版本碳素结构钢、电气装置安装工程电缆线路施工及验收规范、钢结构工程施工及验收规范、钢筋混凝土工程施工验收规范等相关规范进行施工。监控立杆焊接材料 1、符合现行国家标准的规定，并有合格证明文件。碳素钢采用E43型焊条，焊条质量应符合最新国

14、标的规定，绝不使用药皮脱落、焊芯生锈或受潮的焊条，以及带锈的焊丝。焊接尺寸符合设计要求，焊缝金属表面的焊波均匀，不得影响强度的裂纹、夹渣、焊瘤、烧穿、未溶合、弧坑和针状气孔，并且无褶皱和中断等缺陷。焊缝区咬肉深度不允许超过0.5mm，累计总长不得超过焊缝总长的10%。焊缝宽度小于20mm，焊角余高为1.5mm2.5mm，角焊缝的焊角高度应为6mm8mm，焊角尺寸不允许小于设计尺寸。 2、防腐处理采用热浸锌，在进行防腐处理前，应对钢构件进行有效的除锈，热浸锌厚度不小于85um，锌层应均匀，用硫酸铜液作浸蚀试验时，4次以上不露铁，锌层应与金属本体结合牢固，经锤击试验，锌层不剥离，不凸起。浸锌完毕后

15、应进行钝化处理，并且48h盐雾试验合格。每100 m杆，其轴线测量的直线度误差不超过0.5，杆全长直线误差不超过1。高速公路监控系统按照功能划分一般分为收费监控系统和道路监控系统两部分。收费监控系统主要是对收费站的车道、收费广场、收费亭的收费情况，对收费车道通过的车辆类型、收费员的操作过程以及收费过程中的突发事件和特殊事件进行观察和记录，实施有效的监督。道路监控系统主要是对高速公路干线、互通立交、隧道等高速公路重点路段进行监视，掌握高速公路交通状况，及时发现交通阻塞路段、违章车辆，及时给予引导，保证高速公路的安全通畅。高速收费监控系统是数据监控、图像监控和声音监控三部分组成的一个有机整体。其主

16、要功能是以收费站为基础，通过对数据、视频、音频等信息的采集，传送到监控室或监控分中心进行处理和分析，完成整个收费过程。 数据监控是指利用车辆检测器、车型自动分类器、键盘、读卡机等外部设备采集到的数据信息，对收费过程进行控制，进行收费数据合理性判断、记录和统计工作，以发现各种异常情况(例如冲卡车辆判断、非法卡或通行券，人工判断车型是否有误等)，并进行相关的处理工作(例如冲卡车辆拍照、报警，特种车辆录像)，它是最有效、使用最广的一种收费监控方式。 图像监控是指在收费广场、收费车道和收费亭等处设置摄像头，采集视频信息，监控员在监控室通过监视器实现对通过收费车道的车辆、收费人员的操作过程，包括通行券(

17、卡)的发放、回收以及收费找零情况等进行有效的监督，并能人工或自动启动录像设备记录冲卡车辆和其他异常情况。 声音监控是指采用有线(或无线)对讲系统，采集音频信息，对收费人员在收费过程中使用文明用语等情况的监督，并监听车道内的突发和异常情况。高速公路道路监控系统是对实时采集的路网交通信息进行处理，根据各路段的交通运行状况分析计算，对路网未来时刻交通情况进行预测，进而通过诱导控制车流合理的调控车流分布。根据道路监控系统的功能要求和设备特点，系统又可分为交通信息采集系统、交通状态分析系统、交通控制系统等。 交通信息采集系统的功能是获取交通信息原始数据，通过车辆检测器、检测线圈、通讯设备等形成的交通信息

18、采集网，获得路网中各路段的交通量数据；通过在重要地段的摄像机和视频传输设备获取该路段的视频实时数据；通过气象信息采集系统采集各个路段的能见度、温度、湿度、风向、风速、雨雪等气象条件。在这些信息中，视频数据可在计算机或大屏幕上显示，并根据需要对视频数据进行抓拍记录。 交通状态分析系统根据采集到的交通信息原始数据，首先判断是否为交通事件或事故。若经过视频人工确定为交通事故则直接将相关信息传递给交通控制子系统；若不是交通事故，则计算机利用程序求得各路段的交通状态参数，并利用交通流理论分析该路段的交通状态。 交通控制系统根据交通状态分析子系统输出的交通状态数据，若为交通事故，则根据发生事故的地点和特点

19、自动生成最佳紧急交通诱导控制方案并发送给交通诱导子系统；若不是交通事故，则根据交通状态，气候数据及管理需要，按预定正常交通诱导方案执行。 高速公路道路监控系统的主要是通过对高速公路全线的交通流量检测、交通状况的监测、环境气象检测、运行状况的监视，按照一系列智能控制规则和策略产生控制方案，从而实现控制交通流量、改善交通环境、减少事故、使高速公路达到较高的服务水平。目前道路监控系统在我国发展存在滞后性，远远不能满足需要。各地建立的交通监控中心大多都只是实现了监视功能，而远没达到控制的作用，其主要原因是在高速公路建设初期，我国高速公路的交通流量一般远没达到设计标准，因此对高速公路的监控特别是“控制”

20、不够重视，导致部分高速公路已经开始出现自然拥挤现象，造成“高速不高”的现象。近几年来，一些发达国家纷纷投入智能交通系统（ITS）的研究与开发工作。ITS智能高速公路预警系统的应用，将会有效地提高营运效率、保证交通安全。 城市道路视频监控系统解决方案1.1前述：智能交通系统（ITS）的建设是我国交通领域今后的重点建设内容，北京、上海等城市已经着手进行总体规划。作为城市ITS的分步实施，城市交通监控（交通监视和交通控制）和交通信息管理是迈向城市ITS的第一步。现代城市道路监控系统的核心有五个部分组成：交通控制、交通监视、交通信息管理、交通接处警和综合信息传输。同时辅助于其他外围设备和系统，如闯红灯

21、检测、卡口智能识别、GPS车辆定位等。本解决方案主要是展示通过科达KDM系列视频监控设备及外围相关设备的整合，提供一个功能强大的ITS。1.2组网示意图1.3 组网说明由于道路监控点分布在城区的各个重要路口及重要地点，各个点之间的距离都比较远，无法采用传统的模拟系统来实现视频监控及其它相关的功能。建议从监控中心到各个监控点之间的线路架设以太网线路或E1线路。   每个监控点配置一台KDM2400编码器，它作为整个监控点的主设备，负责接收摄像机的模拟信号，进行模数转换、编码器压缩、传输。同时提供云台、镜头等设备的控制接口（RS232/RS422/RS485），接收中心的指令控

22、制云台、镜头这些设备的动作。另外，通过RS232等串行口，可以接入交通诱导屏、红绿灯控制器等设备。每台KDM2400可对1到2路视频信号进行编码，如果监控点摄像头数量超过2个，可以采用轮询方式或者外置视频分割器。   KDM2400可通过以太网或者E1线路接入到监控中心。监控中心配置KDM2010中心控制服务器、KDM2020数字录像服务器、KDM2030网管服务器、KDM2500硬件解码器、矩阵、电视墙等设备。KDM2010作为整个监控系统的控制中心，具有用户管理、设备管理等管理功能。通过内置的码流转发模块，可接收远端点的码流并进行转发。转发有两种方式：1、自身转发-通过

23、自身的处理能力完成码流的接入、输出（码流进入KDM2010，并从KDM2010出来），把KDM2400传输过来的码流转发到KDM2500；2、控制转发-通过组播技术，控制码流转接（码流不进入KDM2010），使KDM2400编码后的码流直接传输到KDM2500解码器。   KDM2500是一台硬件的解码器，可以实现1到2路视频流的解码。远端的各个视频信号经过KDM2010控制转发到KDM2500后，由KDM2500负责解成模拟视频信号发送到视频矩阵，最终输出到电视墙。   KDM2020负责接收码流并进行录像，同时接收点播指令，实现录像点播功能。KDM2

24、030则提供整个监控系统的告警、日志等功能。KDM监控系统还提供WEB方式的监控，KDM2010、KDM2020、KDM2400都内嵌了WEB服务器，普通的PC可以直接利用IE登陆到这些设备上，经过认证后就可浏览实时监控图像、录像文件，并可控制摄像机等外围设备。利用这个系统，监控中心可以在电视墙或普通PC上实时观看各个远端监控点的图像，并实现远程录像、远程控制等功能。通过与其它外围设备和相关软件的配合，就可实现整个交通系统的智能化控制。社会关注的重要事项，全部实行三公开，保证了人民群众的知情权、参与权和监督权认真落实党风廉政建设责任制，积极参与廉政教育，自觉杜绝腐败现象发生，全力维护机关干部的
