Responsibility 责任SE employees：All the employees who impair a fire protection system, in whole or part, must first notify the Impairment Coordinator at the Departme nt of

10、the Envir on me ntal Health and Safety If the impairment permit is required, the employees will attach the Fire & Life Safety System Permit or Impairment Tag (schedule A) to fire department connection for the sprinklers system impairment or the control panel for the fire alarm systems, and then

12、设施上开展施工的作业许可证。Con tractor or Outside Compa ny Represe ntatives:Any con tractor or the Outside Company Representatives who impair a fire protecti on system, in whole or part, must first notify the Impairment Coordinator at the Department of the Environmentai Health and Safety. If the impairment permi

13、t is required, any contractor or the Outside Company Representatives will attach the Fire & Life Safety System Permit or Impairment Tag (schedule A), which would be a precondition to apply for work permit before starting the operation, to fire department connection for the sprinklers system impa

14、irment or the control panel for the fire alarm systems.合同商或者外部公司代表：任何合同商或者外公司代表在工作过程中有可能全部或者部 分中断一个系统的消防功能时，必须第一时间报告环保健康安全部门的中断协调员，如 果确实需要消防系统中断，需要从中断协调员那里申请一个防火逃生许可/中断标牌（见 计划A）,并且将是否开具此标牌作为能否申请作业许可的前垃条件，在开始作业施T前, 并将此防火逃生许可/中断标牌挂在需要中断区域的喷淋系统阀组或者是火灾报警盘 上。Impairment Coordinator（IC）:2. 20、pt, of the Public Safety will be notified of a preplanned impairment of a fire alarm system SE Security Dep and the FFCC will be notified of the preplanned impairment of a firealarm system The maintenance Supervisor for affected building will be notified of the preplannedimpairment of a fire alarm s

21、ystem The impairment Coordinator will complete the Impairment Worksheet (Schedule B). The impairment Coordinator will complete the fire&life safety system permit/impairment tag (Schedule A). The impairment Coordinator will approve the applications tag of fire&life safety system permit /impai

22、rment whether the applicants complete or not. The IC will authorize the preplanned impairment and verify that the followingprocedures have been implemented.1. The extent and expected scope of the impairment have been determined;2. The areas or building involved have been considered and increased ris

23、ks determined;3. When a required automatic sprinkler system is out of service for an extended duration, the impairment coordinator will arrange for one of the following:a. Evacuation of the people in the building or portion of the building affected by the system out of serviceb A fire watch for all

24、portions of the building left unprotected by the shutdown until the fire alarm or the sprinkler system has been returned back to service Fire watch personnel used for the automatic sprinkler system shutdown must be specially trained in the fire prevention and the fire watch is responsible to take no

25、tes of the impairment effect4. When a required fire alarm system is out of service for an extended duration, the impairment coordinator will arrange for one as the following:a. Evacuation of the people in the building or portion of the building affected by the system out of serviceb Implementation o

26、f mitigating measures for the period that the system is impaired This considers the building occupancy typ已 nature and duration of impairment, building occupancy level during the impairment period, active work being conducted on the fire alarm system during the impairment, condition of the other fir

27、e protection systems and features, and hazards and assets at risk5. Sprinkler system: the impairment coordinator will complete or authorize a Fire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at the fire department connection, indicating which system, or par

28、t thereof, have been removed from service6. Fire alarm system: the impairment coordinator will complete or authorize a Fire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at fire alarm annunciator or the fire alarm control panel.6. 中断协调程序一一2级每次有计划的消蹄中断都应当通知SE负

30、疏散受影响的区域或建筑物内的人员b）应安排看火员值班直到受影响区域消防系统恢复功能为至，接受过专门的培训的看火员 在此期间应巡视受影响区域并做好记录4）在受消防中断影响区域的火灾报警系统失效期间，消防中断需要延长时间时，中断协调 员提前应至少有下述的一项安排：a）疏散受影响的区域或建筑物内的人员b）在系统消防中断期间实施适当的减轻灾害措施，应当考虑建筑物的类型，以及消防中断 可持续的时间，消防系统中断期间火灾报警系统仍然在使用的功能，苴他临近消防系统 的状态及其特性以及资产所面临的其他风险状态等5）喷淋系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划A）的签发, 并要将此牌挂在

31、受影响区域的消防连接处以此来显示是哪个部门，哪个系统的哪个部分 被拆除或者是暂时处于失效状态。6）火灾报警系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划A）并 确保此标牌挂在受影响区域的火灾控制盘上。7 Emergency Impairment ProcedureWhen an emergency impairment occurs, emergency action will be taken to minimize the pote ntial in jury and damage The IC will implement items 1 to 6 of section

32、 of Preplanned Impairment with the following exception:Any damage to the fire protectio n system caused by the con tractor will be repaired by a licensed fire protection company at the contractor's expense. Any required fire watch activities due to the damage of the fire protection equipment wil

33、l be supplied by the contractor. Con tractor must supply their own fire watch activities to en sure compliance with this policy and other SE policy.7. 紧急中断程序当紧急中断发生时，采取应急措施来减少潜在的人员伤害和财产损失。中断协调员除了要执行中断协调程序一一2级中从1）到6）的所有步骤之外，还需要包括下列一条：/k凡由于承包商导致的消防系统的损坏都应该让有资质的消防公司修复并且费用应当由 承包商负担：并且在此期间的专职防火员应当由承包商自己提

34、供，承包商必须提供他们 自己看火员的主要活动记录并确保其符合SE的工作指针8 Restoring System to Service:When all impaired equipment is restored to normal working order, the impairment coordinator will verify that the following procedures have been implemented: Any necessary inspec 廿 ons and tests have been con ducted to verify that aff

Maintenance Supervisor for the affected building has been advised that the protection is resorted If a fire alarm system is involved, the SE Dept, of Public Safety and monitoring company (if any) have been advised that the protection is resorted The Fire&Life Safet

36、y System Permit /Impairment Tag have been shut down and all the facilities have been advised that the protection is resorted8. 恢复系统功能当一个系统恢复到正常的工作状态时，中断协调员要确保下列工作已经完成。所有用来保证系统功能正常的测试和检査都已经完成。受影响区域或者建筑物的维修负责人已经证实消防系统已经恢复正常使用。在消防系统中断期间，火灾报警也涉及的，SE负责公共安全的部门以及安保部门也已经 证实消防系统功能恢复正常使用。关于此次消防中断的所有工作许可都已经关闭，
