53、也反映了民众的成熟度问题，因为无论在国外还是在国内，都不乏知名网站不诚信的案例和行为。2）关于民众遇到的电子商务诚信问题缺少诚信将是我国电子商务健康发展的主要障碍之一，因此电子商务诚信成了近年来不断受到政府、企业、 民众和相关机构关注和研究的领域。但在我国环境下， 电子商务的诚信状况到底怎样？我国民众在电子商务相关活动中的遇到的诚信问题会是什么？严重到什么程度？民众对于不同的相关诚信问题的态度如何？非常厌恶和能够接收的诚信行为是什么？有什么样的应对方式和能力？这些问题对于我们了解我国的诚信状况十分重要，这不仅对于政府等机构制订相关的管理政策非常重要，而且对于企业认识和深刻了解民众对于诚信的态度

54、和行为，从而更好的制订商业策略也非常重要。本次报告初步揭示：民众所遇到的电子商务诚信问题状况、民众对电子商务诚信问题的行为状况、民众对电子商务诚信领域主要问题的态度。在中国互联网络信息中心（CNNIC）最近的一次调查中发现（2006年7月），我国的互联网使用人群已经达到了1 亿 2 千万。在2005 年，我国电子商务的交易额达到了6800 亿人民币。电子商务已经成了我国增强竞争力的国策而受到了国家的重视，不久前中共中央办公厅、国务院办公厅印发了2006-2020年国家化发展战略， 良好的发展前景也得到了国际风险投资机构的大量注资。但与快速发展相伴的是电子商务诚信问题的大量涌现，去年与电子商务相
