1、xxxx公司相关方管理制度 编号 PG/03/AC-020 修改次数第一次实施日期 2012 年 10 月 批准赵六 审核王五 编制张三 1 目的与范围 本制度规定了与 XXXX 开关电器有限公司的安全绩效相关联或受其影响的团体 或个人，在公司范围内从事与生产经营有关的活动时的安全生产和环境保护责任和 义务。其H 的是贯彻安全生产、环境保护方针，落实安全生产、环境保护有关法 律、法规，明确相关方的安全生产、环境保护责任，规范其行为，避免事故发生。 本制度适用于 xxxx 开关电器有限公司与之签订合同的相关方在公司区域内活 动的安全管理工作。 2 管理职责 2.1 公司总经理负责公司相关方安全管

2、理的领导工作。 2.2 采购人员、安技员负责建立公司相关方安全管理制度，并负责监督实施。 2. 3 各有关部门在与相关方开展具体业务（如:再生产区域内进行施工、修理、 配套件服务等）时，应按照本制度开展工作。 2.4 各有关部门应执行承包商、供应商等相关方管理制度，对其资格预审、选 择、服务前准备、作业过程、提供的产品、技术服务、表现评估、续用等进行管 理。 2.5 各有关部门应建立合格相关方的名录和档案，根据服务作业行为定期识别 服务行为风险，并采取行之有效的控制措施。 3 术语和定义 3. 1 相关方 与企业的安全绩效相关联或受其影响的团体或个人。 4 管理内容 4.1 因采购、 维修、

9、否具有承担安全生产风险的经济能力，是否具有 安全生产管理机构或者专（兼）职安全生产管理人员，是否有成熟的安全生产制度和 管理经验。 4.7.2 单位主要负责人是否具有政府部门颁发的厂长、经理职业安全管理资 格认证书，企业主要负责人和安全管理人员是否具备与经营活动相应的安全生产 知识和管理能力； 4.8 在与承包单位签订合同（或协议）的同时，应签订安全生产管理协议。 4.9 应为承包单位提供符合国家法律、法规规定的生产场所、设备设施，经双 方验收、签字后存档。4.10 未签订承包合同的其它维修项 II,也必须与承包方签 订安全管理协议，不得以口头方式进行约定。4.11 现场作业中，承包方临时用电

10、 工程，用电设备在 5 台及以上或设备总容量在 50KW 及以上者，由其编制用电设计 方案;经审批、安装后每月应不少于一次进行现场检查和确认，具体参见电气临 时线安全管理制度（Q/PG G19G. 018-2012）的要求。且必须严格执行发包方的动火 和危险作业审批制度。4.12 外来人员的管理 外来人员主要指在厂区内临时作业的人员，如外来服务人员、实习人员、参观 人员等。4. 12. 1 外来人员必须进行登记和安全培训。 4.12.2 外来人员的作业现场必须有明显的范围标志。 4.12.3 所用的施工工具、材料、设备均不得占道，要保持交通道的畅通整 洁。因施工形成的坑、壕、绊脚物等必须采取可

11、靠的安全措施防止事故发生。 4.12.4 在作业过程中需动用企业的设备设施，必须经企业设备设施的主管人 员审批后方可使用。4.12.5 特种作业人员在现场作业时，必须持有有效的特种作 业操作证。 4. 12. 6 临时用电线路必须办理审批手续。 4.12.7 必须遵守修理工艺和施工规范，遵守安全技术操作规程。维修设备时 必须同时维修安全防护设施和装置，保持安全防护设施和装置的完好可黑。 4.12.8 外来人员必须自觉接受企业安全管理人员的安全监督检查，对不符合 和安全要求的必须整改。 5 相关文件 中华人民共和国安全生产法（2002 年 6 月 29 日主席令第七十号） 中华人民共和国环境保护
