Dr. Chan, heads f stateand gvernment, especially ur African partners, ladies and gentlemen: As we gather heretday, the pepl
2、e f Liberia and Sierra Lene and Guinea are in crisis. As Secretary-General Banand Dr. Chan have already indicated, the Ebla virus is spreading at alarming speed.Thusands f men, wmen and children have died. Thusands mre are infected. Ifunchecked, this epidemic culd kill hundreds f thusands f peple in
3、 the cming mnths.Hundreds f thusands.Ebla is a hrrific disease. Its wiping ut entire families. It has turned simple acts f lve andcmfrt and kindness - like hlding a sick friends hand, r embracing a dying child - intptentially fatal acts. If ever there were a public health emergency deserving an urge
4、nt,strng and crdinated internatinal respnse, this is it.But this is als mre than a health crisis. This is a grwing threat t reginal and glbalsecurity. In Liberia, in Guinea, in Sierra Lene, public health systems have cllapsed. Ecnmicgrwth is slwing dramatically. If this epidemic is nt stpped, this d
5、isease culd cause ahumanitarian catastrphe acrss the regin. And in an era where reginal crises ce glbal threats, stpping Ebla is in the interest f allurageus men and wmen fighting n the frnt lines f this disease have tld us whatthey need. They need mre beds, they need mre supplies, they need mre hea
6、lth wrkers, andthey need all f this as fast as pssible. Right nw, patients are being left t die in the streetsbecause theres nwhere t put them and theres nbdy t help them. ne health wrker inpared fighting this utbreak t “fighting a frest fire with spray bttles.” Butwith ur help, they can put ut the
7、blaze.Last week, I visited the Centers fr Disease Cntrl and Preventin, which is munting thelargest internatinal respnse in its histry. I said that theunt n America tlead, and that we will prvide the capabilities that nly we have, and mbilize the wrld the waywe have dne in the past in crises f simila
8、r magnitude. And I annunced that, in additint the civilian respnse, the United States wuld establish a military cmmand in Liberia tsupprt civilian effrts acrss the regin.Tday, that cmmand is up and it is running. ur cmmander is n the grund in Mnrvia,and ur teams are wrking as fast as they can t mve
9、in persnnel, equipment and supplies.Were wrking with Senegal t stand up an air bridge t get health wrkers and medicalsupplies int West Africa faster. Were setting up a field hspital, which will be staffed bypersnnel frm the U.S. Public Health Service, and a training facility, where were gettingready
10、 t train thusands f health wrkers frm arund the wrld. Were distributing suppliesand infrmatin kits t hundreds f thusands f families s they can better prtectthemselves. And tgether with ur partners, well quickly build new treatment units acrssLiberia, Guinea and Sierra Lene, where thusands will be ab
11、le t receive care.Meanwhile, in just the past week, mre cuntries and rganizatins have stepped up theireffrts - and s has the United Natins. Mr. Secretary-General, the new UN Missin fr EblaEmergency Respnse that yu annunced last week will bring all f the U.N.s resurces tbear in fighting the epidemic.
12、 We thank yu fr yur leadership.S this is all prgress, and it is encuraging. But I want us t be clear: We are nt mving fastenugh. We are nt ding enugh. Right nw, everybdy has the best f intentins, but pepleare nt putting in the kinds f resurces that are necessary t put a stp t this epidemic.There is
13、still a significant gap between where we are and where we need t be. We knw frmeperience that the respnse t an utbreak f this magnitude has t be fast and it has t besustained. Its a marathn, but yu have t run it like a sprint. And thats nly pssible ifeverybdy chips in, if every natin and every rgani
14、zatin takes this seriusly. Everybdy herehas t d mre.Internatinal rganizatins have t mve faster, and cut thrugh red tape and mbilize partnersn the grund as nly they can. Mre natins need t cntribute critical assets andcapabilities - whether it is air transprt, r medical evacuatin, r health care wrkers
15、, requipment,re fundatins can tap int the netwrks f supprt that theyhave, t raise funds and awareness. Mre businesses, especially thse wh already have apresence in the regin, can quickly prvide their wn epertise and resurces, frm access tcritical supply chaunicatins. And mre citizens - f all natins
16、- can educatethemselves n this crisis, cntribute t relief effrts, and call n their leaders t act. Severybdy can d smething. Thats why were here tday.And even as we meet the urgent threat f Ebla, its clear that ur natins have t d mre tprevent, detect and respnd t future bilgical threats - befre they
17、erupt int full-blwncrises. Tmrrw, in Washingtn, Ill hst 44 natins t advance ur Glbal Health SecurityAgenda, and we are interested in wrking with any cuntry that shares this cmmitment.Just t emphasize this issue f speed again. When I was dwn at the CDC - and perhaps thishas already been discussed, bu
18、t I want t emphasize this - the utbreak is such where at thispint mre peple will die. But the slpe f the curve, hw fast we can arrest the spread fthis disease, hw quickly we can cntain it is within ur cntrl. And if we mve fast, even ifimperfectly, then that culd mean the difference between 10,000, 2
19、0,000, 30,000 deathsversus hundreds f thusands r even a millin deaths. S this is nt ne where there shuld bea lt f wrangling and peple waiting t see wh else is ding what. Everybdy has gt t mvefast in rder fr us t make a difference. And if we d, well save hundreds f thusands f lives.Stpping Ebla is a
20、pririty fr the United States. Ive said that this is as imprtant a natinalsecurity pririty fr my team as anything else thats ut there. Well d ur part. We willcntinue t lead, but this has t be a pririty fr everybdy else. We cannt d this alne. Wednt have the capacity t d all f this by urselves. We dnt
21、have enugh health wrkers byurselves. We can build the infrastructure and the architecture t get help in, but were gingt need thers t y fellw leaders frm Liberia, Sierra Lene and Guinea, t the peple f West Africa, t theheric health wrkers wh are n the grund as we speak, in sme cases, putting themselvesat risk - I want yu t knw that yu are nt alne.
