Thrughut his lngcareer in public service, Eric has built a pwerful legacy f making sure that equal justice unde

4、rthe law actually means smething; that it applies t everybdy - regardless f race, r gender,r religin, r clr, creed, disability, seual rientatin. He has been a great friend f mine.He has been a faithful servant f the American peple. We will miss him badly. (Applause.)This year, weve been marking the

Weve reminded urselves thatprgress is nt just absrbing what has been dne - its advancing whats left undne.Even befre President Jhnsn signed the Civil Rights Act int law, even as the debate draggedn in the Senate, he was already challenging Ameri

7、ca t d mre and march further, t builda Great Sciety - ne, Jhnsn said, “where n child will g unfed, and n yungster will gunschled. Where n man wh wants wrk will fail t find it. Where n citizen will be barredfrm any dr because f his birthplace r his clr r his church. Where peace and security iscmmn am

Jin the fight t finish the unfinished wrk.” T finish theunfinished wrk.America has made stunning prgress since that time, ver the past 50 years - even ver thepast five years. But it is the unfinish

9、ed wrk that drives us frward.Sme f ur unfinished wrk lies beynd ur brders. America is leading the effrt t rally thewrld against Russian aggressin in Ukraine. America is leading the fight t cntain andcmbat Ebla in Africa. America is building and leading the calitin that will degrade andultimately des

10、try the terrrist grup knwn as ISIL. As Americans, we are leading, and wednt shy away frm these respnsibilities; we welcme them. (Applause.) Thats what Americades. And we are grateful t the men and wmen in unifrm wh put themselves in harmsway in service f the cuntry that we all lve. (Applause.)S weve

11、 gt unfinished wrk verseas, but weve gt sme unfinished wrk right here athme. (Applause.) After the wrst ecnmic crisis since the Great Depressin, ur businesseshave nw created 10 millin new jbs ver the last 54 mnths. This is the lngest uninterruptedstretch f jb grwth in ur histry. (Applause.) In ur hi

12、stry. But we understand ur wrk isnt dne until we get the kind f jb creatin that means everybdy wh wants wrk can a findjb.Weve dne sme wrk n health care, t. I dnt knw if yuve nticed. Thanks t theAffrdable Care Act, weve seen a 26 percent decline in the uninsured rate in America. (Applause.) African A

13、mericans have seen a 30 percent decline. And, by the way, the cst fhealth care isnt ging up as fast anymre either. Everybdy was predicting this was all ging tbe s epensive. Weve saved $800 billin - (applause) - in Medicare because f the wrk thatweve dne - slwing the cst, imprving quality, and imprvi

Despite unyieldingppsitin, this change has happened just in the last cuple years.But we knw ur wrk is nt yet dne until we get int mre cmmunities, help mre uninsuredflks get cvered, especially in thse states where the gvernrs arent being quite ascperative as wed like them t be. (Applause.)

15、 Yu knw wh yu are. It always puzzles mewhen yu decide t take a stand t make sure pr flks in yur state cant get healthinsurance even thugh it desnt cst yu a dime. That desnt make much sense t me, but Iwnt g n n that tpic. (Applause.) Weve gt mre wrk t d.Its easy t take a stand when yuve gt health ins

16、urance. (Laughter and applause.) Imging ff script nw, but - (laughter) - thats what happens at the CBC.ur high schl graduatin rate is at a recrd high, the drput rate is falling, mre yungpeple are earning cllege degrees than ever befre. Last year, the number f children living inpverty fell by 1.4 mil

17、lin - the largest decline since 1966. (Applause.) Since I tk ffice,the verall crime rate and the verall incarceratin rate has gne dwn by abut 10 percent.Thats the first time theyve declined at the same time in mre than 40 years. Fewer flks injail. Crime still ging dwn. (Applause.)But ur wrk is nt dn

18、e when t many children live in crumbling neighbrhds, cyclingthrugh substandard schls, traumatized by daily vilence. ur wrk is nt dne whenwrking Americans f all races have seen their wages and incmes stagnate, even as crprateprfits sar; when African-American unemplyment is still twice as high as whit

19、eunemplyment; when incme inequality, n the rise fr decades, cntinues t hld backhardwrking cmmunities, especially cmmunities f clr. Weve gt unfinished wrk. And weknw what t d. Thats the wrst part - we knw what t d.We knw weve gt t invest in infrastructure, and manufacturing, and research anddevelpmen

20、t that creates new jbs. Weve gt t keep rebuilding a middle class ecnmy withladders f pprtunity, s that hard wrk pays ff and yu see higher wages and higherincmes, and fair pay fr wmen ding the same wrk as men, and wrkplace fleibility frparents in case a child gets sick r a parent needs sme help. 21、lause.) Weve gt t buildmre Prmise Znes partnerships t supprt lcal revitalizatin f hard-hit cmmunities. Wevegt t keep investing in early educatin. We want t bring preschl t every fur-year-ld inthis cuntry. (Applause.) And we want every child t have an ecellent teacher. And we want tinvest in ur cmmun

22、ity clleges and epand Pell Grants fr mre students. And Im ging tkeep wrking with yu tre affrdable. Because every child in America, nmatter wh she is, n matter where shes brn, n matter hw much mney her parents have,ught t be able t fulfill her Gd-given ptential. Thats what we believe. 23、just want everybdy t understand - we have made enrmus prgress. Theres almstn ecnmic measure by which we are nt better ff than when I tk ffice. (Applause.)Unemplyment dwn. Deficits dwn. Uninsured dwn. Pverty dwn. Energy prductin up.Manufacturing back. Aut industry back. But - and I just list these th

24、ings just s if yu have adiscussin with ne f yur friends - (laughter) - and theyre cnfused. Stck market up.Crprate balance sheet strng. In fact, the flks wh are ding the best, theyre the nes whcmplain the mst. (Laughter and applause.) S yu can just pint these things ut.But we still have t clse these

25、pprtunity gaps. And we have t clse the justice gap - hwjustice is applied, but als hw it is perceived, hw it is eperienced. (Applause.) Eric Hlderunderstands this. (Applause.) Thats what we saw in Fergusn this summer, when MichaelBrwn was killed and a cmmunity was divided. We knw that the unrest cnt

26、inues. And Ericspent sme time with the residents and plice f Fergusn, and the Department f Justice hasindicated that its civil rights investigatin is nging.Nw, I wnt cmment n the investigatin. I knw that Michaels family is here tnight. (Applause.) I knw that nthing any f us can say can ease the grie

27、f f lsing a child s sn.But the anger and the emtin that fllwed his death awakened ur natin nce again t thereality that peple in this rm have lng understd, which is, in t many cmmunitiesarund the cuntry, a gulf f mistrust eists between lcal residents and lawany yung men f clr feel targeted by law enf

28、rcement, guilty f walking while black,r driving while black, judged by steretypes that fuel fear and resentment and hpelessness.We knw that, statistically, in everything frm enfrcing drug plicy t applying the deathpenalty t pulling peple ver, there are significant racial disparities. Thats just the

29、statistics.ne recent pll shwed that the majrity f Americans think the criminal justice systemdesnt treat peple f all races equally. Think abut that. Thats nt just blacks, nt justLatins r Asians r Native Americans saying things may nt be unfair. Thats mst Americans.And that has a crrsive effect - nt

30、just unity; it has a crrsive effect nAmerica. It harms the cmmunities that need law enfrcement the mst. It makes flks whare victimized by crime and need strng plicing reluctant t g t the plice because theymay nt trust them. And the wrst part f it is it scars the hearts f ur children. It scars thehea

31、rts f the white kids wh grw unnecessarily fearful f smebdy wh desnt lk likethem. It stains the heart f black children wh feel as if n matter what he des, he will alwaysbe under suspicin. That is nt the sciety we want. Its nt the sciety that ur childrendeserve. (Applause.) Whether yure black r white,

32、 yu dnt want that fr America.It was interesting - Fergusn was used by sme f Americas enemies and critics t deflectattentin frm their shrtcmings verseas; t undermine ur effrts t prmte justicearund the wrld. They said, well, lk at whats happened t yu back hme.But as I said this week at the United Nati

33、ns, America is special nt because were perfect;America is special because we wrk t address ur prblems, t make ur unin mre perfect.We fight fr mre justice. (Applause.) We fight t cure what ails us. We fight fr ur ideals, andwere willing t criticize urselves when we fall shrt. And we address ur differ

34、ences in thepen space f demcracy - with respect fr the rule f law; with a place fr peple f everyrace and religin; and with an unyielding belief that peple wh lve their cuntry can changeit. Thats what makes us special - nt because we dnt have prblems, but because we wrk tfi them. And we will cntinue

35、t wrk t fi this.And t that end, we need t help cmmunities and law enfrcement build trust, buildunderstanding, s that ur neighbrhds stay safe and ur yung peple stay n track. Andunder the leadership f Attrney General Eric Hlder, the Justice Department has launched anatinal effrt t d just that. Hes als

36、 been wrking t make the criminal justice systemsmarter and mre effective by addressing unfair sentencing disparities, changing departmentplicies n charging mandatry minimums, prmting strnger reentry prgrams fr thsewh have paid their debt t sciety. (Applause.)And we need t address the unique challeng

37、es that make it hard fr sme f ur yung peplet thrive. Fr all the success stries that eist in a rm like this ne, we all knw relatives,classmates, neighbrs wh were just as smart as we were, just as capable as we were, brnwith the same light behind their eyes, the same jy, the same curisity abut the wrl

38、d - butsmehw they didnt get the supprt they needed, r the encuragement they needed, rthey made a mistake, r they missed an pprtunity; they werent able t vercme thebstacles that they faced.And s, in February, we launched My Brthers Keeper. (Applause.) And I was the first ne tacknwledge gvernment cant

39、 play the nly, r even the primary, rle in the lives f urchildren. But what we can d is bring flks tgether, and thats what were ding -philanthrpies, business leaders, entrepreneurs, faith leaders, mayrs, educatrs, athletes, andthe yuth themselves - t eamine hw can we ensure that ur yung men have the

40、tls theyneed t achieve their full ptential.And net week, Im launching My Brthers Keeper Cmmunity Challenge, asking everycmmunity in the cuntry - big cities and small twns, rural cunties, tribal natins - tpublicly cmmit t implementing strategies that will ensure all yung peple can succeed,starting fr

41、m the cradle, all the way t cllege and a career. Its a challenge t lcal leaders tfllw the evidence and use the resurces n what wrks fr ur kids. And weve already gt100 mayrs, cunty fficials, tribal leaders, Demcrats, Republicans signed n. And were gingt keep n signing them up in the cming weeks and m

42、nths. (Applause.) But theyre ging tneed yu - elected leaders, business leaders, cmmunity leaders - t make this effrtsuccessful. We need all f us t cme tgether t help all f ur yung peple address thevariety f challenges they face.And were nt frgetting abut the girls, by the way. I gt tw daughters - I

43、dnt knw if yunticed. (Laughter.) African American girls are mre likely than their white peers als t besuspended, incarcerated, physically harassed. Black wmen struggle every day with biases thatperpetuate ppressive standards fr hw theyre suppsed t lk and hw theyre suppsedt act. T ften, theyre either

44、 left under the hard light f scrutiny, r claked in a kind finvisibility.S in additin t the new effrts n My Brthers Keeper, the White Huse Cuncil fr Wmenand Girls has fr years been wrking n issues affecting wmen and girls f clr, frmvilence against wmen, t pay equity, t access t health care. And yu kn

45、w Michelle hasbeen wrking n that. (Applause.) Because she desnt think ur daughters shuld be treateddifferently than anybdy elses sn. Ive gt a vested interest in making sure that ur daughtershave the same pprtunities as bys d. (Applause.)S thats the wrld weve gt t reach fr - the wrld where every sing

46、le ne f ur childrenhas the pprtunity t pursue their measure f happiness. Thats ur unfinished wrk. Andwere ging t have t fight fr it. Weve gt t stand up fr it. And we have t vte fr it. Wehave t vte fr it. (Applause.)All arund the cuntry, wherever I see flks, they always say, h, Barack, were praying f

47、r yu- by, yure s great; lk, yu gt all gray hair, yu lking tired. (Laughter.) Were prayingfr yu. Which I appreciate. (Laughter.) But I tell them, after President Jhnsn signed theCivil Rights Act, he ved n t what he called “the meat in the ccnut” - avting rights act bill. And sme f his administratin argued thats t much, its t sn.But the mvement knew that if we rested after the Civil Rights Act, then all we culd d waspray that smebdy wuld enfrce thse rights. (Applause.)S whenever I hear smebdy say theyre praying fr me, I say “thank yu.” Thank yu - Ibelieve in the pwer f praye
