2、要求、选型原则、试验项目及方法等。This regulation stipulates the working condition, technical requirements, selection principle, testing subjects and methods of transient state transient fault indicator (use “indicator” for short in the following part).本标准适用于额定电压 6.6kV35kV、额定频率50Hz的三相交流配电架空线路中监测负荷、指示、上报短路和接地故障线路区段信息

3、的暂态录波型指示器。 This standard is suitable for the transient waveform recording indicator to monitor the load, indication, uploading short circuit and earthing faults, for the three phase AC distribution overhead line with rated voltage of 6.6kv-35kv and rated frequency of 50Hz.2规范性引用文件normative reference

14、和指示各类短路、接地故障,向配电主站上送监测信息和故障检测数据。Consisted by acquisition and collection unit, mounted on the distribution line, monitoring line operation parameters, inspecting and indicating all kinds of short circuit and earthing faults, uploading monitoring information and fault detection data to distribution ma

15、ster station.3.2采集单元 acquisition unit安装在配电线路上,能判断并指示各类短路故障,采集、捕获单相接地故障特征数据,采集负荷电流等信息,并将故障信息、负荷电流等信息上传至汇集单元。Mounted on the distribution line, able to judge and indicate all kinds of short circuit faults, acquiring single phase earthing fault characteristic data, acquiring load current information etc

16、, uploading the fault information and load current to collection unit.3.3汇集单元collection unit接收、处理采集单元上传的配电线路故障、电流等信息,同时与配电主站进行通信的单元,可采用架空导线悬挂安装或电杆固定安装方式。Receiving and handling the distribution line faults and current information uploaded by acquisition unit, at the same time communicating with maste

17、r station, mounted on the overhead line or on the pole.3.4相电场强度 phase voltage intensity某一架空载流导体对地电压的比例感应值。The ratio interaction value of certain overhead current-carrying conductor voltage to earth.4使用条件 Working condition4.1 正常使用条件 Normal working condition4.1.1 环境温湿度 Ambient humidity and temperature

20、商确定。CX grade shall be confirmed by the negotiation of user and manufacture.安装场地的海拔不超过2000m。The altitude of mounting ground should not exceed 2000m.4.1.5 污秽等级 Pollution grade不低于V级。Not lower than Grade V.4.2 特殊使用条件 Special working conditiona)b)凡是需要满足 4.1 条规定正常环境条件之外的特殊使用条件,由项目单位在招标文件中明确提出。If there are

21、 some special requirements other than the terms in 4.1, the project tenderee should clearly propose the requirements in the biding documents.对于安装在海拔高于 2000m 处指示器的外绝缘,应满足 GB/T 11022-2011 第 2.3.2 条的要求。For the indicator external insulation mounted on the altitude of 2000m, the requirements of 2.3.2 in

22、GB/T 11022-2011 should be met.5技术要求 Technical requirements5.1 总体要求 General requirementsa)b)c)d)e)指示器由至少 3 个采集单元和 1 个汇集单元组成。The indicator should be consisted by at least 3 sets of acquisitionn units and 1 collection unit.汇集单元最少支持 3 组采集单元(每组共 3 个)的数据汇集。The collection unit should support the data gathe

23、ring of at least 3 sets of acquisition units.采用小型化、低功耗、免维护、高可靠设计。Design should be in small size, low power consumption, maintenance free and reliable. 指示器使用寿命不小于 8 年,采集单元后备电源不低于设备使用寿命。The working life of indicator should be less than 8 years, and the back up power source of acquisition unit should n

24、ot shorter than the life of the equipment.指示器平均无故障时间 MTBF70000h。5.2 外观与结构 Appearance and structurea) 应具备唯一硬件版本号、软件版本号、类型标识代码、ID 号标识代码和二维码,并按照附录 A方式统一进行识别。The equipment should have exclusive hardware version code, software version code, TI code, ID code and QR code, see appendix A.b) 采集单元重量不大于 1kg,架空

25、导线悬挂安装的汇集单元重量不大于 1.5kg。The weight of acquisition unit should not be more than 1kg, and collection unit on the overhead line shall not bigger than 1.5kg.c) 采集单元报警指示灯应采用不少于 3 只超高亮 LED 发光二极管,布置在采集单元正常安装位置的下方,地面 360°可见。汇集单元的底部应具备绿色运行闪烁指示灯,在杆下明显可见。The alarm lights of acquisition unit shall not less

26、than 3 ultra-brightness LED, mounted beneath the acquisition unit and are visible in 360 degrees. A green flashing operation lamp should be equipped beneath the collection unit which is clearly seen under the pole.d) 采集单元应有电源、电池正负极等外接端子。汇集单元应有 SIM 卡槽,外接端子及 SIM 卡规格参数应按照附录 B。The acuqustion unit should

27、 have power source and battery positive and negative terminals etc. The collection unit should have SIM card slot. The external terminal and SIM card specification shall meet the parameter in appendix B.e) 采集单元宜采用双 TA 回路设计,取电回路宜采用高磁导率的磁芯。The collection unit is better to use double TA loop design, an

28、d power taking loop should use high permeability magnetic core.f) 采集单元和架空导线悬挂安装的汇集单元外壳应采用非金属阻燃材料,能承受 GB/T 5169.11规定的 5 级着火危险。指示器外壳应采用抗紫外线、抗老化、抗冲击和耐腐蚀材料,应有足够的机械强度,能承受使用或搬运中可能遇到的机械力,满足长期户外应用免维护要求。The acquisition unit and overhead line mounted collection unit enclosure should use non-metallic flame res

29、istant material, and can bear Grade 5 fire hazard stipulated in GB/T 5169.11. The enclosure of indicator should use UV protection, anti-aging, impact-proof and anti-corrosion materials, and should have enough mechanical strength which can bear the mechanical force may meet during working or transpor

30、ting. And the outdoor maintenance free requirements shall also be met.g) 卡线结构应在不同截面线缆上安装方便可靠,安装牢固且不造成线缆损伤,支持带电安装和拆卸。结构件经 50 次装卸应到位且不变形,不影响故障检测性能。The clamp structure shall be easily mounted on different sections of the cable. The installation should be firm and make no damage to the cable. Installati

31、on and disassembly with power on shall be supported. After 50 times of installation and disassembly, there shall be no deformation on the structure, and the performance shall not be affected.h) 外观应整洁美观、无损伤或机械形变,内部元器件、部件固定应牢固,封装材料应饱满、牢固、光亮、无流痕、无气泡。The appearance shall be tidy and good-looking, withou

32、t damage or mechanical deformation. All the inner components or parts should be fixed firmly, and the sealing materials shall be full, firm, bright, non-flow mark, and free of bubbles. 5.3 电源要求 Power source requirements 5.3.1 采集单元 Acquisition unita)应采用 TA 取电并辅以超级电容作为主供电源,能量密度不低于锂电池的非充电电池作为后备电源。主供电源和

33、后备电源相互独立,当主供电源不能维持全功能工作时,后备电源自动投入。当主供电源恢复时,自动切回主供电源供电。超级电容在充满电时应可独立维持全功能工作不小于 12h。Use TA power taking supplemented by super capacitor as main power source, and take a non-rechargeable battery with its power density not lower than lithium battery as back up power. The main power source is independent

34、 from back up power, and when the main power can not sustain the full function, the back up power shall automatically put into use. When the main power source is recovered, the power supply shall automatically switch back to main power source. The equipment shall be able to work at least 12 hours wi

35、th the fully charged super capacitor.b)c)线路负荷电流不小于 5A 时,TA 取电 5s 内应能满足全功能工作要求。线路负荷电流低于 5A 且超级电容失去供电能力时,应至少能判断短路故障,定期采集负荷电流,并上传至汇集单元。When the line load current is no less than 5A, the TA power taking should meet the requirement of full function working in 5s. When the line load current is lower than

36、5A and the super capacitor loses its power supply ability, the equipment shall at least be able to judge short circuit fault, periodically acquire load current and upload to the collection unit.非充电电池额定电压应不小于 DC3.6V,容量不低于 8.5Ah。在电池单独供电时,最小工作电流应不大于 80µA。在不更换电池情况下,持续工作时间应不低于 8 年,且满足闪光报警大于 2000小时。T

37、he rated voltage of non-rechargeable battery shall not be less than DC 3.6V, with the capacity no lower than 8.5Ah.When using the battery independently to supply power, the min working current shall not be bigger than 80µA. Without changing battery, the working hour should not be less than 8 ye

38、ars and the alarm flashing time shall be bigger than 2000 hours. 5.3.2 汇集单元 Collection unita)b)c)可采用太阳能板或 TA 取电方式供电,并辅以可充电电池作为后备电源。Use solar panel or TA power taking for power supply, and can be supplemented with chargeable battery as back up power.采用太阳能板供电的汇集单元太阳能板额定输出电压不低于 DC15V,容量不低于 15VA;电池额定电压为

39、 DC12V,容量不低于 7Ah。采用 TA 取电的汇集单元电池额定电压应不小于 DC3.6V,容量不低于 8.5Ah。The rated outgoing voltage using solar panel power supply of collection unit shall not lower than DC15V, with capacity not lower than 15VA. The rated voltage is DC12V, with capacity no less than 7Ah. The rated voltage of collection unit wit

40、h TA power taking shall not less than DC 3.6V.汇集单元整机功耗(在线,不通信)不大于 0.2VA。电池独立供电的情况下,应能全功能工作不少于 7 天。The power consumption of whole collection unit set shall not bigger than 0.2VA. Under the circumstance of sole power supply by battery, it should be able to work in full function for no less than 7 days

41、.5.4 绝缘性能 Insulation performance5.4.1 绝缘电阻 Insulation resistance电杆固定安装汇集单元电源回路与外壳之间绝缘电阻5M(使用250V绝缘电阻表,额定绝缘电压Ui60V)。The insulation resistance between the collection unit mounted on the pole and enclosure shall be 5M (use 250 insulation resistance meter, with rated insulation voltage Ui60V )5.4.2 绝缘强度

42、 Insulation strength电杆固定安装汇集单元电源回路与外壳之间额定绝缘电压Ui60V时,施加500V工频电压应无击穿、无闪络。When the rated insulation voltage between pole mounted collection unit power loop and enclosure is Ui60V, add a 500V power frequency voltage, and there shall be no broken through and flashover. 5.5 通信要求 Communication requirements

43、5.5.1 采集单元与汇集单元之间通讯机制 Communication mechanism between acquisition and collection unitsa)b)c)采集单元应能主动实时上送故障信息,并每 5min 记录一次负荷数据。The acquisition unit shall be able to actively real-time upload fault information, and record the load data every 5ms.应支持实时故障、负荷等信息召测,同时并能根据工作电源情况定期或定时上送至汇集单元。Real-time fault

44、 and load information interrogation should be supported, at the same time the information can be periodically uploaded to collection unit based on the working power condition.采集单元定时发送信息给汇集单元,汇集单元在 10min 内没有收到采集单元信息,即视为通信异常。采集单元与汇集单元通信故障时应能将报警信息上送至配电主站。The acquisition unit will periodically send info

45、rmation to collection unit. If the collection has not received the acquisition unit information in 10m, we consider this as a communication exception.5.5.2 汇集单元与主站之间通讯机制 Communication mechanism between collection unit and master stationa)b)c)可通过配电主站对汇集单元和采集单元进行参数设置。The parameter of acquisition and c

46、ollection units can be configured by distribution master station.汇集单元应支持数据定时上送、负荷越限上送、重载上送和主动召测,最小上送时间间隔为15min。The collection unit should support data timely upload, load over-limit upload, heavy load upload and active interrogation, and the min uploading interval shall be 15mins.应满足国家电网公司配电自动化系统安全防

47、护方案信息安全防护配置要求。It shall meet the safety protection configuration requirements of State Grid distribution automation system safety protection plan. 5.5.3 通讯距离及规约 Communication distance and protocola)b)c)采集单元与汇集单元通过无线双向通信,可视无遮挡通信距离应不低于 50 米。The acquisition and collection units use wireless two directio

48、ns communication, and the visual non-blocking communication distance shall be no less than 50m. 采集单元与汇集单元之间如通过无线中继或路由方式通信,采集单元之间通信距离应不低于500 米。If wireless relay or router is used in the communication between acquisition and collection unit, the communication distance between acquisition units shall b

49、e not less than 500m.汇集单元与主站通过无线公网双向通信,通信规约应遵循国家电网公司 DL/T 634.5101-2002规约实施细则、国家电网公司 DL/T 634.5104-2009 规约实施细则。The collection unit and master station use wireless public network to realize two direction communications, and the protocol shall follow DL/T 634.5101-2002 and DL/T 634.5104-2009. 5.5.4 对时

50、及守时 Time verification and punctuality4a) 每组采集单元三相时间同步误差不大于 100s。The time difference of 3 phase synchronization of every sets of acquisition units shall not be bigger than 100s.b) 汇集单元应支持主站及北斗或其他同步时钟装置对时,守时精度2s/24h。When the collection unit supports master station or Beidou for clock synchronization,

51、the punctuality accuracy should be 2s/24h.5.6 功能要求 Functions requirements5.6.1 短路和接地故障识别 Short circuit and earthing fault detection5.6.1.1 指示器短路故障判别应自适应负荷电流大小,当检测到电流突变且突变启动值宜不低于150A,突变电流持续一段时间后,各相电场强度大幅下降,且残余电流不超过 5A 零漂值,应能就地采集故障信息,以闪光形式就地指示故障,且能将故障信息上传至主站。The short circuit judgment of indicator sha

52、ll be self-modified with the size of load current. When the current sudden changes and the changing value is not lower than 150A, the changing current lasts for a period and field intensity of every phase decreases heavily with a residual current not over 5A null shift value, the fault information s

53、hall be gathered locally. The fault shall be indicated as flashing, and the fault information shall be able to uploaded to master station.5.6.1.2 发生接地故障,当指示器不能判断出接地故障处于安装位置的上游和下游时,采集单元应能就地采集故障信息和波形,且能将故障信息和波形传至主站进行判断,同时汇集单元应能接收主站下发的故障数据信息,采集单元以闪光形式指示故障;当指示器能判断出接地故障处于安装位置的上游和下游时,采集单元应能就地采集故障信息和波形,以光形

54、式指示故障,且能将故障信息和波形上传至主站。When the indicator cannot identify whether the fault is in the upstream or downstream of the local if an earthing fault happens, the acquisition unit shall be able to acquire fault information and waveform, upload the fault information and waveform to master station. At the sam

55、e time, the collection unit can receive the fault data information sent by master station, and acquisition unit will flash to indicate the fault. When the indicator is able to judge the local, the acquisition unit can locally acquire fault information and waveform, and indicate the fault with flashi

56、ng and upload the fault information and waveform to master station. 5.6.1.35.6.1.4指示器应能监测线路三相负荷电流、故障电流、相电场强度等运行信息和主供电源、后备电源等状态信息,并将以上信息上送至主站,同时采集单元具备故障录波功能。The indicator shall be able to monitor the operation information of 3 phase load current, fault current, phase electric field strength, and stat

57、us information of main power supply and backup power supply, and upload the above information to master station. At the same time, the acquisition unit has the fault waveform recording function. 接地故障判别适应中性点不接地、经消弧线圈接地、经小电阻接地等配电网中性点接地方式,以及不同配电网网架结构;满足金属性接地、弧光接地、电阻接地等不同接地故障检测要求。The earth fault judgment is suitable for the neutral point non-connection to earth, Peterson coil earthing, and earthing with a minor resistance. It shall also meet the detection requirement
