45、中心的社会大格局中，文化产业逐步从边缘走向中心，当今被称为 “朝阳产业” 的文化产业，在社会经济和人们的生活层面上空前活跃，地位也日渐提高。党的十六大把发展文化产业提高到了时代新发展的一个崭新高度，既迎合了世界各国文化发展上流，也成为中国文化产业发展的必然趋势。一、对发展文化产业的再认识从社会观念看， 目前， 文化作为一种新兴产业还未扎根。有些人把发展文化产业看成是文化部门的事， 与已无关； 有些人将文化看成是思想政治和消遣娱乐工具，没有全面深刻地认识文化事业的性质、 地位和对发展经济所起的重要作用，没有用经济的办法、 产业的方式、遵循文艺发展的规律来兴办文化产业。对此，笔者认为有必要对发展文
