11、 addition, when developing this document also considered“IAMSAR manuhi .1.2目的Purpose本计划和程序旨在为船长和船上其他船员在营救落水人员时提供指导,最大程度减少对船上营救人员和落水人员造成伤害的风险。The pla n and procedures is to provide guida nee for the master and other crew members on board for rescu ing pers ons in distress from the water, and this doc

12、ument to be taken to minimize the risk to persons in distress from the water and to the shipboard pers onnel invo Ived in recovery operati on.1.3 一般要求Gen eral Requireme nt1.3.1计划应使用该船的一种或几种工作语言编制,若他们的工作语言发生变 化,应使用新的工作语言编制计划。This docume nt should be developed by one or more work ing Ian guage, this d

19、pme nt to be used base on the special en vir onment of the recovery site.2.1.4启动营救行动、继续营救行动和终止营救行动应由船长依照其专业判断自 行做出决定。The actions should be decided by master accord ing to his Professi onal kno wledge and belief,in clude the start, resume and term in ate of rescu ingactio n.2.1.5船长应建立程序,确保营救落水人员演习做为应

28、e equipment, familiar with the duty in the document must be carried out within two weeks.3.1.2培训内容包括但不必局限于:The contents of training including but not limit to the followings:.1船舶救生筏、救助艇的操作与使用。(包括其它可用于营救落水人员的设备)The operati on and procedure of the life raft,the rescue boat. 42、水人员造成伤害的风险。风险评估应包括拟 使用的设备特性和局限性,应考虑预期的条件和船舶特有的特性。船舶特定的营 救落水人员的程序应具体说明预期的条件,基于这些条件可以实施营救操作而不会对船舶和船员造成不应有的伤害,应考虑但不限于:Master should ide ntify risks and carry out risk assessme nt, and adopt suitably measures in every possible to reduce the risk to minimize on any harm to the rescu ing ship, crew and ma

43、n in water. The risk assessme nt should include characteristics and limitation of the equipment to be used, but the predict condition and the ship' s characteristics should beconsidered. The procedure for rescuing the manin water should be invoIved the predicted condition, base on these conditio

46、ety of Navigatio n5.2减少风险的措施Measure of reduce risk5.2.1营救落水人员的计划和程序应便于落水人员向船上转移,同时应将因撞击船舶舷侧或其它结构(包括营救装备本身)而导致人员受伤的风险降至最低。The recovery plans and procedures should facilitate the transfer of person from the water to the ship while minimizing the risk of injury from impact with the ships side or other

47、structures, including the recovery appliances itself.5.2.2实施营救操作的位置应远离船舶螺旋桨,并尽可能在船舶平行肿体范围以内。Recovery operati ons should be carried out at a positi on clear of the ship ' s propellers and, as far as practicable, within the ship ' s parallel mid-body secti on.5.2.3在实施营救操作的区域,应设有照明光源,需要时,应设有动力源

Recovery in a vertical position should be avoided whenever possible as it risk cardiac arrest in hypothermic casualties (refer to the
