2、发送的系统消息，主要包括系统消息5、5bis、5ter、6、7、8。 - -trx管理消息  说明： 由于在bcch 信道上发送的系统消息属于公共信道消息，在sacch 信道上发送的系统消息基本上属于trx 管理消息，在维护台进行接口跟踪时，一定要将公共信道以及trx 管理消息的选项都选上，这样才能观察到所有的系统消息。  另外，系统消息9 中包含了bcch 的调度信息，如果使用系统消息9，则在系统消息3 中必须指明系统消息9 的接收位置。该系统消息一般不

3、使用。系统消息13 在系统支持gprs 时，必须使用。 这里主要对常见的系统消息进行详细说明。   说明： 对小区发送系统消息时，一般情况下需要下发系统消息1、2、2ter、3、4、5、5ter、6。对于系统消息2bis 和5bis 主要在dcs1800 小区上发送，而且是有条件的，具体用法在下文中详细解释。     二.系统消息1 1. 作用 系统消息1 主要描述了随机接入控制信息(rach)和小区频点分

10、;  说明： ms 连续发起信道请求的时间间隔是一个随机值，属于集合s,s+1,.s+t-1，单位是tdma 帧。其中s 依赖于公共信道配置，t 即扩展传输时隙数。在使用卫星传输时，建议配置“最大重发次数”为4；“扩展传输时隙数”为32，以减少卫星传输时延的影响。  三. 系统消息2、2bis、2ter 1. 作用 系统消息2 主要描述了随机接入控制信息(rach)、网络色码允许(ncc permitted)和邻近小区的频点分配表(即ba1 表)，在bcc

11、h 信道上发送。 一般来说，系统信息2、2bis 和2ter 分别描述邻近小区频点分配表的不同部分， (1) ms 通过读取和解码ba1 表可以在空闲模式下(idle 方式)进行小区重选。对phase 1 的900m 的ms 而言，它只认识系统消息2 描述的邻近小区频点，而忽略2bis 和2ter 消息携带的邻近小区频点消息。 (2) 系统消息2bis 主要描述了随机接入控制信息(rach)和邻近小区的扩展

12、频点分配表(也是ba1 表的一部分)，它是可选的，在bcch 信道上发送。一般来说，因为系统消息2 携带的频点分配表可以描述的频点个数是有限的，所以系统消息2bis 就携带了ba1 表中其它的与系统消息2 同频段的频点信息。 (3) 系统消息2ter 主要描述了邻近小区的扩展频点分配表(ba1 表的一部分)，在bcch 信道上发送。只有双频ms 才读取该消息，单频900m 或1800m 的ms会忽略该消息。因为该消息携带的频点是与当前小区的频点处于不同频段

21、 载频的绝对频道号。目前华为支持的最大邻近小区数目为32 个。邻近小区描述除了第2 个字节的第5 位（ba-ind）和第6 位（ext-ind）外，其余信息编码方式请参见“3.2.1  2. (1)小区频点分配表（ca 表）”。  扩展指示(ext_ind) 在系统消息2 和5 中被发送，指示是否还有扩展的邻近小区频点在系统消息2bis和5bis 中发送。它是1bit 编码，为0 表示系统消息2 和5 已经

22、携带了完整的ba表，为1 则表示系统消息2 和5 只携带了部分ba 表的内容。  ba 表指示(ba_ind) 在系统消息2 和5 中被发送，为1bit 编码，供ms 区分应使用ba1 或ba2 表修改前或修改后的数据。换句话说，如果ms 在通话过程中当前小区的相邻小区关系和ba2 表被修改，系统信息5 中的ba_ind 应为1 而不是0，指示ms 重新对系统消息中指示的邻近小区频点进行解码。&#

23、160;(2) 网络色码允许（ncc permitted） 网络色码允许(ncc permitted)，在系统消息2、6 中被发送。它是8bit 编码，列出了ms 需要测量的ncc 码的集合。换句话说，若bitn 为0(0n7)，则ms 不测量nccn 的小区电平，即不可能切换到nccn 的网络中去。该参数主要用于切换和小区重选。 (3) 随机接入控制信息（rach control para.） 相关描述请参见“3.2.1&#

38、由每一个gsm 网络运营者统一规划，均由两个字节组成，ci 的取值范围是：0x0001ci0xfffe。 系统消息3、6 和4 包含了cgi 的全部或部分信息。ms 根据接收到的系统消息，解码出其中的cgi，根据cgi 指示的mcc 和mnc 确定是否可以在该小区上网，同时可以判断当前的位置区是否发生了变化，以确定是否需要启动位置更新过程。 (2) 控制信道描述（control channel desc.） 参数 定义 

39、60;(3) 小区选项（cell option） 参数定义功率控制指示用于指示ms在跳频过程中测量接收电平时，应减去从bcch载频的时隙上获得的接收电平值。它是1bit编码，为0表示不考虑bcch载频上接收电平的影响，为1则按上述方式进行处理。非连续发送(dtx）指示ms是否可以使用dtx功能。在系统消息3中为2bit编码；在系统消息6中为3bit编码。无线链路超时(radio_link_timeout)为4bit编码，范围0-15对应数值4-64。当ms每收到一个正确的sacch消息时，该值加2；当ms在应该收到sacch消息的时刻无法解码出一个正确的sacch

52、elect_offset)表示人为对c2的修正值，为6bit编码，分别代表的电平值为0-12db。它和临时偏移(to)、惩罚时间(pt)共同形成对c2的人为调整。临时偏移to(temporary_offset)取值范围：0-7，每级代表10db。00db，110db，660db，7无穷大。惩罚时间pt(penalty_time)取值范围：0-31，每级代表20秒。020秒30620秒。当取值为31时，此时表明小区重选临时偏移被忽略，且小区重选偏移以一负值作用于c2六系统消息5系统消息5、5bis、5ter 1. 作用 (1) 系统消息5 主要描
