48、,土地25公顷,水电供应设备齐全,排灌配套。现有职工196人,其中具有大专以上学历18人,中级以上技术职称16人,初级专业技术职称26名;技工66人,其中高级技工12人。渔场年生产成鱼255万公斤,大规格鱼种17.5万公斤,鱼苗2.5亿尾,实现产值1600万元,利税200万元,职工人平年收入2.5万元。由于渔场经济效益好,各项工作都很突出,在两个文明建设中成绩显著,曾多次被评为全省渔业先进单位、全市农业战线红旗单位、纳税先进单位等称誉。是全省农业战线500强企业之一。1.1.2财务状况2006年12月31日,资产总额2083.09万元,固定资产672.51万元,流动资产1410.58万元,净资

49、产1471.05万元,负债总额612.04万元,所有者权益1471.05万元,销售收入1430.89万元,净利润181.33万元,净资产收益率12.33%,投资报酬率8.70%,资产负债率29.38%。2007年12月31日,资产总额24941.17万元,固定资产626.29万元,流动资产1867.88万元,净资产1609.00万元,负债总额885.17万元,所有者权益1609.00万元,销售收入1554.38万元,净利润201.10万元,净资产收益率12.50%,投资报酬率8.06%,资产负债率35.49%。1.1.3法人代表基本情况项目单位法人代表兰加全同志,现任太白湖渔场场长、书记,48

50、岁,大专学历,淡水养殖工程师。自一九九八年担任渔场法人代表以来,渔业产量、产值、利润、职工收入等经济指标稳步快速提升,成鱼产量从当初的100万斤提高到600万斤,产值从不足300万元提高到1600万元,职工年均收入从7000元提高到3万元,最好年份全场实现利润300万元,职工全部参加了社会养老保险、医疗保险等国家规定的五项保险。项目单位在兰加全同志带领下取得了较好的经济效益和社会效益,是银行系统“aaa级信用企业”。兰加全同志本人被黄冈市人民政府授予“劳动模范”光荣称号。项目单位无破产、欠资记录,社会信誉度高,形象良好。1.2项目建设方案1.2.1项目名称、建设性质及建设地点项目名称:黄冈市龙

51、感湖区5000万尾黄颡鱼种繁育基地扩建项目。建设性质:扩建。建设地点:黄冈市太白湖渔场。1.2.2建设规模及产品方案项目建成后,在鄂东地区形成集黄颡鱼亲本、鱼苗、鱼种、商品鱼为一体的繁育基地,年孵化黄颡鱼鱼苗5000万尾,年销售鱼苗3000万尾,黄颡鱼夏花鱼种1700万尾,黄颡鱼冬片鱼种300万尾。1.2.3技术、设备及主体工程技术来源及支持:项目单位从80年代初就开始进行水产苗种生产,曾在四大家鱼提纯复壮,及翘嘴红鲌、大口鲶、杂交鲤、鳜鱼、班点叉尾鮰等鱼类苗种繁育以及颗粒饲料配方等试验和生产中获得过许多成果和经验。项目单位从2002年开始试验人工繁殖黄颡鱼苗种,现已具备3亿尾鱼苗的生产能力,

52、熟练掌握了黄颡鱼的人工繁殖技术,并制订出黄颡鱼鱼苗、鱼种生产操作规程等企业标准。中科院水生生物研究所、华中农业大学水产学院等单位从事鱼类研究的有关专家、教授也是该项目的协作成员,能为其黄颡鱼种繁育和养殖提供技术保障。主要建设内容:新建水泥孵化、培育池500平方米,改造亲本强化培育池7500平方米,改造鱼种培育池24600平方米,改造鱼苗繁育设施,沿湖围堤加高加固1000米,改造输电线路1500米等。主要设备购置:购置活鱼运输车1台,船只2艘,叶轮增氧机20台,喷水式增氧机20台,自动投饵机5台。建设期限:项目建设期限为12个月,其中,前期工作3个月,土建工程、配套建设及设备购置7个月,设备安装

53、调试试运行及其他辅助工作2个月。1.3投资结构及资金来源本项目总投资为198.57万元,其中工程费用130.05万元,渔机具及仪器设备购置费用30.00万元,前期工程费10.00万元,预备费8.00万元,科技投资10.00万元,流动资金10.52万元。本项目拟申请中央财政补贴资金50万元,地方财政配套补贴资金25万元,项目建设单位自筹资金123.57万元。1.4项目效益经济效益:项目建成后,年新增销售黄颡鱼苗3000万尾,黄颡鱼夏花鱼种1700万,黄颡鱼冬片鱼种300万尾。年销售收入185万元,销售税金1.48万元,净利润34.68万元。通过项目财务评价分析,投资利润率为17.46%,内部收益

54、率为20.82%,投资回收期5.21年。通过项目实施,有利于带动项目区饲料行业和淡水养殖产业的集约化和产业化发展,从而促进了当地农业的发展和经济的繁荣,经济效益明显。生态效益:项目区太白湖现有养殖水面2万亩,周边县市有养殖水面近10万亩,是黄冈市鱼类养殖主要区域。项目区有悠久的渔业养殖历史,有丰富的水产品养殖经验,农民养殖积极性高。项目的建设是因地制宜发展高效特色养殖,充分利用和保护自然资源,对现有鱼池进行改造、修复,不破坏和改变现有自然环境,使其发挥生态效益。项目的建设不仅不会对现有自然环境造成影响,还能促进环保型养殖方式推行,达到改善资源环境的目的。社会效益:黄冈市是湖北省渔业大市之一,境

55、内水域面积269万亩,可养水面114万亩,年水产品产量达40万吨。项目的建设可推动黄冈特色水产养殖发展,壮大水产养殖业,增加养殖户经济收入。项目投产后,可新增黄颡鱼养殖面积15000亩,黄颡鱼养殖户1500户,增加农民收入3000万元。同时能带动食品加工、冷藏、运输等相关产业的发展,增加就业机会,极大地促进了项目区社会稳定和繁荣。1.5可行性研究报告编制的依据国家农业综合开发办公室2009年国家农业综合开发产业化经营项目申报指南、2009年国家农业综合开发产业化经营项目可行性研究报告编写大纲;2008年中央一号文件关于切实加强农业基础建设进一步促进农业发展农民增收的若干意见;2009年中央一号

56、文件中共中央国务院关于2009年促进农业稳定发展农民持续增收的若干意见;省政府办公厅转发省计委、省农业厅、省林业厅关于湖北省优势农产品和特色农产品区域布局规划(2003-2010年)的通知(鄂政办发200380号);全国水产原良种体系建设规划;全国养殖业良种工程建设规划;黄冈市沿江优势水产品产业带布局规划;国家现行的有关规范和标准;项目单位提供的相关资料及区域统计资料。1.6综合评价1.6.1项目建设必要性项目建设是调整区域内农村经济结构,增强区域内渔业后劲,改善区域的水产品种结构,促进名特优鱼类资源快速发展的重大举措。项目单位是黄冈市最大的渔业养殖基地之一,已熟练地掌握了黄颡鱼苗的繁殖技术,

57、并具有一定的养殖规模。项目的建设不仅有效的保护了太白湖区域内的渔业资源,还能以绿色无公害商品鱼产品丰富市场,有效地调整企业产品结构,提高企业效益,增强企业市场竞争力。项目建设十分必要。1.6.2项目建设可行性(1)项目建设符合国家农业产业政策和黄冈市“十一五”农业发展规划。项目区地处湖区,渔业是该区的重要支柱产业,对发展区域经济,促进社会主义新农村建设,具有不可估量的作用。黄冈市在“十一五”发展规划中明确提出,要充分发挥渔业的支柱产业作用,促进区域经济和“三农”的共同发展;要坚持培育和发展龙头企业,对实力强、信誉好、有一定规模的龙头企业予以政策倾斜和重点支持,以发挥其辐射带动作用。黄冈市太白湖

58、渔场是黄冈市最大的渔业企业,现有养殖水面2万亩,周边有可养水面达10万亩。项目区域是传统渔业养殖区,农民养殖积极性高,为项目实施奠定了坚实的基础。(2)项目单位黄冈市太白湖渔场,现有养殖水面2万亩,是黄冈市境内大型养殖基地之一。项目单位在中科院水生生物研究所、黄冈市水产科学研究的技术协作下,通过生产实践,已掌握了黄颡鱼人工繁殖的基本技能。项目单位黄颡鱼人工繁殖从2002年开始,年产鱼苗几十万尾。通过技术革新,从提高授精率着手,由干法授精改为湿法授精。授精率由原来的1015提高到7085。2007年生产黄颡鱼开口苗152万尾,出池黄颡鱼夏花鱼种116万尾。项目区域有天然湖泊亲本资源,有黄颡鱼亲本

59、选择、苗种繁育成熟的工艺技术,具有批量生产的技术和场地。项目建设拥有成熟的技术方案,可靠的技术来源,并且项目区域是第二批通过认定的67个湖北省无公害农产品产地之一。(3)项目建设单位具有较强的经济实力,项目建设资金自筹有保障。项目建设区水源充足,电力充沛,交通便利,具有较好的水产养殖基础,项目投产后不仅自身效益显著,而且面向社会提供苗种,在服务和带动渔民发展黄颡鱼养殖,增加生产经营者收益等方面具有一定作用。项目单位2007年销售成鱼542万斤,实现年销售收入1554.38万元,年利税201.10万元。截止2009年2月,单位盈余资金达到350余万元,项目建设需自筹资金101.41万元有保障。(

60、4)黄颡鱼体色艳丽、肉质鲜嫩、营养丰富,是广大消费者公认的优质名贵的经济鱼类,得到了市场的认可。近年来黄颡鱼的销售量连年翻番,销售价格一度攀升至20元/斤,仍有价无市,现黄颡鱼市场销售价格仍为15元/斤左右。可见黄颡鱼是一种经济型的优质鱼种,市场需求量大,水产养殖户养殖积极性高。项目的建设通过利用自身拥有的资源条件、成熟的技术、水产养殖户养殖黄颡鱼积极性、紧俏的市场行情,大力发展黄颡鱼种是切实可行的。1.6.3风险评估项目区太白湖是黄冈市大型渔业养殖基地之一,素有养殖各类名优鱼的传统。项目单位是太白湖养殖大户之一,常年生产各类名优鱼种。项目产品黄颡鱼,为市场价值高、销售好的几个鱼种之一。项目建

61、设5000万尾黄颡鱼繁育基地,繁育技术成熟、市场需求旺盛,食品安全有保障,风险评估为极低。1.6.4带动作用项目单位通过“公司+基地+养殖户”的产业化经营模式,年产黄颡鱼苗5000万尾,新增黄颡鱼养殖基地15000亩,带动1500户养殖户,使项目区农户直接或间接增收3000万元。同时带动水产加工业、保鲜、饲料业、渔医渔药等行业的发展。1.6.5制约因素及解决方案一是黄颡鱼属野生杂鱼,目前企业的养殖新技术未得到较好推广,养殖户活鱼率不高;二是黄颡鱼繁育能力较差,不利提高产量,扩大养殖规模。针对以上制约因素,项目单位与华中农业大学水产学院签订了“人才培养与科技开发合作”的框架协议,利用企业优越的资源条件和院校的人才、技术优势,对黄颡鱼的养殖、繁育技术进行研发。通过合作,项目单位黄颡鱼授精率得到了较大提高,达到目前的85%左右,基本解决了黄颡鱼繁育能力问题;项目通过实施水产养殖户黄颡鱼养殖新技术培训,制定养殖成套技术方案,可极大提高养殖户活鱼率问题。1.6.6结论及建议渔业是太白湖支柱产业之一,是农民收入的主要来源;渔业的良种繁育是渔业发展的根本。项目建设
