1、船舶防污染管理须知instruction for ship preventing pollution1. 总则general rules1.1.为了保护水域环境,防止船舶对水域及港口环境的污染,保障人体健康,减少经济损失,根据marpol 73/78 防污公约 和中华人民共和国海洋环境保护法 以及中华人民共和国防止船舶污染海域管理条例等法规,特制定本管理规则。to protect water environment, prevent water and port environment from polluting of vessel, safeguard health, reduce eco

2、nomic loss, draw up this management regulation based on marpol 73/78 & marine environment protection law of the peoples republic of china preventing sea area from ship pollution control regulation of peoples republic of china1.2.公司机务部负责船舶防污设备的备件供应、产品更新;监督指导协助船舶维修检查防污设备;负责船舶排污的监督和污染事故的调查处理。technical

3、department takes charge of the supply and model change of preventing pollution equipment and spare parts. supervise, direct, assist ship maintain and checking preventing pollution equipment. be in charge of monitoring ship pollution discharge and pollution accident investigation and disposal.2. 船舶防污

4、染的组织与职责organization and responsibility of vessel preventing pollution2.1.船舶防污染管理小组vessel preventing pollution management group2.1.1.管理小组成员:组 长:船长副组长:轮机长、大副组 员:其它技术船员member:headman: captainvice-headman: chief engineer, chief officermember: other technology crew2.1.2.管理小组职责船舶防污染工作由船长总负责。船长应经常组织全体船员认真学

5、习、贯彻国内防污法规及上级有关防污染文件 ,严格执行港口防污规章,具体布置、监督船舶各部门做好防污染工作。当发生污染事故时 ,组织全体人员全力以赴控制和清除污染,减少经济损失,并及时向公司报告。调查了解污染事故的现场和事故经过、原因及污染程度。审查污染事故报告,如实地向公司机务部报告事故情况。responsibility-captain is in charge of vessel preventing pollution-captain should often organize all crew to study and implement domestic preventing poll

7、 loss, report to company immediately.-investigate scene, step, cause, degree of pollution accident-investigate pollution accident report. report faithfully the accident to technical department.3. 船舶防污染文书管理油类记录簿垃圾记录簿船上油污应急计划“未经处理的生活污水排放率 ”由船旗国主管机关或其认可的机构批准 document management of vessel preventing pol

8、lution- oil record book- garbage record book- shipboard oil pollution emergency plan- untreated sewage release rate approvedlagstate authoritiesbyf or organization accepted by it.3.1.关于油类记录簿的管理management for oil record book3.1.1.船用油类记录簿适用船舶所有机器处所的作业记录。oil record book on board applies for work record

9、 for all machinery space on board.3.1.2.所有船舶机器处所作业记录的油类记录簿由轮机长负责保管,严格按油类记录所填写的要求,由值班轮机员将每项作业如实详细地填入油类记录簿中要注意记载程序。oil record book is kept by chief engineer. as demand, duty engineer fill in oil record book faithfully and detailed, heed the procedure.3.1.3.每记录完一页,由船长审核签字。captain signatures are require

10、d for each page.3.1.4.填写油类记录簿时,应将日期、作业代号和细目的数码记入相应的表格内,所要求的细节,应按年月日顺序记入空栏。filldate, worknumber, number of detailed catalogue intocorresponding column.details fill in blank column as time sequence.3.1.5.油类记录簿每记完一本,应在船保留三年,在三年后上缴公司机务部。after oil record book being finished, should be kept on board for t

12、record book3.2.1.适用于所有垃圾处理作业记录。apply for work record for garbage3.2.2.由大副负责记录和保管。chief officer is in charge of recording and keep it.3.2.3.每记录完一页由船长审核签字。captain signatures are required for each page.3.2.4.填写垃圾记录簿时,应将日期,作业代号和细目的数码记入相应的表格内,所要求的细节应按年月日顺序记入空栏。fill date, work number, number of detailed c

13、atalogue into corresponding table. details fill in blank column as time sequence.3.2.5.垃圾记录簿每记录完一本,应在船保留在三年,三年后上缴公司机务部。after garbage record book being finished, should be kept on board for three years and then submitted to the company technical department3.2.6.如须换新的垃圾记录簿时,应通过船籍港的主管机关认购(须加盖核发机关的印章)或向

14、公司机务部申领。if need to change new garbage record book, should buy from flag state authorities (stamped by authorities) or apply to company technical department.3.3.关于船上油污应急计划的管理management for shipboard oil pollution emergency plan3.3.1.船上油污应急计划是所有船舶必须配备的重要文件,是防止油污证书法定检验的内容之一。shipboard oil pollution emer

15、gency plan is necessary document on board. it is one of statutory inspection as international oil pollution prevention certificates.3.3.2.船长应按照船舶证书的管理规定,妥善保管船上油污应急计划。captain should keep shipboard oil pollution emergency plan as ship certificates management regulations.航行在特殊区域以外的船舶排放污水应遵照舶污染海域条例的有关规定

16、进行排放。3.3.3.船长应按照船上油污应急计划附录中的有关要求,各项必须填写的记录内容要认真及时填写,不得遗漏。captain should fill in earnestly and in timely without omission as the demand of appendix of shipboard oil pollution emergency plan.3.4.关于 “未经处理的生活污水排放率”的管理,应遵守船旗国主管机关的规定。management for untreated sewage release rate should comply with the regu

17、lation offlag state authorities.4.防污染管理pollution prevention management4.1.甲板日常防污染管理daily pollution prevention management on deck4.1.1.保持甲板清洁,无垃圾、油迹。keep deck clean, no garbage and oil stains.4.1.2.检查并保持甲板动力液压管系及设备无泄漏、积油。发现液压管系及设备泄漏时应及时处理并通知轮机部修理。check deck power hydraulic pressure pipe system and eq

18、uipment for leakage and oil deposition. if any, should inform engine department for repair.4.1.3.加强涉及油污作业的管理。港内需对船壳进行油漆作业时,应事先向港口主管机关申报,待批准后方可施工,同时作业中应避免油漆污染港口水域。strengthen management related to oil pollution. if need to paint hull in port, should apply to port authorities in advance, work after get

19、ting approval, meantime avoid polluting port water when work.4.1.4.任何人员均不得将船上弃置物和垃圾随意投入港口水域。discard and garbage on board can not be at will threw into port water.4.1.5.港内不准随意使用消油剂,如需使用,应事先取得港口主管机关的同意。in port oil remover can not be at will used. if use, should get the approval of port authorities in

20、advance.4.1.6.压载水的排放,按有关规定执行。ballast water operation should comply in accordance with the relevant regulations of the convention.4.2.机舱污水排放bilge water discharge in engine room4.2.1.停泊在锚地、港池内的船舶,禁止向舷外排放污水。bilge water discharge forbidden when mooring at anchorage or in harbour basin.73/78marpol公约和中华人民

21、共和国防止船according to 73/78 marpol international convention and preventing sea area from ship pollution control regulation of peoples republic of china, ship in navigation should discharge bilge water out of special area.4.2.2.船舶不在特殊区域内;vessel is not in special areas4.2.2.1.船舶距最近陆地五十海里以上;more than 50 n

22、autical miles from nearest lands4.2.2.2.船舶正在途中航行,航速不小于7 节;speed not less than 7 knots in navigation.4.2.2.3.排出物的含油量小于15ppm;oil content in discharge water should be no more than 15ppm in navigation4.2.2.4.船上所设油水分离设备或过滤设备正在运转。in the operation of oily water separation equipment, filter equipment on boa

23、rd4.2.3.航行在特殊区域以内的船舶不准排放污水。no discharge in special area4.2.4.船舶航行排放机舱污水,应加强与驾驶台的联系,做好油类记录簿的记录,注意排放时间和排量的填写。ship in navigation discharging bilge water in machinery space should contact withbridge and fill in oil record book paying attention to discharge time and quantity.4.3.防污设备管理management of pollu

24、tion prevention equipment4.3.1.加强船舶油水分离器、生活污水处理装置等防污设备的运行管理,做好维护、保养,确保设备处于良好使用状态。strengthen running management for oily water separator, sewage treatment equipment and other pollution prevention equipment. do well maintenance and ensure equipment in good order.4.3.2.船舶防污设备有故障影响正常排放,船上又无能力排除故障时,应尽快报公

25、司主管部门联系修理。failure of pollution prevention equipment influences normal discharge, meantime crew can not solve problem by themselves, should report to company department in charge for repair.4.3.3.油水分离器处在正常状态时,禁止乱设接头或软管,绕开油水分离器强行排放。ows (oily water separator) unauthorized connection or hose for bypass

26、discharge is prohibited.4.3.4.除在非常情况下,禁止使用通用泵及消防泵排放机舱污水。except in emergency, use of the general pump or fire fighting pump to discharge bilge water in engine room over board is prohibited.4.3.5.确认使用专用泵浦排放压载水和供消防水,并保证所使用的管系清洁无油污。通至压载舱的总阀用后应及时关闭。ensure use specific pump to discharge ballast and supply

27、 firefighting water and ensure no oil stains in using pipe system. close the ballast main valve to ballast tanks after use.4.4.防止污油、污水漏入舱底。prevent dirty oil, bilge water from leaking to the bottom.4.4.1.燃油、滑油转驳舱(柜)时应慎重操作,杜绝驳运时漏入舱底。transfer fuel oil and lube oil prudently against leakage to bottom.4.

28、4.2.曲轴箱、齿轮箱、油底壳等更换下来的废油,应收集入污油舱柜,不得放置舱底。waste oil changed from crankcase, gear box, oil sump should be collected to dirty oil tank, no placing on bilge.4.4.3.保持机械设备的油管、阀门、道门等不滴漏油。keep oil pipe, valve, door of machinery no spillage and leakage of oil4.4.4.燃油、滑油分油机排渣柜中的油渣,应及时排入污油舱(柜),不得到入舱底。oil sludge

29、 in fo & lo sludge tanks should be transferred to dirty oil tank in time. no draining to bottom.4.4.5.清洗零部件使用过的污油,应集中到入污油舱(柜),不得到入舱底。dirty oil used for cleaning parts should be collected into dirty oil tank. no dischargingto bilge.4.4.6.燃油、润滑油等集油柜出现高液位时,应及时驳空,以防溢入舱底。when being high level in collecti

30、ng tanks, should transfer empty of the collecting tank to avoid spilling oil to bilge.4.4.7.油柜及其它设备的集油盘(槽)通至各集油柜的管路要保持畅通,有缺损部位要及时修复。keep the pipes to the accumulator trays of tanks and other equipment unlocked.damaged parts should be repaired in time.4.4.8.值班人员应经常检查各海、 淡水泵的填料盘根及管系有无漏泄现象, 采取相应措施,以减少舱

31、底水量。duty crew should often check if stuffing tray and pipe system of sea/fresh water pump for leakage. take appropriate measure to reduce water quantity in bilge.4.4.9.严禁将洗涤剂倒入舱底,以免造成油水分离器监控装置失灵。detergent is prohibited to pour into bilge. it can avoid monitor device of oily separator malfunction.4.5

32、.污油、污水舱(柜)管理dirty oil, bilge water tank management4.5.1.机舱人员应详细了解污油舱(柜)、污水舱(柜)的容量及测量孔、透气孔、标准排放接头的位置。engine room crew should be familiar with the capacity of the dirty oil and bilge water tanks, and the positions of sounding pipe, vent cap and standard connector.4.5.2.污油舱(柜)、污水舱 (柜)的液位警报系统,要经常检查试验,使其

33、处于正常状态。should often check level alarm system of dirty oil tank, bilge water tank, keep them in normal condition.4.5.3.驳运污油舱 (柜)、污水舱(柜) 的污油水时, 应坚守岗位,勤测量,以防发生溢漏。when transfer dirty oil, bilge water in dirty oil tank and bilge water tank, should stick to positions, often sound to avoid spillage and lea

34、kage.4.5.4.污油舱(柜)、污水舱(柜)高液位报警时,要及时处理,以防溢入舱底。when being high level of dirty oil tank and bilge water tank alarms, dispose in time to avoid spilling into bilge.4.6.申请接收处理污油、污水程序procedure for applying for discharging the dirty oil or bilge water to shore receptionfacilities4.6.1.轮机长应通过船长向机务主管书面或口头申请,由与

35、公司签订接收协议的单位负责到船接收。chief engineer should apply to technical superintendent in written or in oral through captain, the receiving company which sign agreement with our company is responsible to receive from ship.4.6.2.接受作业完毕,应向接受单位索取具有接受时间、地点、数量的单据,轮机长依此向海事部门申请签发船舶残油接受处理证明 ,并将此证明附于油类记录簿上存档。after receiv

36、e, should ask for document showed receiving time, place, quantity from receiving party. chief officer should apply maritime depar tment to issue receiving testimony for receiving ship residual oil ” and attached this testimony to oil record book 4.7. 污油、污水接收注意事项notes of discharging dirty oil or bilg

37、e water to shore reception facilities.4.7.1.机舱污水超过船上的储存能力时,应及时向船舶所在地港口主管机关申请接收。when bilge water quantity in engine room is over the store capacity, should in time apply to local port authority to receive.4.7.2.当接收车、船的输油管连接好本船标准排放接头时,应检查、紧牢另一舷的接头盲板。when pipelines of receiving boat, truck connect with

38、 standard connector of vessel, should check and fasten another side blind board.4.7.3.堵好甲板出水孔,备好漏油的应急工具、用品。plug the scuppers on deck, prepare for emergency tools and materials for leakage.4.7.4.指派专人进行操作排放。assign specific person to operate discharge.4.7.5.加强与接收方的密切联系,确认泵的起动、停止信号压力、排量等。strengthen comm

39、unication with receiving party, confirm the signal for start of pump, stop, pressure and pump rate etc.4.7.6.加强输送管路的检查,严守当值岗位,防止发生冒油。strengthen checking transport pipe, stick to positions, avoid spillage and leakage.4.7.7.接收作业结束时,在确认输送管内无残油后方可将其拆除。when operation finish,dismantle the pipeonlyafter en

40、suring no residual oilinpipelines.4.8.燃油油渣的处理treatment of fo residue4.8.1.燃油产生的油渣禁止排放入海,应抵港申请接收处理。fo residue is prohibited to discharge into sea. should apply for receiving when arriving port.4.8.2.应将作业情况记入油类记录簿。fill work operations in oil record book.4.10.2. 航行中不得将粪便内污水和粪便倾刻排光排放。4.9.机舱油污垃圾的处理treatm

41、ent of oil stains and garbage in engine room4.9.1.机舱产生的油污垃圾应集中装入专用塑料袋或垃圾桶。oil stains and garbage in engine room should be collected into plastic bag or garbagebarrel.4.9.2.禁止将油污垃圾倾倒入海discharging oil stains and garbage into sea is prohibited.4.9.3.油污垃圾的处理,抵港时申请港口主管机关接收处理。when ship arrive port, should

42、 apply port authorities to receive oil stains and garbage.4.9.4.油污垃圾处理的方法、地点、时间等情况,应及时记入油类记录簿1 项。way, position, time of treatment should be filled in oil record book.4.10.污水处理装置的使用管理management for sewage treatment unit4.10.1. 停航期间(对有要求的港口)during suspending shipping service (only for port needed)4.10

43、.1.1. 将船上的生活污水处理装置投入运行。put the sewage treatment unit into operation on board.4.10.1.2. 或将生活污水和粪便柜入粪便柜内,待港口接收。or keep the grey water and black water in holding tanks and wait for port receiving.,应以不小于4 节的船速 ,以中等速率进行in navigation, grey water and black water can not be discharged within a short time.sh

44、ould discharge them at a moderate speed with vessel s speed not less than 4 knots.4.10.3. 生活污水的排放率应符合 “未经处理的生活污水排放率 ”批准书的要求5.sewage release rate should comply with untreated sewage release rate.加装燃、润油防污染管理management for bunkering fuel oil and lube oil5.1.总则general rule5.1.1.船舶加装燃润油工作的总负责人是轮机长,任何加油的文

45、件、单据、油样等应交轮机长本人签署,并予以确认。chief engineer is in charge of bunkering. all document, bill, oil samples related to oil loading should be signed and confirmed by himself.5.1.2.船长应将加油港口的有关防污染规定及加油要求,及时通知轮机长。captain should inform in time chief engineer about relevant pollution prevention regulations and dema

46、nd of bunkering port.5.1.3.做好加装燃润油全过程的管理,全过程是指:油船(驳)到达至离开本船或本船靠上至离开加油码头。在此期间各部门应加装燃油、润滑油作为作全船工作,通力合作,加强值班责任心。防止发生油污染事故。manage all process of bunkering. all progress means that from oil supply boat (barge)arrival to leave or from ship getting alongside bunker berth to leave. during loading, it is loo

47、kedon as work for all crew. all crew should cooperate and strengthen responsibility to prevent pollution accident.5.1.4.原则上加油工作须在白天完成,若必须在夜晚加油时,必须增加值班人员和准备充足的照明设备。in principle bunkering should be implemented at day time. if oil loading should be done at night, should increase duty crew and prepare f

48、or enough lighting equipment.5.1.5.靠码头装油时,应牢固系泊船只,所用缆绳应良好,有足够的拉力。值班水手应经常巡视及调整系泊缆绳,在潮水涨落幅度大港口更要加强上述工作。if bunkering at berth, should fasten ship with good mooring lines which have enough pull force. duty crew should often patrol and adjust mooring lines. if tide rise and fall has a big range, above me

49、ntioned work should be strengthened.5.1.6.加油场所应悬挂禁止烟火警告牌。no smoking warning board should be hung in work site.5.2.受油前的准备preparation before bunkering5.2.1. 主管加油的二管轮在制定装油计划时,应预先计算好所加油舱的存油量,安排好加油舱柜的加油数量及加装的先后顺序,并留合适的空档,先受油的油舱空档一般为总舱容的10%为宜,而最后受油舱的空档应在20% 左右。when third engineer makes the bunkering plan,

50、 should calculate remain oil quantity in tank, arrange loading quantity for different oil tank and loading sequence, reserve appropriate margin. earlier receiving oil tank should reserve 10% capacity as margin, margin for the last receiving oil tank should be about 20% capacity.5.2.2.主管二管轮应同大副商定装油舱序

51、及加装量,调整好船舶吃水,保持船舶平衡。third engineer should discuss with chief officer the bunkering sequence and loading quantity, adjust draft to keep ship stability.5.2.3.寒冷天气受油,应注意油温,防止已进舱燃油因流动性差影响测量,发生冒油。when it is cold, should heed oil temperature. prevent to influence measurement and to spill due to bad fluid

52、of incoming oil.5.2.4.制定溢油应急计划,并确认发生意外时,供、受双方各采取的应急措施。为预防意外,应备好应急工具和应急物品;如空桶及吸油材料、化学消油剂、锯末、棉纱、破布等。draft oil pollution emergency plan, and confirm emergency measure taken by supply party and receive party when accident happens. to prevent accident, should prepare for emergency tools and emergency mat

53、erials such as empty barrels, oil absorber, oil remover, sawdust, cotton yarn, rag etc.5.2.5.校对好通讯工具,并与供油方约好加油联系信号。check communication facility, confirm contacting signal with supply party.5.2.6.配备足够的加油人员,使他们熟悉加油系统的溢油管、空气管、溢油柜、测深管的位置和加油计划的详细过程。prepare enough crew. make them know well the position of

54、 overflow pipe, air pipe, overflow tank, sounding pipe of loading oil system, detailed process of loading oil plan.5.2.7.通知大副安排水手长堵好甲板出水孔。开启受油舱透气孔,堵好集油槽放残孔。油舱透气管下无集油容器的,应放置集油器具。inform chief officer to assign ab to plug all scuppers on deck. open air vent in receiving oil tank, plug the drain orifice

55、 of oil sump. oil collection apparatus should be placed ifno oil collection receptacle is under the air vent of oil tank.5.2.8.检查供油管另一舷接头盲板及与有关的接头盲板,密封要好;有关的加油阀开关要良好;确认供、受有关接头已装好,接头下方应放置集油桶。check supply pipe connector blind board of another ship s rail and relevant connectorblind board. seal should be good. relat
